Returning to the outside world, Axel found himself in the bathroom again.
'Oh, right. I was home right now.' Axel thought, surprised.
Looking at his phone to check the time, he realized he had been working on his world for more than ten minutes. Luckily, as there wasn't anyone home, he hadn't been disturbed while he was at it.
After he finished his business in the bathroom, he pulled up his pants and went to his room.
He had used a lot of energy today, so his reserves were pretty low at the moment. Even so, there were things he could do for his world that didn't need energy.
During the time he had been watching his cultivators work on the runes, there had been a thought that crossed his mind from time to time, and each time it happened, the more he realized it was true.
Right now, inside his world, there were mainly three factions: the Guburg, the Yuoko, and the Esvert. There were some neutral areas and some areas where two factions shared the ownership of the land, as well as the existence of many cultist groups.
If one wanted to be as precise as possible, you could consider the magical beasts another neutral faction.
Even if these factions had disagreements, there weren't a lot of battles between them, but at the same time, they didn't cooperate all the time either.
The only major clash between these factions had been the misunderstanding that caused Guburg's leader's death during the battle against Emma's world, and even that ended rather quickly after a new Guburg leader came to power.
Because of this, Axel was planning to directly influence the political powers inside his world, using Heaven's influence to create a new faction and strengthen an existing one.

As soon as he arrived in his room, he turned on the computer and began to write on a text document the details and characteristics he would want for this new faction.
The main characteristic of this faction was its neutrality. It would work as a sort of religious state that would be directly under the control of Heaven, and it would be in charge of mediating between the three tribes and creating a record of the battles between worlds, so information about them wouldn't be lost in the future.
Not only that, but they could also work as the first line of defense against otherworldly attacks, buying time until the reinforcements from the other factions arrived.
For the next half hour, Axel planned all the details, and as soon as he was ready, he lay on his bed and closed his eyes to enter his world again.
"Heaven, I have work for you," Axel said happily.
"What can I do for you?" Heaven replied.
"There are a few churches and temples that pray to you, right?" He asked.
"Yes, there are. I can destroy them whenever you want if they are a problem." She replied.
"No, wait. You are misunderstanding the situation. I want to use those people praying to you." he explained. "I want you to send a message. I don't care if it is to the whole world or just to the influential figures inside it, but I want you to tell them that a new faction is going to appear in the world. You will use your believers to build the basis of this new faction, and they are going to build their base around the sacred archway. Make sure the leaders of the three tribes understand that this faction is under your direct control so they don't interfere with its plans."
"I'll start right now," Heaven replied.
"Great. After the faction is ready, I want them to start collecting techniques and information about cultivation from the other tribes to create an archive. The three factions don't need to give their secret techniques or anything similar, but they should provide the basic ones and could be compensated if they gave more. I want this new faction to become the paradise of cultivators. Also, invite anyone unaffiliated to a faction with enough talent to join it. It would be great if we could create an elite group to deal with rifts and battles between worlds."
"Do you have a name for the faction or should we let the cultivators name it themselves?" Heaven asked.
"I haven't thought of one yet, so let them be. But if they decide something that I don't think is good enough, we can change it later." Axel replied while laughing.
After that, Axel continued explaining the details to Heaven for a while.
"Is there anything else that I should know?" Heaven asked.
"About the new faction, no. But there is something else that I want you to do. We are going to give the cult groups a leader they can follow."
