There was still work to be done in Appletown, mostly mental screening and then enhancing the security forces, as well as the firefighters and the trauma team.
Only a subtle loyalty enforcement to our first responders, nothing like implanting their brains with remote bombs like ARGUS did for their operatives.
They also benefited from this, since conviction was a certified method to alleviate all sorts of mental traumas or depression. I saw with the HIVE, their agents were brain-washed with propaganda, but it also gave them a happy mental state.
I wasn't trying to create a bee hive of obedient drones though, so my people could still have doubts or fears. Just without the stress and trauma associated with military groups.

Also, the minor Miracles used to boost their performance and intelligence helped as well, even if only the 1.9 version of it. More than olympic levels of fitness would be suspicious for any corporation, but since we were producing the cancer cure, being resistant to cancer and other diseases was not that big of a leap.
Our Apple Hospice was fully equipped with various types of advanced cures and medical devices, and the trauma teams were granted access to Best Cure pills, for emergencies.
The rapid response teams were equipped with shielded helicopters as to retrieve Grey Apple employees from the city should they be involved in accidents or shootings or other emergencies, while the Gamma Unit was Zimmer's project to recover our personnel from hostage situations.
These guys were dosed with 3.3 Miracle formulas and given a more robust training and mental hardening, including a low-cost helmet that incorporated holographic shields and a minor mental blocker, similar to what I was building for the DEO field agents.
Sadly, constructing such advanced tech on Earth was too risky, thus Peach had to work full time on the Applebase. She didn't complain, even if it must have been boring without me.
And finally, I set up a meeting with Director Danvers and Michaels, and then teleported in my Grey Wizard suit, right in the DEO conference room.
"Grey Wizard, this must be important. We are all very busy people." Alex Danvers said in a cautious voice, as we sat down
The Harbringer only nodded, perhaps way more fearful than she should be.
"Indeed. These inhalers are for you two. Miracle formula 4.6. Great physical boost, some mental boost, disease immunity, including cancer. Take them first, then we can continue." I demanded while placing the inhalers on the table, and some whiskey for me. I was not an alcoholic, I was training Carouse.
Harbringer obeyed after a single second of thought, then gulped some of my whiskey to drown the pain away.
"Just as painful as I heard, your Miracles. Will need to retrain myself, I'm much stronger now." Harbringer said in a wary voice.
"If I die, Kara will blow your head to bits." Alex muttered as she followed suit, gritting her teeth at the pain.
I just poured them drinks, and sent a wireless signal to print the 'unwritten rules' on the conference screen. "This is how the world will change. I'll let you consider the implications for a minute."

The System warned me just on time, as time froze and the Monitor appeared in the room. I declared a crisis and let the cosmic wave limit fill me with insight.
"Grey Wizard. A variable I did not foresee." the Monitor spoke in a wise voice.
"Nice to meet you, Monitor. What do you think? These unwritten rules, and your clairvoyance? Maybe a special prison for rule breakers?" I asked in a mild voice, and sipped some whiskey for courage.
This entity was beyond Tier 1. If I hit him really hard, I might break my hand.

Damn it! Blew right through my own headband, and even the TMP shield.
"Just have a drink and speak your mind, Monitor. Other entities of your tier have done so before." I offered politely and poured him some fine whiskey, only for the glass and bottle to vanish.
"I don't drink. You brought Harbringer here to draw my attention. For this feeble play?" he pointed out at the screen.
"It's not feeble if you help, Monitor. If I do it my way...I'm not a subtle man. I don't mind impaling a million criminals to make a point. Or even all of them, on other planets as well. It would be a waste of my talent, but I will do it, to prove my point." I said while bringing another bottle from my storage and pouring myself more Carouse fuel.

The Monitor sighed and sat at the table with me. "Gabriel likes you, Grey Wizard. I think Lucifer does so as well. As for that ugly thing in your head, I can't do anything about it. Not sure if you're blessed or cursed by such attention." he grumbled and sipped some of my whiskey.
I waved a hand, and produced samples of all my cures and Miracles, filling the table with a hundred valuable inhalers and vials, including the latest failure.
It made for a great progression table, from failures to the weakest and then to my greatest Miracles, then back to a miserable failure.
"Help me now, and I will help you with your problem. I need stable superpowers, and you need a big hitter at the Endtimes. Plus the new rules, to keep the heroes alive and sane. Or you can fight me for a second or two, and the winner takes all. I want your clairvoyance, just be be straight." I proposed in a brave voice.
"I don't need you, Grey Wizard. And I'm not the type you can provoke into releasing that special power of yours. As for your rules..." the Monitor thought for a long second, and waved his hand at the screen.
Simpler and shorter. No attack on heroes in civilian guise, nor their families. Heroes would have to catch the villains in the act, and could not go after them at home or their families.
I sighed and gulped my whiskey, then time resumed. The Monitor has vanished, changing reality with his mere presence.

"What's with all these inhalers?" Alex asked with a curious tone.
"I was thinking what gifts to give to your agencies. Maybe the Secret Service as well. At least Miracle 1.9 for the cancer immunity. But, I would have to screen all your people for infiltrators. Be they alien or hostile humans." I mused to myself, noting they have accepted the rules on the screen as if they known them for years.
Reality alteration was too OP! Please nerf!
Either way, I drank the Miracle X vial, and howled in huge pain. Even at 60% pain level, it was still a bitch.
"Whoa, that looked quite a nasty pain. Are you alright, Grey Wizard?" Harbringer asked in a motherly voice.
"Yeah. Even if I drink this kind of stuff every day, some Miracles are very painful. Thus, more whiskey." I muttered in a low voice, and gulped a whole glass in one go.
It took a bit of getting used to my new perception and movement speed, since it was quite a big leap. "I know whiskey won't kill you, but tone it down with the yelling. My people are anxious." Alex pointed out with a thumb towards the glass walls of the conference room.
"So, this Miracle 1.9? Peak human strength or something?" Harbringer changed the topic, possibly a bit more diplomatic.
"Yes, and injuries heal quicker. Won't grow back limbs though. I need to study lizards and such for that." I said with a flash of inspiration.
Alex Danvers raised a finger, then lowered it with a guilty face. "I met someone. Maybe...?" she asked in a hesitant voice.
"You can go, Harbringer. I'll visit ARGUS later for your Miracles. And catching the spies." I said in a curt voice, and she teleported right away.
Then I turned towards Alex and poured her some more whiskey. "Someone eh? A DEO agent I would guess, since you don't have a life outside work."
"S-shut up idiot! I do have a life! And I want the best thing you have for my girl. Just like my Miracle." Alex stammered a bit, before coming back strong.
I blinked once, then shrugged. I didn't mind girl-on-girl stuff, especially when I was in the middle too.
