It didn't take much for Katia to get a carriage to take her to the mayor's mansion. She might be small and a kid in the eyes of many but she had the authority bestowed to her by the academy and the head to use it.
She arrived at the place, a mansion near the coast but on the top a small cliff. Something that had saved the mayor's place.
Upon arriving she quickly asked for the mayor who, seeing her, without even uttering a word, began to guide her through his abode and place of work. When they arrived at his office, Katia couldn't help herself and unable to hold back she began to shout.
“What is this!? What are all of you doing!?“ Katia shouted at a bunch of nobles from the kingdom and the mayor.
The office was a mess. People were gambling and work was stacking up, literally.
There was food and drinks everywhere too.
“My hands are tied.“ The mayor said, trying to clean his hands of what Katia was seeing.
“Don't care! And if you useless idiot don't either leave or start working I am going to make that splash of water that was the tsunami you witnessed be the better option compared to who I am going to let loose on you.“ Katia said, alluding to Mia, who luckily or unluckily, none of the people there knew about.
“You heard the girl. Choose wisely.“ The mayor said, almost with a grin on his face. One by one the nobles left and once the last one was far enough he spoke again. “Thanks. If I tried to get rid of them, any good I might be able to do during the crisis would be crushed once they left.“ He explained.

“I hate these nobles that are only noble in name. Look at these documents! If we weren't in a crisis it would all be in the trash!“ Katia said as she began to take a quick look into the minimum amount of job those people did.
“I will sort this mess out as best as I can. I want the actual workers here, yesterday. Also, find someone to get rid of all these games. I refuse to work in a casino!“ Katia demanded. It didn't take even a minute for some maids to begin to gather the food, drinks and games left around the office.
For the next few minutes Katia analyzed what was being done and what was being left alone. She almost went looking for the nobles so she could give them a piece of her mind.
Pretty much anything that didn't involve some very specific merchants was ignored. Katia could see that those nobles were trying to profit from the situation in the city.
She quickly drafted a document that would allow free trade to work as it should. After getting the signature of the mayor, she made one of his assistants make copies of the documents to be posted in the city so the merchants knew that they were free to openly trade.
After around one hour of work, where Katia and the mayor were sorting the papers on the office from important to less important, the group of actual public workers that was supposed to be in charge of the bureaucracy of the city finally arrived. By the looks of things they were helping in other places, more physically, so she couldn't really fault them for not being presentable.
One of them came with a bag of letters that was lost in what passed as a postal system in the city.
Upon reading just the first part of the first letter, she knew that it was going to be a long week.
The first line of the letter addressed to the mayor, from about two weeks ago.
“Brother! I saw some bandits on the road to the city. I will be ambushing them before we arrive, come meet me later...“
