Chapter 36: Organisations Outside

4th floor of the Grand Library of the Federation.

William stands in front of the same old bones that he has seen for like a 4th time.

“I bet Ellie told you a lot of things. Since I am so great, how about giving me some topic to teach you, since I don't know what she has told you or not?” Mi-Yung insists by patting William's shoulder.

The heaviness of such a threat shudders almost half of his body, but he still stands with some stiffness.

“I guess. She showed me almost all restricted spaces, while I went around the regular exhibitions multiple times,” he explains, while leaving nothing else behind.

“Which ones she did not tell you about?”

“No idea. I went along with her ideas while looking at ones she has some ideas about. Although she mentioned some which are closed because of research or rebuilding the rooms themselves.”

“So, she left the ones she has no access to as an employee of the library... that doesn't help at all since you have full access because of the damned Kaufman!” Mi-Yung says without any help that would solve some topics to tell him.

“Then what about the history of the Federation? I bet there is not everything in the room that I've seen last few days.” William tells her his idea of what might solve this problem.

Since there is nothing new to be told, why not talk more about some existing topics? Mi-Yung should have a massive amount of knowledge regarding the Federation after her years of service.

And that, in fact, is a complete truth.

Alas, it is equally truthful as her issue of actually telling him what she could. Certain restrictions and everything regarding the Federation's top secrets could not be told for various reasons and as well... something dangerous.

Sighting, Mi-Yung leans on the railing of the random exhibition and thinks about the things she could tell. His idea is not bad, but the topics of the history of the Federation are not the least bit interesting in her opinion. It all happened before she was born and even though the research, it is not important to think about.

“RIGHT! I know one particular topic which will be very helpful to you. I doubt there are a lot of political aspects in the museum, but I will figure something out on the 4th and 5th floors. The many organizations in the world. Wanna talk about them?” Mi-Yung cheers on and shot a meaningful question at William, who, of course, agrees. One way or another, he will listen to whatever she has to say since he has nothing to lose.

Moving toward a better place to talk, Mi-Yung chooses the majestic room that is familiar to William. The massive globe in the restricted place that Ellie showed him for the first time a couple of days ago. The one that depicts the Earth's continents and the whole bare earth for eyes to see.

“Alright! Where to start...” Mi-Yung ponders, as this globe before her is full of possibilities, but at the same time, a lot of words she can choose.

“I keep on hearing about military departments on the grounds of the Federation. How about them?” William decides as he finds her thinking a bit too eager for his sake.

“Those? Right. I bet Luke told you something about the Yondu division he is part of, so why not start with them? They are a part of the centralized military operations by the name of the Federation. There are many divisions with the same banner being the Federation. There are no actual differences between them. It is simple and much easier to manage a lot of resources across multiple kinds of divisions. It is an issue of politics, as well as economics. I am sure you will understand this better when you will get familiar with it.”

“Running a nation... I get a gist of it.” William says in a nod and remains to look at the lecture of Mi-Yung.

“There are generals of the Divisions and many lesser members. They make advancements in military careers through the achievements of both, the Walkers and normal people. Stronger Walkers are most of the Captain rank and the above. A lot of normal people are working in lower careers to make decent numbers and to make everything work. Lots of Enginists, and Machinists are examples. Of course, the lower rank Walkers are there as well. Footsoldiers, surveillance members of a squad, and so on. There are normal people as well as Walkers for military missions. I suppose Luke's squad is something like that if you remember it.”

“His squad... I heard Szczepan and the rest of his crew are normal people. Though he told me there are 2 more Walkers in his squad beside him.” William recollects a small memory from not long ago.

“Exactly. His squad is a source of many experienced people. Szczepan is Enginist and Machinist of quite a mastership. Everybody has to be of use and do the best for the squad, all according to the leader. Military works like this.”

“I already understand it a lot. Can you go back to the topic?” William shakes his memory and forces Mi-Yung back with answers that he already understands.

“ Right... Where have I ended? The Federation... The Assembly of the Federation decides everything for the military. It is an island not too far away from the Central island.” Mi-Yung explains in one swoop the motion with her finger. Though, she wishes she would show it better at the huge globe.

“I heard about that from Ellie. There must be a lot of high-rank Walkers on that island.” William adds while listening with keen ears to not miss any meaning behind her words.

That was not the hardest thing, as the Mi-Yung finds this topic very easy to explain. After all, she is a member of the Assembly Hall. That, as well as a direct leader of the Division of the Federation for the relationships with all remaining organizations.

It is almost fair to say that she is a high-ranked secretary, but that would insult her a little. As Rank 6 Walker, there is nothing she would want but a good relationship with other forces on the whole earth. And there are not many of them, so she has to be careful and not butcher any of the strands of relation and help.

“Military divisions for the Federation are Yondu, Mitsudo, Red, Argon, Eagle, and Trunthe. These 6 are here to provide every need for the Assembly. Every one of them has hundreds of Walkers of various ranks, while the leader is a General of various ranks. From 6th to 8th.”

“Like Luke, who is a captain as a Rank 4 Walker of the Yondu division?”

“Yes, and no. Although only a captain, he has his own team for missions that he picked on throughout the years. He worked hard and got a decent position as captain. Though, life in the military is not always nice. The travels and war against the Dark are hard and take time out of their lives. But, as with everything, it isn't all that surprising since we are Walkers, after all.”

“I know...”

“I know that goes without saying, so sorry to repeat things you must already know. Outside must be quite a hectic world. I could not imagine what a life must have been in the camps.”

“It is not like I complain, miss Mi-Yung. I will definitely become at least someone like Luke, if not better.” William proclaims in an unexpected fashion. He does not even know what sort of prerequisites they need in the military, nor if he will even join one.

“Depends... The examination will tell everything. Right! Where have I ended? The organizations... Since you need to work towards the examination, I can move those two topics together. ”

“First and foremost. We have the Federation itself here.” Mi-Yung points her finger towards the rough location on the humongous globe of the earth.

“It is somewhere between North America and Europe. In the vast ocean that is known as the Atlantic.”

Mi-Yung shows it by pointing her finger and trying her best to be clear. Although, the fact that the globe is so large doesn't help at all.

The Federation is located closer to North America, while not being close to anything in particular. Thousands of miles to the nearest continents are huge distances, so the case of close is questionable.

William gains a better understanding of the scale of the world. The fact that he traveled by military helicopter helps a lot in itself. His journey to the Federation consisted through the Canadian borders with the USA, across New York City, and then through the ocean towards the Federation. All of this took quite a few hours, but he did not count them back then.

All he could assume is a rough distance between the Federation and everything else. The basic sight of this globe helps indeed. His mind is even shaking with the idea of Canada. His past home, with massive stretches of land that he knows used to be full of people.

Now, it is barren and destroyed land. He sees the distance from the borders, all the way to the ocean. It is long... very long indeed. No wonder the Federation have few Outside lands to train Walkers since it must be hard to send them all to the Federation.

Mi-Yung continues with her topic.

“The Federation is the biggest force in this hemisphere, for obvious reasons. There is no other place for people than this. South America has been completely detached from the outside world in the first decade of the Dark Age. As for North America, it keeps defending itself for the last century.”

“Calling it a defense is not really true...” William mutters.

“Yea. But it's better to say it this way, that telling the losses of billions of lives in the process. Don't you think?” Mi-Yung says as she turns her gaze to William. A look of pain... and a bit of power is within herself.

“I don't find the truth harsh at all. It is honest at least.” William argues with a defensive fleeting of his eyes. William could not be bothered with telling the truth, but her gaze still shudders his mind. It is a gaze of a powerful Walker for sure.

“I won't argue about that...” Glancing back to the globe. She is reconsidering whether the information about Outside forces is something she can tell him or not.

Seeing her return to the previous casual gaze of the "teacher", William returns his gaze back. Mi-Yung goes to the next topic of the organization, rather than the topic that isn't meant for him.

“With the Federation here, there are also a few other smaller factors in the USA. They are in California, Alaska, and Utah desert.”

“What are they for? I assume those are the places for the young Walkers to train there, aren't they?” William asks an important question that was on his mind for a long, long time. For all he cares about, if it would not be for Mi-Yung or whoever was the one who summoned him to the Federation, he would end up in one of those places.

“I guess I owe you this answer... You are right. Those are the little places where we are training the beginner Walkers. They are Outside, unlike the Federation. The sort of best environments for their upbringing and increasing their Ranks.”

“So, something similar to the Federation but a reinforced place with self-sufficient resources to train? Sounds like a camp to me. Camp for Walkers.”

“You saying it so bluntly, but there is nothing wrong with it. Since Walkers fight with the Dark, they gain the System's blessings. Don't you know that?” Mi-Yung glances back to William while forgetting the basic clue of his question.

Facepalming herself, she giggles afterward to ease the mood. “I forgot... sorry. Sorry.”

“Must be hilarious to laugh at the clueless person. I see all Walkers are the same. Should I be worried about my future or what...” William comments without a speck of anger, while Mi-Yung bursts into tears of laughter.

Blushing a bit, she stops after a couple of moments, while adjusting her hair.

“Talk about Dark will wait. I will definitely bring you today to more rooms on the 6th floor. Think of it as a reward for today. Don't you think I have the greatest ideas?”

“...”

“Very well, I shall continue. We have only the Federation here, so that is that. There is still Europe, Africa, and Russia which have no places in their ranks to call them organizations. There is one in similar status as the Federation in New Zealand, which has an accumulation of recourse from surroundings land.” Mi-Yung points to the lowest points on the globe, right at the side of Australia.

“Next is the Chine, Japan, and India. They are places on par with the Federation with a place in the underground facilities, or mountainous fortresses.”

“How come? Is it not the truth that the Federation has divisions of the nations that you haven't named?”

“You mean those under my division? Those are only the paws division that is part of the Federation. There is no England, there is no Russia, and so on. We fused together to form the Federation. Did you not get it already?”

“I... did not. That makes sense.” William admits. This little exchange made it quite clear that the politics of the world are very complicated. The nations of the past may be gone, but they still live inside the Federation. That is something what will William remember.

“These are the places that could be considered at the level of the Federation. But that doesn't mean that there are no smaller organizations. I am saying it for your sake, as the number of people surviving in the wild could always shift since we as people don't know enough Outside.” Mi-Yung adds while she feels creeping stress from what she could feel from miles away.

This topic is more personal to her than any other. Korea has been lost while at that time was almost close to gaining a fusion with Japan. Alas, too late and too little care made it happen.

Not one could be faulted for anything, since the case of Korea forced many surviving nations fearful of their own fates. In the recent decade, there has been a surge of few fusions. Organizations of people are trying to uphold more power to shake the Dark away.

All in order for no other "Korea" to happen.
