Heian Ciemnosc flew on Evans until reaching the Southwestern territory. He didn't bother looking into the already complete constructions and renovations. The Phase 2 was completed. It had been a couple of months since everything was more or less finished. The only reason the army was still moving around was because of certain purposes. Evans arrived before the Forestalress Academy and rapidly slowed down while seamlessly passing through its individual territory's array formations.

It wasn’t that Evans’ innate ability to isolate wind and air had suddenly become overly powerful. It had been years since Heian Ciemnosc was recognized as the Calatida Region’s 2 southern ruling organizations’ ally and one of their leading figures. Of course, they would give Heian Ciemnosc benefits and some privileges that only the upper echelons would enjoy otherwise.

Evans flew past everything, several thousand meters in the sky, avoiding the tall buildings that towered even taller, and continued towards the Headmaster’s small residence. Although it was small, it was only so compared to the Academy’s individual territory. The Headmaster’s residence was several tens of square kilometers big.

“Heian Ciemnosc! What a surprise~.” Heian Ciemnosc turned his head to look at a great beauty showcasing her flattest body. A Gray Elf moved towards Heian Ciemnosc, swinging her slightly well-defined but slender hips, wearing a one-piece obscure green swimsuit that looked as if she donned a top bikini and a reversed triangle from her belly button to her groin area.

Her yellow eyes landed on his body, scanning it, albeit the dark coat covered most of it. Heian Ciemnosc relaxed his arms and placed them at the sides, resting them beside his hips on the sun lounger. This opened the dark coat, giving easy access to one’s eyes.

“Headmaster Denisse,” Heian Ciemnosc calmly commented before abruptly stopping and saying nothing else. Headmaster Denisse knowingly grinned and walked towards him. There was no way she couldn’t know he was here, and with the several minutes that passed since he arrived here, she seemed to have taken her time to get ready to see him.

Just these little interactions seemed to have put her in a good mood, and she eliminated plans of seduction before immediately walking to Heian Ciemnosc’s left. The requirements to begin the phase 3 were nearly completed by the time Heian Ciemnosc exited his continuous 4th year of cultivating behind closed doors. Only the most vital, raw-like matters were left incomplete.

Those were the number of the army’s troops. To initiate phase 3, the soldier units had to be 850,000,000 troops, while auxiliary units had to amount to 2.6 billion. The latter was achieved, with only a few weeks left before everything was arranged neatly. The former, however, would still need several months to achieve and arrange.

With this in line, ⅓ of these numbers would be allocated to the 4 Fleets, which were completed after a few years with those numbers in the auxiliary units’ department. More than half these numbers could use armored vehicles, allowing for everyone to move without trouble, be it by these armored vehicles or their personal Fauna.

Up to there, the army wouldn’t have mobilization problems, especially because most citizens wouldn’t participate, and the majority of auxiliary units would march into battle with the soldier units. But no Fighters were allowed in this Region that was in the middle of being restored. That was a firepower too heavy for a Region in this state, and it would only vastly delay things by thousands of years every time they were present for battle.

Each vice commander now commanded 17,000,000 troops, and up to 50,000,000 auxiliary units. For the Crimsonbreaking Faction, even those without enough experience when they were sent here weren’t overwhelmed with this number. It wasn’t an easy task, but compared to others in this Kingdom, it was nothing to them and their efficiency wasn’t affected negatively.

While the supreme commander’s choice to let only his organization’s people lead the troops at the highest hierarchy level and rank, still recognized as vice commanders and not General or even Field Marshals. Despite the successful integration of the new military ranks, this reform, the army wasn’t ready to change the perception of a legendary General and the rank of ‘General’ in Heian Ciemnosc’s army.

On the other hand, the fortified ports had been long complete and at full capacity, creating warships and more arsenal and ammunition.

Once those requirements were fulfilled, the phase 3 would begin, and a few months were calculated as an estimate time by Heian Ciemnosc and Etherea before the 4th phase went into action. That was sooner than later, but it was still not time yet. Heian Ciemnosc ensured his commanding assistant wasn’t impatient, and reminded his vice commanders of the disciplinary actions if their decisions brought victory at a high cost.

Thus, in just about 3 months, the soldier units reached 850 million. And while they still needed to be fully organized and the vice commanders had to ensure their troops’ discipline, and that they recognized the army’s objective to follow to the letter, a third of their numbers were more than ready.

From the 850,000,000 soldier units, 282,000,000 became crew members within 4 different Fleets. Each Fleet was commanded by 2 select vice-commanders. One was directly in charge of the Fleet in question, while the other was part of the land forces. While the navy had 4 Fleets, the land forces had 8 Army Groups.

The land force vice commander in each Carrier would reunite with their troops later on, and would only communicate with them for the moment. Each Fleet had 70,500,000 troops, while each Army Group had 71,000,000. Meanwhile, the total soldier unit number in the land forces is 568,000,000.

Some Army Groups had more arsenal, Fauna, or armored vehicles. It fluctuated, but it did in an intelligent method which strengthened each Army Group to the best capabilities the land forces could offer, and to their maximum potential.

However, since the time to begin the 3rd phase would start soon from this day, where nearly 300,000,000 crew members were on the move, everyone knew the requirements that phase 3 must meet to begin phase 4.

Foremost, the oceanic rivers must be cleaned from the majority of its dangerous, aquatic Fauna. Furthermore, 8 forts must be built in each land section. These were similar to the outposts, where soldier units will be used to keep the territory in check, and safe. However, that was for the promised future. It was estimated that these forts would be mainly used for storing and distributing resources during the special operation.

Moreover, the south had to open another department for the military, and that was the garrisoned units that will always remain within the territory, no matter if there was an offensive or if the ruling organizations wanted to subdue another Region. The number of these was 150,000,000 garrison units.

While it seemed it could take more years to complete, in truth, the garrisoned units were different from soldier and auxiliary units. Colloquially referred to as defensive troops and guards, these would genuinely become like so, and the soldier units won’t need to stay behind in settlements or Cities to maintain the people’s safety.

The garrison units wouldn’t be recruited based on their talent, attitude, and nature alone. Unlike soldier or auxiliary units, these would be selected based on their ideologies and proactivity. For example, the garrison units could apply to become soldier units after a few decades of service, but they had to prefer staying in ‘one place’ and right any injustice they saw on the spur of the moment.

Their salary wasn’t much, but the cultivation resources allocated to them would be branded, and they couldn’t use them to exchange with others. The garrison units could only do so with the ruling organizations’ branches or directly from official headquarters in the Small City or outposts and some peculiar supreme-sized towns, exchanging some coins as an extra.

This would rapidly bring the safety within the south to a point where Heian Ciemnosc wouldn’t have to spread his military forces thin to deal with the enemy. Every cultivator and citizen mattered. On the other hand, citizens could be left behind to attend the miscellaneous tasks they could complete in the absence of most of the auxiliary units.

However, one thing Heian Ciemnosc was forced to do was to overly increase the size of the Army Groups. They weren’t intended to be this enormous. However, due to reasons, such as the lack of general knowledge this represented to the troops, and the way the enemy might see them, among other reasons, Heian Ciemnosc chose this method to regularly accustom his troops.

Thus, the troops that were part of actual Army Groups and Region military units were slightly confused at first, but they adapted rather quickly to the last-minute change. It was like this that the Army Groups, becoming 5 times their original, maximum size, were gladly accepted within the land forces.

… Today was the Change’s 58th year, 9th month, 1st week and 1st day.

On this day, the oceanic river between the southern land sections experienced a change. Hundreds and hundreds of small warships led the front in a wide, arrow formation. They were followed by bigger and bigger warships, until those insanely long, wide, and tall warships at the center amazed every villager, and as many townsfolk as possible.

The supreme commander had ordered all fishers to take a few weeks’ break and attend to other business just a few days back. It wasn’t a problem. However, the punishment for not listening was death or at least charged with hundreds of thousands of civilian currency. This placed newfound fear in their hearts from the actions of the south’s military.

However, when the day finally came, and they observed as thousands of warships came to light and some even from underwater, they were flabbergasted. They had this kind of navy? Was it there all the time? What the hell?!

“... Father, how long would it take to complete the forts?” On the deck of the 2nd Fleet’s Carrier behind the 1st Fleet’s Carrier and 2 Supreme Battleships, Anastasia asked Heian Ciemnosc as they watched the morning sunlight beautifully embrace the oceanic river. The thousands of kilometers width from shore to shore never seemed as beautiful as it was now.

“In 8 months if it was anyone else but me or my people in charge,” Heian Ciemnosc said while lowering his chin. He stood behind his daughter to her left. Anastasia looked up as her father continued, “We will finish in another 2 months at most. We have enough auxiliary units, and all active cultivators are united. A situation like this is rare, you know?”

“I know, it’s just…” Anastasia voiced, rubbing her fingers as she moved her gaze to the front. The seemingly endless river was beautiful, but the events about to occur placed heavy pressure on her slender shoulders. Heian Ciemnosc squeezed her trapezius muscles and sent dark Vigor Energy, quelling her energy fluctuations.

“What, you don’t believe in us?” Heian Ciemnosc asked, making Anastasia stiffen. She grinned a little and said after dancing her dark-green, smooth long hair on her face. She smiled like a little devil before explaining herself, “But with our strength, won’t the enemy be flabbergasted? They won’t realize what happened to their forces by the time we annihilate them and take their terrain, hehe.”

“... hmf~,” Heian Ciemnosc looked down at her daughter for several seconds in silence before fatherly grinning from ear to ear. Seeing this smile, Anastasia felt a million times proud and looked ahead. However, before she could feel like this for 1 minute, Heian Ciemnosc’s words and action of gently pulling her away made her change her face.

Thud… Anastasia stood before the commander’s seat and looked at it before unceremoniously, silently, turning around and descending unto the cushion. Her bum was plastered on the commander’s seat as she felt a light tremor soar from her feet’s soles to the top of her head.

“Radars?” She called out. The navigating experts nodded and turned towards their control panels. Some sat down and others remained standing as they started working for their temporary commander.
