To prevent the incident from happening because of the external threat, we propose this forum to discuss how to prevent and solve the external threat to United Terran. Secretary General Hugo opened the conference as the leader of the conference.

"For the start speaker, please, Mr. Maximillian Hiedler, present the proposal from the United Terran and the progress of the First Novus Ordo Project in the Fortisregnum Empire." Hugo gave Maximillian Hiedler, Secretary of the United Terran government, the opportunity to present the future proposal and the progress of the First Novus Ordo Project.
