Ambassador Luigi Mussolini, ISIA agent Johnny Bean, a spec ops unit, "Ghost," and an elite legion as an escort were walking in the market of Aeterna city. They saw many slave traders, and slaves from every species were sold in the market.
Luigi has the order to buy and free slaves from the slave markets. The leaderboard of United Terran will utilize the slaves for cheap labor and potential agents for intelligence people.
One of the slave traders welcomes Luigi and his team to come and see the products he is selling.
"Welcome, gentlemen of USA. It is so interesting to see gentlemen of the hyperpower nations coming to this backward nation. If you are interested in my fine products, I will give you some discounts." The slave traders welcomed Luigi and his teams.
"How do you know we are coming from "The USA," sir?." Ghost asked slave traders why he knew their nationality. He was shocked and thought their cover was blown.
"Only the people of hyperpower nations carried that grey and black stick, what they call it? Ah, magic assault rifle, right? Based on your appearance, I think you are from the USA." The slave trader's response to Ghost pointed to the assault railgun he carried.
"Wait for a moment, sir. What is the abbreviation of USA?" Luigi asked the slave trader again.
"Of course, it is the United States of Amarilon, sir. Why are you testing me, sir? Everyone knows that the United States of Amarilon (USA) is the strongest nation in the world." The slave trader is confused by Luigi's question.
"Unfortunately, sir, we are not from the 'USA'. We represent the United Terran. Our nation is 3500 km north of Fortisregnum Empire. By the way, what is your name, sir?" Luigi responds to the slave trader.
"My name is Publius Vedius, sir. United Terran? I think the north of Fortisregnum Empire is the vast ocean full of sea monsters." Publius is confused because there is no nation north of the Fortisregnum Empire.
"My nation was transferred three days ago to this world. Yesterday, we arrived in Aeterna with our ship and are establishing diplomatic relations with the Fortisregnum Empire." Luigi told Publius that they were waiting for an audience with the Emperor to formalize their diplomatic relations.
"Transferred to this world? Do you mean your nation is from another world? Wait a moment. Is that massive ship on the shore your ship? If true, you are the new hyperpower nation that rivals the USA." Publis was shocked because United Terran is a nation from another world.
"Yes, that ship is our aircraft carrier, sir. We do not know the USA, but we will try to approach them to establish diplomatic relations. Oh yeah, let us make a deal, sir. I would buy all of your products. How much gold for all your products?". Luigi asked Publius for the cost of all his slaves.
"The cost of my fine products is 100,000 gold coins, sir," Publius answered for the slave's price.
"How much is 100,000 gold coins according to our United Terran gold, Maximus?" Luigi asked Maximus, commander of Fortisregnum Empire elite legion who was escorting them.
"Based on our gold trader calculation yesterday, 100 grams of United Terran gold is equivalent to 10,000 gold FE coins, sir". Maximus responds that 1 gram of UT gold equals 100 gold coins of FE because United Terran gold is 99.99% gold with 0.01% for coating material. This differs from the FE gold coin, which only has 85-90% gold with 10-15% other metals to reduce the cost of making a gold coin.
"What, only 1 kg United Terran gold or $80,000 for the fifty slaves with fine physical and ability? How about the other slaves? I think their values are much lower". Suddenly, Luigi shows a disgusted and angry face to Maximus, Publius, and other FE people because they enslaved the people and sold them just like commodity material. This is different from the United Terran people. The lowest annual salary in the UT is $50,000. However, Luigi knows this is equivalent to the Roman ages, where slave trading was legal.
"All right, Maximus, take this check, bring and give it to my people. They will give the gold to you and send it to Publius." Luigi orders Maximus to bring the check to the UT representative in the dock.
"Publius, I want to establish a business contract with you to sell our product worldwide. However, you can not sell or buy slaves anymore. If you violate the contract, we will severely punish you." Luigi is the son of the international company owner and Italian government leader who tried to establish a business relationship with Publius.
"Are.. are you sure about that, sir? Why did you choose me as your business partner? This is our first meeting, but why did you trust me? However, why did you ban me from trading the slaves again?" Publius trembled when Luigi offered him a business contract. Business relations with someone from hyperpower nations are a rare opportunity but highly risky.
"Look, another slave trader, do not humanize the slave. They chain them and put them in small cages like animals. But you are different, and you treat them with humanized treatment. You did not chain them and put them in a small cage. All of your slaves are fine without bruises or deformed in their body. "Ladies and Gentlemen, you are now free. However, I will bring you to my nation, UT. You will be educated based on your potential and capability. If you prove your achievement and quality, we will give you citizenship of UT." Luigi said to the free man and woman.
Cheers erupted from the free men and women. They were happy because they were not slaves and would do their best to become citizens of hyperpower nations.
"Maximus and Publius, bring this free man and woman to my people in the dock. Publius, take your gold in the dock and tell my man that you have my permission to establish a business contract." Luigi orders to Maximus and Publius
"Yes, sir. We will do that." Maximus and Publius answer together.
After that, Luigi, Johnny, and Ghost walk through the market and buy some traditional products of the Fortisregnum Empire. During the walk through the market and streets, some people watch the movement and activity of Luigi's teams. Ghost and Johnny are aware of the conditions and ready to engage them. However, Luigi stops them because they do not have formal diplomatic relations. Some minor incidents could escalate to open war between nations.
Nevertheless, he tells Ghost and Johnny to release the nanobot to mark out and track the undercover agents. Secretly, Johnny released some insect nanobots to mark out some suspected agents, and they will catch them after formal diplomatic relations between United Terran and Fortisregnum Empire with counter-intelligent operations. Next, they go to the royal palace to have an audience with the Emperor.

The Emperor of the Fortisregnum Empire, Imperator Caesar Aurelius Lucius Agustus, is in the throne room. He is the wise and just Emperor, famous as the "Imperator Populi," or Emperor of the people, and was progressive in social reforms, especially in removing the slave laws. He thinks that to become more advanced nations, and they must follow the superpower and hyperpower nations that had already abolished their slave laws. However, not all of the councils of the Empire wanted to reform the slave laws because a lot of them were slave traders or had investments in the slave trading market, which was lucrative. Even though the councils obeyed the Emperor's orders but to remove the slave laws, they dared to go against the Emperor's order. In the worst case, it causes instability and civil wars between two factions.
Emperor Aurelius prepared for the worst case by improving the armament and modernizing the imperial army and navy with new technology from local or imported from advanced civilizations. After hearing that some of the new hyperpower nations wanted to establish diplomatic relations, he was delighted because he hoped they would export their technology to improve the quality of the imperial army.
"Welcome, the delegation of United Terran to Fortisregnum Empire. My name is Imperator Caesar Aurelius Lucius Augustus, but you could call me Aurelius. I hope to establish good diplomatic relations and improve trade and military relations between countries." Emperor Aurelius welcomed Ambassador Luigi and his teams.
"Thank you for your warm welcome, your majesty. My name is Luigi Mussolini, and this is my partner, Lucien Dubois. We are the Diplomats from the United Terran for the Fortisregnum Empire. We hope to establish good relations, especially in the economic and social sectors. This is our nation's data. If you have a question, please ask me." Ambassador Luigi thanks Emperor Aurelius for the warm welcome.

Emperor Aurelius made a simulation that if the United Terran declared war on the Fortisregnum Empire, they would undoubtedly destroy the imperial navy and army before they detected the United Terran aircraft. They must please the United Terran diplomat and try to lobby them to become the Empire's ally. If not, they must establish a non-aggression pact between the two nations.
"So the massive ship on the shore of Aeterna City is your ship, right? If we establish a diplomatic relationship, can you export some of your technology to our Empire?" Emperor Aurelius asked Ambassador Luigi a critical question about his desire for new advanced technology.
"Of course, sir, we will export civil technology after establishing diplomatic relations and economic, social, and technology treaties. However, for military technology, I must first contact my government leaders for future policies about exporting military technology." Ambassador Luigi responds to the Emperor's desire to import UT technology.
After some questions, Emperor Aurelius was finally satisfied with the future cooperation and collaboration with United Terran. On behalf of the Forstisregnum Empire, he signed the diplomatic treaty between the Fortisregnum Empire and the United Terran. As the representative of UT, Ambassador Luigi signed the diplomatic treaty and started the formal diplomatic relationship between the two nations.
"That is the good news. We must celebrate these formal diplomatic relations. To respect these relations, we will take one week of national holidays. Tomorrow, we will be holding a grand banquet, and all of the people of Aeterna City can join this banquet." Emperor Aurelius asked the UT representative to present the grand banquet of the Fortisregnum Empire.

Ambassador Luigi and Lucien were discussed with the Central Government of UT via holographic call. They will discuss the strategies and policies of the Fortisregnum Empire.
"Good evening, ladies and gentlemen. The meeting for strategic policies for the Fortisregnum Empire will start. Luigi and Lucien, please report the progress of diplomatic relations with the Fortisregnum Empire." Hugo orders Luigi and Lucien to report the progress of diplomatic relations
"Thank you, Secretary General. Emperor Aurelius already signed the formal treaty of diplomatic relations. They want to establish trade and technology exchange with our nation". Ambassador Luigi report to Hugo
"Good, we want to establish trade to export our products to them. By the way, what kind of technology do they want?". Hugo asked Luigi
"Currently, they do not specifically the exchange of technology. I assume they want to import our civil and military technology, sir." Luigi assumes that the Fortisregnum Empire wants to exchange military technology based on Emperor Aurelius's trait to modernize the military.
"By the way, how many people were in the Fortisregnum Empire? We could export the 20th to 21st century for civil technology, but for the military, we could only export WWII or Cold War weapons to them. I can not imagine some of Fortisregnum Legion with MG 42 or using flak 88 mm and Bofors 40 mm to defend the airspace of their nations." Hugo imagined the Roman Legion carried WWII weapons instead of swords or javelins.
"Based on the Emperor's data, the Fortisregnum Empire has 200 million people, sir. Are you sure you want to transfer WWII to Cold War military technology to the Fortisregnum Empire, sir? Will it change the military equilibrium of this world, sir?" Luigi asked Hugo about possibly exporting WWII to Cold War military technology.
"I think some of our military industries may produce WWII to Cold War land and aircraft technology for antique and ceremonial purposes. However, we can not export the Navy technology because our dockyards are focused on building cruisers, destroyers, and submarines for defense because of sea monsters." General Alexander Eisenhower spoke to the forum about the possibility of WWII and Cold War land and aircraft technology export for the Fortisregnum Empire.
"I agree with General Alexander. We can export WWII to Cold War land and aircraft technology to Fortisregnum Empire for defensive purposes, not aggressive ones. If they try to use our weapons to expand and invade their neighboring nations, we will embargo them and ban all of our products from coming to their nation. However, if a nation with Cold War or early 21st-century technology invades them, we may aid them by sending our private military company." Hugo responds to Alexander's answer.
"Wei Ming, have you already contacted the International Consortium of Civil Construction? Tell them we have an extensive civil infrastructure project to support the Fortisregnum Empire." Hugo asked Zhuge Wei Ming, Head of Public Works and Transportation.
"Yes, sir. I have already told them to prepare for the new civil construction in these native nations. After the treaty of civil construction is signed between the two nations, they will start the construction after several surveys. I hope the military is ready to protect them during the survey and construction. We do not want to lose some precious human and material resources because of some incidents or conflicts. For the initial investment, they lobby us to cover the capital expenditure (Capex) because of the high rate of risk and uncertainty conditions for construction in the New World." Wei Ming reported to Hugo that the investment in the New World needs insurance from the UT government.

"Sir, we need to send archeologists, anthropologists, sociologists, and political scientists to study the Fortisregnum Empire's social culture." Oda Haruki argues that they must send social scientists to study the social culture of the Fortisregnum Empire.

We must improve our 8th-generation fighters, capable of flight and battle in outer space." Hugo orders Professor Oliver.
"Secretary General, today I bought fifty slaves from the market to free them. I bought them only with 1 kg gold or $80,000. I think we could exploit this to free as much as we can of slaves and educate them based on their potential. I have already sent them to our nations, and I hope Mr. Järvinen can give them an education based on merit and achievement. If we find talents, we can send them to the various departments based on their talent and potential. We could use them as an undercover agent, and I hope Mr. Bond can recruit several of them to become our asset and agent in this new world." Luigi reports to Hugo about the slaves he bought today. "Excellent job, Luigi. Despite our hate of slave law and trying to abolish it in this new world, we can exploit the free slaves to become our cheap labor. Based on the data on slave prices, 50 slaves are equivalent to $80,000 or $1,600 for each slave. It is cheaper than the monthly salary of our lowest quality labor at $3,000. We must support the Fortisregnum Empire to abolish their slave laws. To prevent unrest from the slave traders, we will buy them at a higher price and free them. After that, we must send them to our educational center to improve their knowledge and potential. If we find talented individuals, we could allow them to enter the United Terran government test. "Even though the free slaves are cheaper than our people, we must be certain to give them proper lives and the same rights as our people. We do not want them to transform from ancient slaves to modern slaves that companies exploit. We could give them the right to create native labor unions to give them freedom for their proper lives." Elias said that free slaves had the same rights as UT people. Elias tries to approach a socialist system to ensure the rights of the free slave.

Does that mean they will launch strikes on us in the future? I do not want cheap labor to unite and utilize our facility to go against us because they think we do not give them equal rights. Hugo responds to capitalist views on how to handle free slaves.
There was an intensive and heated discussion between Hugo and Elias about the facilities and rights of the free slaves because of the difference in point of view. After several heated discussions, they agreed that the free slaves would get rights like the United Terran labor and proper life for their families. However, if they want to establish a native labor union, they must show their loyalty, capability, and achievement to the United Terran. If they strike or demand something that causes instability in the natives, the United Terran and Fortisregnum Empire will try to suppress them by soft or hard treatment.
"Secretary General, today, after we bought and freed the slaves, some strange people are following and watching our movement and activity. We suspected they are the undercover agents from superpower and hyperpower nations." Luigi reported that they were followed and watched by some people suspected of being undercover agents.
