Chapter 35. The Surrender of Pampoi City

Pampoi City, Pampoi Region, 30 April 2141 / 30 Aprilis 1841, 01:00 PM

Mr. 03, Mr. 06, and Duke Romulus held emergency meetings after legionnaires airstrikes in the morning. The airstrikes of legionnaires successfully destroyed all modern military facilities in the Pampoi Region. The Black Shadow lost secret hangars and runways, fuel depot and ammunition storage, and modern logistic and supply hubs. The Black Shadow also lost their battle engineer commander, Mr. 07, and some battle engineers during airstrikes, so preparing for the defense against incoming legionnaires will be hard to achieve. Fortunately, the military barrack of the Pampoi Region was sparred by the Legionnaire's airstrikes.

"Mr. 03, we lost all of our modern military facilities in the Pampoi Region. We lost secret hangars and their runway, fuel depot and ammunition storage, and modern logistic and supply hubs. We also lost all our fighters; even Len-80 jet fighters were destroyed. Some of Sta-80 MBT damaged but still capable of fighting." Mr. 06 reported to Mr. 03

"This is not good. The legionnaires are already at the border between the Noplos and Pampoi Regions and will arrive as soon as possible. How many of our soldiers survived from the previous enemy airstrike?" Mr. 03 asked Mr. 06

"We lost many battle engineers because they were in the fuel depot, ammunition storage, and supply hub to prepare for the incoming battle against the enemy ground. Also, we found that Mr. 07 died after the airstrikes in the secret hangar. We assume he chose to stay with his subordinates. Fortunately, the military barrack of Pampoi soldiers was still intact and sparred by the enemy." Mr. 06 report.

Unknown to Mr. 03 and Mr. 06, Mr. 07 suffered the same tragic death as the leader of the Third Reich in the late World War II. They only found the remaining body of Mr. 07 under the ruin of a secret base around the hangar after the airstrikes. The loss of Mr. 07, battle engineers and supply hinder the prepared defense for Black Shadow against the legionnaires.

"How about the Sta-80 MBT? Can they operate properly against the incoming legionnaires? We need to prepare them as soon as possible." Mr. 03 order to Mr. 06.

Mr. 06 is silent and cannot answer. Even though he is the Commander of Tyomnyy Rytsar's unit, he and his unit do not understand how to operate Sta-80 MBT. Fortunately, Commander Konstantinov, the commander of the armored unit, came to report the condition of the Sta-80 MBT unit.

"Commander Konstantinov, at your service. Mr. 03, I want to report about the condition of our armored unit." Konstantinov report.

"Ah, thank you, Comrade Konstantinov. We are now in a dire situation, comrade. We lost our aircraft, fuel and ammunition because of the enemy's previous airstrikes. Do you have a plan, Comrade Commander Konstantinov?" Mr. 03 asked Kontantinov.

"Honestly, we have a huge disadvantage against the enemy. We lost our aircraft, and our MBT will operate without air cover. Also, we lacked ammunition and fuel because enemy airstrikes destroyed our fuel depot and ammunition storage. We still have a chance if we only fight against enemy ground units. However, if the enemy utilizes airstrikes again, defeat is inevitable." Konstantinov makes his argument based on the actual condition.

Konstantinov did not know the actual capability of Panther II, even though Mr. 07 had already told him about the possible power of legionnaires MBT. However, as the tank commander from PRU, he still wants to fight against all odds. Even though he and his armored unit only utilize outdated Sta-80 MBT, he is confident he can take out at least two or three legionnaires MBT, Panther II, with their 125 mm APFSDS rounds. He is confident because he only compared Panther II to Weltenkraft Reich Panzerkampfwagen Löwe II, which resembles early Leopard 2A1. Unknown to him, Panther II is more advanced than Leopard 2A7.

Mr. 03, Mr. 06, and Duke Romulus are silent. They know that they do not stand a chance against the incoming legionnaires. The legionnaires will capture them if they surrender, and survival is possible. If they fight, the result is inevitable: they will die fighting more massive, advanced and modern forces of legionnaires.

"What do you think, Mr. 06? Do you think we still have a chance against the legionnaires? Alternatively, should we surrender to legionnaires?" Mr. 03 asked Mr. 06 about their possible option: fight to death or surrender.

Mr. 06 stood silently, weighing their dire options. The room was tense, with Mr. 03 and Duke Romulus awaiting his response. The decision would determine the fate of the Black Shadow's remaining forces and perhaps their very lives.

"We have no aircraft and limited fuel and ammunition. Our Sta-80 MBTs, though still operational, are outdated compared to the enemy's main battle tanks. The loss of Mr. 07 and our battle engineers further weakens our defensive capabilities. While fighting back may seem like a brave option, it may very well be a futile sacrifice." Mr. 06 responds grimly and tells them all odds if they fight against legionnaires.

"And if we surrender, what guarantees do we have that the legionnaires will spare us? We have seen their ruthlessness in action. We lost all of the attacking force to the Aeterna and Cosorto Regions. There is a chance the enemy executed our soldiers who were defeated during the initial attack." Mr. 03 nodded, his expression somber, and he asked again the possibility of surrender.

Before Mr. 06 could respond, Duke Romulus stepped forward. "Gentlemen, allow me to interject. Surrendering may be our only viable option to preserve the lives of our remaining soldiers and civilians in the Pampoi Region. We must consider the bigger picture. By surrendering, we may buy time to regroup and rethink our strategy. We might also negotiate for better terms and save our people from further bloodshed." Duke Romulus suggests surrendering to legionnaires to save the lives of people and soldiers.

Mr. 03 turned to Commander Konstantinov, who had been listening intently. "Commander, what do you think? Can we hold out long enough to significantly impact the legionnaires, or should we consider Duke Romulus' suggestion?" Mr. 03 asked Konstantinov.

"Mr. 03, our Sta-80 MBTs can still put up a fight, but without air cover and with limited resources, our chances of holding out are slim. However, we can set up strategic defensive positions and prepare for a tactical retreat if necessary. Fighting to the last man is an option but must be a last resort. We need to think about the long-term survival of our forces." Konstantinov responded with an alternative option: retreating from Pampoi City.

Mr. 03 leaned back, contemplating the options laid before him. The room fell silent as he pondered their next move.

"Very well. We will prepare for strategic defense and a possible retreat. We will also send a message to the legionnaires, offering terms of surrender. If they refuse to negotiate or show any sign of treachery, we will fight to the last man. Commander Konstantinov, prepare your tanks for immediate deployment. Mr. 06 started organizing the remaining soldiers and ensuring they were ready for defense and retreat. Duke Romulus, draft the surrender terms and be ready to negotiate with the enemy." Mr. 03 said.

The men nodded and moved swiftly to carry out their orders. The fate of the Black Shadow now hinged on the legionnaires' response and its leaders' resolve to protect their people.

As the preparations began, Mr. 03 could not shake the feeling of dread. He knew they were at a critical juncture, and the decisions made in the coming hours would determine their survival. All he could do now was hope their gamble would pay off and the legionnaires would show mercy.

As the men dispersed to carry out their orders, the weight of their predicament settled heavily on Mr. 03. He knew that every second counted, and the urgency of the situation demanded swift and decisive actions. Commander Konstantinov quickly gathered his armored unit, briefing them on the new plan. The Sta-80 MBTs, though outdated, were still operational and would be deployed to strategic positions around the Pampoi Region to create a defensive perimeter. He emphasized the importance of conserving ammunition and fuel, preparing for a potential tactical retreat if negotiations failed.

Meanwhile, Duke Romulus worked diligently on drafting the surrender terms. His experience in diplomacy and negotiation would be crucial in this high-stakes scenario. The terms needed to be clear yet flexible enough to offer a chance of survival and a glimmer of hope for the future. Mr. 06 coordinated the remaining soldiers, ensuring they were ready for both defense and a possible retreat. He knew morale was low, but he also knew that clear communication and leadership were essential to maintaining some semblance of order and hope among the troops.

Then, Mr. 06, as the leader of Tyomnyy Rytsar's unit, was ordered to send the surrender term to Legionnaires. With a heavy burden and potentially captured by United Terran operatives, Mr. 06 strengthened himself to go to Legionnaires camp. The fate of the Pampoi Region and its people hung in the balance.

Legionnaires main camp, Pampoi Region, 30 April 2141 / 30 Aprilis 1841, 05:00 PM

Maximus and his unit commander are meeting to discuss tomorrow's incoming attack to defeat the Black Shadow and capture Pampoi City. Suddenly, one of Maximus's subordinates reports that there is an envoy from Black Shadow to request a meeting with the supreme Commander of legionnaires. Hearing the first action of Black Shadow through a diplomatic approach, the unit commander says this will be a trap. However, as the supreme Commander, Maximus approve the envoy to audience with him. Then, the subordinates return to inform the envoy that Maximus has already approved their request.

When arriving at the Legionnaire's main camp, Mr. 06 and his team were quite surprised with the facilities. They know the United Terran supported legionnaires so that legionnaires would have modern equipment, weapons, and facilities in their main camp. However, the Legionnaire's field main camp facilities are better than standard PRU field military camp facilities. The legionnaires have mobile command and control center, modern accommodation, modern field hospitals, mobile field kitchen and food supplies, modern mobile supply and logistics depots, mobile generators and fuel storage, mobile radar and communication system, and modern military transport.

They are also looking for five Panther II MBTs, ten Puma IFVs, five PzH 2000s, five Flakpanzer Gepards, ten M777 Howitzers, ten 40 mm Bofor cannons, and various recon and logistics vehicles. From far range, Panther II resembles Weltenkraft Reich Panzerkampfwagen Nebelparder, but from near, there are many differences.

Panther II has advanced equipment, a more significant and longer barrel and cannon, advanced armor and an active protection system, and possible advanced electronic warfare equipment. One of Mr. 06's members says Panther II may be on par with PRU's current advanced standard MBT, Sta-24 Khishchnik. Even Panther II has a longer and bigger cannon than Sta-24 Khishchnik. Sta-24 Khishchnik has a 125 mm smoothbore cannon, while he assumes Panther II has more than 125 mm caliber.

The Panther II cannon is a 130 mm smoothbore L/52 cannon, more powerful than the Sta-24 125 mm smoothbore L/48 cannon. Sta-24 has a similar capability to the T-14 APFSDS Vaccum-1 round from 2A82 125 mm, which has a penetration power of 1000 RHA at 2 km and 1100 to 1200 km at 1 km [1]. This power is less than that of the Panther II APFSDS round, which has a penetration power of 1365 – 1495 mm RHA at 1 km and 1172 – 1318 mm RHA at 2 km.

He thinks only the currently developed Sta-40 Apokalipsis MBT will surpass Sta-24 and Panther II with their dual barrel cannon 152 mm smoothbore cannons. However, that secret project is still underdeveloped and became a top-secret project in PRU as the secret weapon against the Amarilon magic main battle tank.

After looking for Legionnaire's modern weapons, Maximus's subordinates let Mr. 06 and his team audience with Maximus. Without further ado, Mr. 06 and his team follow to the command center room of Maximus and the Commander's unit of legionnaires. The subordinate knocks on the door, and Maximus lets him enter the room. After entering the room, the subordinate salutes with modern and Legionnaire salutes. Mr. 06 and his team also salute Maximus with a modern salute.

"Greetings, Legatus Maximus, Supreme Commander of Legionnaires. My name is Mikhail Sudoplatov, or Mr. 06 in Black Shadow and Tyomnyy Rytsar's unit commander. You could call me Mr. 06. I am coming here to give the negotiation and conditional surrender from Duke Romulus and Black Shadow in Pampoi City." Mr. 06 or Mikhael Sudoplatov, give the letter to Maximus's subordinate.

"Thank you, Mr. 06. I appreciate your courage to come here and tell us about your leader's decision," Maximus responds and receives the letter.

Maximus then read the letter from Mr. 03, Commander of Black Shadow in Pampoi City. After reading, Maximus let Caesarius, Vice Leader of the Legionnaires ground unit, read and speak the letter's content. Then Caesarius read the letter's content while speaking so the Commander could understand it.

On behalf of the Black Shadow and the people of the Pampoi Region, I, Lavrentiy Merkulov or Mr. 03, formally propose surrendering to your esteemed forces following the devastating airstrikes we have endured. We intend to prevent further loss of life and to seek a peaceful resolution to this conflict.

The recent airstrikes have destroyed our vital modern military facilities, including secret hangars, runways, fuel depots, ammunition storage, and logistics hubs. We have suffered significant losses, including the tragic death of our battle engineer commander, Mr. 07, and many of our battle engineers. Despite these hardships, we remain committed to finding a solution that spares our remaining soldiers and civilians from further bloodshed.

We acknowledge the strength and superiority of your forces, and in light of our current situation, we propose the following terms for our surrender:

Ceasefire: We request an immediate ceasefire to allow for our forces' safe and orderly disarmament and the evacuation of civilians from conflict zones.

Disarmament: All military personnel in the Pampoi Region will disarm and hand over all remaining military equipment, including our Sta-80 MBTs, to your forces.

Leadership Custody: The leadership of the Black Shadow, including myself, Mr. 06, and Duke Romulus will voluntarily submit to custody as a gesture of good faith and to ensure compliance with the surrender terms.

Civilian Protection: We request assurances for the protection and humane treatment of the civilian population in the Pampoi Region. We ask that they be provided with necessary supplies and allowed to resume their lives under your governance.

Future Negotiations: We propose establishing a dialogue between our leaders to discuss the future governance of the Pampoi Region and ensure a smooth transition of power.

We believe that surrendering under these terms will serve the best interests of both our forces and the civilian population. Our primary goal is to avoid unnecessary loss of life and to lay the groundwork for a peaceful future.

We trust that you will consider our proposal with the gravity it deserves and respond at your earliest convenience. We are prepared to initiate the disarmament process immediately upon your acceptance of these terms.

Caesarius then finishes the reading and tells the legionnaires about the surrender letter from Lavrentiy Merkulov or Mr. 03.

"So, after more than one month declaring civil war to Your Majesty, Emperor Aurelius and three weeks of battle with us, you ask the surrender term to us, huh? After you caused tens of thousands of people to be killed and destroyed public facilities, you finally ask for surrender terms after we destroyed your modern weapons and facilities?" Maximus tells.

Mr. 06 and his team are silent and cannot answer Maximus's questions. Maximus took a deep breath and looked at Mr. 06 sternly.

"Understand this, Mr. 06. Your force and Senator Brutus's rebellion have caused immense damage. Lives were lost, towns in ruins, and families torn apart. This surrender cannot simply be a way for you to save face. It must be genuine, and it must be complete." Maximus's argument is based on the actual events of a one-month civil war.

"We understand the gravity of our actions, Legatus. We are prepared to face the consequences, but we plead for mercy for our members and civilians of Pampoi City. They are not responsible for this conflict." Mr. 06 nodded, feeling the weight of Maximus's words.

Maximus's expression softened slightly, though his resolve remained firm.

"Very well. Here are my conditions for accepting your surrender:

Immediate and Unconditional Ceasefire: As of this moment, all Black Shadow military operations in the Fortisregnum Empire must cease. Any violation of this will result in severe retaliation.

Complete Disarmament: All weapons, vehicles, and military equipment in your possession must be handed over to our forces, including any hidden caches or reserves.

Leadership Surrender: Mr. 03, Mr. 06, and Duke Romulus will be taken into custody immediately and transported to a secure location for trial and interrogation.

Civilian Safety: The civilian population of the Pampoi Region will be protected and provided for under Legionnaire supervision. We will ensure their safety and basic needs.

Reparations and Reconstruction: The Black Shadow will assist in reconstructing the damaged regions and provide reparations for the destruction caused. A joint task force will oversee this.

Information Disclosure: All intelligence, strategic plans, and locations of any remaining forces must be disclosed to us. Full cooperation is expected to prevent any further conflicts.

Do you accept these terms?" Maximus asked, his gaze unwavering.

Mr. 06 exchanged glances with his team before stepping forward. "We accept your terms, Legatus Maximus. We seek to end this conflict and are willing to comply fully with your conditions."

Maximus nodded. "Good. You will remain here while we arrange for your transportation to our secure facility. Any attempt to flee or resist will be met with immediate force."

Mr. 06 and his team stood silently as they were escorted to a holding area. The reality of their surrender began to sink in. They had taken the first step towards ending the bloodshed, but the path ahead was uncertain and fraught with challenges.

Maximus sends Caesarius and Lucullus to tell the decision of legionnaires to Black Shadow and the soldiers in the slavery faction in Pampoi City.

"Caesarius, you and Lucullus, go to Pampoi City and tell them to hear about our conditions. Bring three Panther II and two Puma IFVs as escort vehicles for safety reasons. Tell them to disarm and let these Mr. 03 and Duke Romulus come to me." Maximus order Caesarius and Lucullus.

"Yes, Legatus, we will do our best." Caesarius and Lucullus responds.

Maximus watched as Mr. 06 and his team were escorted away, his mind already racing ahead to the tasks before him. The decision to accept their surrender was not one he took lightly. The war had caused immeasurable suffering, and he knew rebuilding would be long and arduous. He needed to ensure that every step taken now was toward lasting peace.

Maximus spoke firmly and turned to his unit commanders gathered around the command table. "We must remain vigilant. The surrender is just the beginning. We must secure Pampoi City and ensure the Black Shadow leaves no hidden threats or traps. Our intelligence teams must work closely with the engineers to dismantle any remaining military installations."

"Understood, Legatus. I will mobilize our intelligence teams and coordinate with the engineers. We will also need to start planning for the humanitarian efforts. The civilians in Pampoi City will need immediate assistance." Valerius responds.

Maximus turned to Caesarius, who was preparing to depart for Pampoi City. "Caesarius, your mission is critical. Ensure that Mr. 03 and Duke Romulus understand the seriousness of our conditions. Any deviation or attempt to deceive us will be met with swift retribution. Use the Panther IIs and Puma IFVs to demonstrate our strength and resolve." Maximus remind Caesarius again.

"Yes, Legatus. We will ensure that they comply with our terms." Caesarius saluted sharply.

Maximus returned to the strategic map before him as Caesarius and Lucullus left the command center to carry out their orders. The Black Shadow's surrender marked a significant turning point, but Maximus knew that true victory would come only through careful planning and execution.

"Valerius, begin preparations for the humanitarian aid. Coordinate with our medical teams and logistics to ensure we can immediately support the civilians. We must win their trust and show them we are here to help." Maximus ordered Valerius.

"I will ensure that everything is ready. Our medical teams will be on standby, and we will start organizing food and water supplies." Valerius nodded, already making notes on his tablet.

Maximus watched as his commanders dispersed to carry out their orders. He took a deep breath, feeling the weight of responsibility on his shoulders. The road ahead would be challenging, but he was determined to see it through. The people of Pampoi City deserved peace, and he would do everything in his power to deliver it.

Pampoi City, Pampoi Region, 30 April 2141 / 30 Aprilis 1841, 08:00 PM

Caserius and Lucullus are on the way and near Pampoi City. However, from the radar, they detected several tanks resembling T-72A from United Terran history. Based on information from Mr. 06, those tanks are Sta-80 MBT.

"Caesarius, we detected ten enemy main battle tanks before Pampoi City gate. I already ordered my loader to load APFSDS, which is ready to fire. We were waiting for your orders." Lucullus report to Caesarius in Puma IFV.

"Hold your fire, Lucullus. Remember, Legatus Maximus ordered us only to give them our response about the surrender condition." Caesarius responds.

"Better safe than sorry. I will contact the enemy through radio frequency." Lucullus said.

After finding the frequency of Black Shadow communication, Lucullus started communicating with the tank commander.

"This is Commander Lucullus, Commander of the Legionnaires Armored Unit. I need a response from the Black Shadow tank unit. Over." Lucullus tried to communicate with the Black Shadow tank commander.

Commander Konstantinov was surprised that he received communication from Legionnaires. Even though Sta-80 MBTs are outdated main battle tanks, their communication is still relatively modern and encrypted with complex programs. However, soldiers from backward nations like Legionnaires could decrypt the complex encryption of PRU surprise Konstantinov. He thinks only modern nations, like the United Terran, can decrypt PRU complex encryption. If the legionnaires inform them first, Mr. 06 has already contacted the legionnaires, and they are here to send the response to the letter of surrendering.

"This is Commander Konstantinov, Commander of the Black Shadow Sta-80 unit. Commander Lucullus, are you here to send the response to our surrendering letter? Over." Commander Konstantinov responded with the common language.

"Affirmative, Commander Konstantinov. We are here as a delegation of legionnaires to inform the response of legionnaires for Black Shadow and slavery faction army surrender in Pampoi City. May we approach the Pampoi City with peace?" Commander Lucullus responds

"You could approach the Pampoi City gate. My tank unit will escort you." Commander Konstantinov response.

"Comrade Commander, are you sure we will escort them? What would happen if they will attack and destroy us?" Driver of Konstantinov said.

"If they want to destroy us, they will not contact us first. Also, look at those MBTs. Their cannon is bigger than ours, and their armor is quite advanced. Maybe they are on par with our Sta-24. The legionnaires are mere operators, and we must be aware of United Terran." Konstantinov respond.

Then, five Sta-80 MBTs approached the Caesarius and Lucullus unit. The Sta-80 MBTs encircled the Panther II and Puma IFV and escorted them to the Pampoi City gate. The Sta-80 crews gratefully did not fight with Panther II and its powerful 130 mm smoothbore L/52 cannon. The Panther II APFSDS rounds can penetrate Sta-80 MBTs' frontal armor from a 1 km range. Also, they do not stand a chance against Panther II.

After several minutes, Caesarius and Lucullus's unit arrived at the Pampoi City gate. Caesarius then disembarked from Puma IFV and greeted Commander Konstantinov.

"Greetings, Commander Konstantinov. My name is Caesarius, Vice Ground Commander of Legionnaires. I am happy we could finish the battle without bloodshed." Caesarius greet Commander Konstantinov.

"Greetings, Comrade Caesarius. It is an honor to receive the mighty vice leader of the legionnaires. I will escort you to the audience with Mr. 03 and Duke Romulus." Konstantinov greet Caesarius and escorts him to Mr. 03 and Duke Romulus.

Caesarius then boarded Puma IFV again and was escorted by Konstantinov in the Black Shadow military truck. At the same time, Lucullus and his Panther II unit stand outside the Pampoi City gate. After several minutes, Caesarius arrived at the noble palace in Pampoi City while Mr. 03 and Duke Romulus already stood to greet Caesarius.

"Welcome, Comrade Caesarius. My name is Mr. 03, and I am the current leader of Black Shadow in Pampoi City." Mr. 03 greet Caesarius.

"Greetings, Mr. 03. Good to see you, Your Excellency, Duke Romulus. Thank you for welcoming me. However, my visit to Pampoi City is to give Legatus Maximus's response to the surrender letter of Black Shadow and slavery faction soldiers in Pampoi City. Fortunately, we could finish the battle without useless bloodshed." Caesarius responds with a smile on his face.

Mr. 03 and Duke Romulus are silent while hearing Caesarius's response. They understand the meaning of Caesarius's words. They are the starters of civil war, but now they are losing. Fortunately, Mr. 03 and Duke Romulus are careful leaders. They prefer surrendering to the enemy than fighting a lost battle and throwing soldiers' lives to more advanced and modern weapons.

"Thank you for your coming, Sir Caesarius. Come, we can discuss it in the noble hall." Duke Romulus let Caesarius come and discuss the surrender in the noble hall.

Duke Romulus and Mr. 03 then escorted Caesarius to the noble hall. Before the Civil War, Duke Romulus dreamed he could escort Senator Brutus to become the new Emperor of the Fortisregnum Empire, and he became the archduke. However, after the intervention of United Terran, their modern weapons from Black Shadow were destroyed and defeated by Legionnaires supported by United Terran. Now, there is a possibility that Emperor Aurelius will execute them because they tried to rebel and overthrow the rightful ruler of the Fortisregnum Empire.

The legionnaires only want all of the Black Shadow and the slavery factions to surrender. This is a reasonable answer, and they could accept it. However, there are several problems with accepting this response. First, Senator Brutus, Mr. 02, and Mrs. Saturday still defend themselves in Colobria City, and they cannot force them to surrender. Second, even if Senator Brutus and all Black Shadow leaders surrender peacefully, there is a possibility that Emperor Aurelius will execute them.

"What is your response, Sir Mr. 03? Your Excellency, Duke Romulus? For your information, Mr. 06 already accepted the response, and we are treating him well." Caesarius asked Mr. 03 and Duke Romulus.

Hearing Mr. 06 already accepted, Mr. 03 and Duke Romulus think that this is only their option, surrendering peacefully to Legionnaires to avoid bloodshed and collateral damage to the civilians in Pampoi City. Back at the Legionnaire's main camp, Maximus received the report from Caesarius with a sense of satisfaction. The surrender of Pampoi City was a crucial victory, but the work was far from over. He knew securing the region and rebuilding the trust of its people would require dedication and cooperation.

Maximus called a meeting with his key commanders, including Valerius, Lucullus, Lucillius and Caesarius. "We have achieved a significant milestone with the surrender of Pampoi City. However, we must remain vigilant. Our next steps are critical to ensuring a lasting peace."

"Our humanitarian aid preparations are underway. We have medical teams and supplies ready to deploy. We must focus on winning the hearts and minds of the civilians to foster a stable environment." Lucillius, Commander of the logistics unit, spook first and tells them to give humanitarian aid to the people of Pampoi City.

"We will cooperate with our intelligence teams, which are working to dismantle any remaining military installations and uncover hidden caches. We need to ensure that all threats are neutralized." Caesarius added

"Good. Let us proceed with caution and efficiency. Our goal is to stabilize Pampoi City and prepare for the next phase of our campaign. We must also address the situation in Colobria City and ensure that Senator Brutus and the remaining Black Shadow leaders understand the futility of further resistance." Maximus nodded, appreciating their input.

Caesarius, reflecting on his recent mission, offered his perspective. "We should also consider opening communication channels with the remaining Black Shadow leaders. If we can persuade them to surrender peacefully, it will save countless lives and expedite restoring order."

"Lucullus and Valerius, I order both of your units to help disarm progress and inspect the remaining Black Shadows and slavery faction soldiers in Pampoi City. Lucillius, treat the civilians in Pampoi City with our humanitarian aid. Caesarius, you coordinate with Mr. 03 and Duke Romulus to inform us about Senator Brutus and the remaining Black Shadow forces in Colobria City." Maximus ordered Caesarius, Lucullus, Valerius, and Lucillius.

The next day, after surrendering to the legionnaires, Mr. 03 and Duke Romulus discuss the upcoming event. They are aware of Emperor Aurelius's possible execution of punishment. However, they could save their soldier's life and prevent collateral damage to Pampoi City civilians.

"Mr. 03, do you think surrendering to the legionnaires is the best outcome for us?" Duke Romulus asked Mr. 03.

"This is the feasible result for us, Duke Romulus. Do you see those tanks and IFVs from the legionnaires? Those vehicles are on par with my motherland's advanced weapons and vehicles. We cannot defeat them without outdated weapons. Maybe we could negotiate with legionnaires and Emperor Aurelius." Mr. 03 responds.

Unlike Mr. 03, a citizen of a hyperpower nation, PRU, Duke Romulus certainly will be executed by Emperor Aurelius. However, he knows he cannot sacrifice his people to continue fighting against overwhelming power like Legionnaires, supported by another new hyperpower nation, United Terran. Finally, he surrenders to his fate and will accept any result from Emperor Aurelius.

While Mr. 03 and Duke Romulus discussed in the noble palace, Lucullus, Valerius, and Lucillius arrived in Pampoi City full of Panther IIs, Puma IFVs, and military trucks full of medical and food supplies. Puma IFVs then escorted IVECO trucks to the city plaza, and the legionnaires disembarked from the trucks to unload the medical and food supplies.

"Citizens of Pampoi City, we are the legionnaires, servants of the people, and elite soldiers of the Fortisregnum Empire. As the benevolence and mercy of Imperator Caesar Aurelius Lucius Agustus, we hereby give humanitarian aid through medical supplies and food." Lucillius inform the people of Pampoi City through a speaker from the commando truck.

Initially, the people of Pampoi City feared the Legionnaire's action. Previously, they were supporters of Senator Brutus and the slavery faction. After knowing Mr. 03 and Duke surrendered to the legionnaires, they feared they would be persecuted and enslaved by the legionnaires. However, unlike people's thinking, Legionnaires treat them politely and do not persecute them. Fortunately, the legionnaires were already learning about the Geneva Convention and must obey the convention values of civilians and prisoners of war.

If the civil war happened before the arrival of the United Terran, the legionnaires or the winning side could have sacked and persecuted the city and people of the losing side. Also, Senator Brutus could have successfully overthrown Emperor Aurelius. However, with the United Terran intervention, the tide of civil war favoured the legionnaires and Emperor Aurelius's side.

Some children were trying to approach the legionnaires and received food and equipment from them.

"Here is your food, boy. Ensure that you share it with your family." Flavius give the food to the boy who approaches him.

"This is your food and clothes, sweetheart. Please share it with your family." Valerius gives the food and equipment to a girl with a smile.

Looking at the children receiving the food and equipment, the people of Pampoi City also approach the legionnaires. The sight of Legionnaire vehicles and troops working alongside the city's inhabitants had become a symbol of the potential for a brighter future. Lucullus and his crews inspect Sta-80 MBTs escorted by Commander Konstantinov. Based on their characteristics, Sta-80 MBTs resemble T-72A from United Terran history. T-72 was the main battle tank of the previous hyperpower nation, the Soviet Union, during the Cold War era on Earth more than one hundred and fifty years ago.

"Commander Konstantinov, Sta-80 is an outdated MBT of PRU, right? So, based on the series number, this tank was more than sixty years old, right?" Lucullus asked Commander Konstantinov.

"You are right, Comrade Lucullus. Even though the Sta-80 is outdated, they are still a formidable tank capable of fighting Weltenkraft Reich's main battle panzer." Konstantinov proudly explains about Sta-80 MBT.

"I see. This MBT is the product of the mighty People's Republic of Uroslav, our hyperpower nation in Luminarum." Lucullus appreciated Sta-80 as the product of a hyperpower nation.

"You are right, Comrade Lucullus. I heard your empire is starting to modernize its military. Maybe your Emperor could make Sta-80 MBT to become your tanks." Konstantinov said.

"Yeah, that could be a good option. However, currently, we are enough with Panther II from the United Terran because it is more advanced fifty years than your Sta-80 MBT." Lucullus responds.

"What do you mean, Comrade Lucullus? I know your Panther II is quite advanced and modern. However, why do you say Panther II is fifty years more advanced than our Sta-80?" Konstantinov was confused by Lucullus's explanation.

"Based on United Terran history, your Sta-80 MBT resembles the T-72A main battle tank. The T-72A is a main battle tank that was built more than one hundred and fifty years ago and is based on United Terran years." Lucullus explained while showing Konstantinov the photo and specifications of the T-72A main battle tank.

Early T-72A did not have explosive reactive armor (ERA), while early Sta-80 MBT already utilizes ERA. Also, Sta-80 utilize APFSDS rounds with penetration power between 500 – 600 mm RHA and 200 – 230 mm at 60° resembling 3BM42 "Mango" while T-72A still uses 3BM15 "Vant" with penetration power between 400 – 450 RHA and 100 – 150 mm at 60° at 2 km [4-5]. In the paper, Sta-80 MBT is slightly better than early T-72A.

"What specific advancements does the Panther II have that surpass our Sta-80 performances?" Konstantinov raised an eyebrow, intrigued, and asked about the Panther II's specifications.

Lucullus took a deep breath before explaining. He knows that this is secret information. However, he still leaks some details about Panther II. When he trained in United Terran and learned about the internet and metaverse, he joined an old legendary military forum called 'War Thunder Forum', which discussed and leaked information about United Terran and the country's military weapons, vehicles, aircraft, and ships.

He even knew the specifications of United Terran previous weapons like F-42, Mig-41, Su-70, J-28, F-22, F-35, Su-57, J-20, Panther KF 51 and Leopard 2A7, which became the base of Legionnaires Panther II, and Eurofighter Typhoon, which became the base of Legionnaires ME 262M, and other outdated United Terran weapons, vehicles, aircraft, and ships. He thinks if intelligence agents of PRU, Weltenkraft Reich, and Amarilons joined that forum, they would know and study the specifications of weapons, vehicles, aircraft, and ships of United Terran.

He did not understand why UT ISIA, as the intelligence agency of United Terran, let that 'dangerous forum' exist to discuss and leak specific and vital information about the weapon of the nation. This information is a top national secret that must be classified at all costs. However, as a foreign person, he did not understand why the United Terran people were likely to discuss and leak their national top secret. If they lose the discussion, they will leak the classified vital information to back their argument.

He thinks that maybe the freedom of speech of the United Terran people will become one of the sources of the United Terran problem. Also, like his previous thinking, if other foreign agents could have accessed a 'dangerous forum' that discussed and leaked national top secrets, it would have caused devastating damage to the United Terran government and military.

Then, Lucullus only tells general information about Panther II MBT specifications.

"The Panther II MBT, developed by the United Terran, incorporates state-of-the-art technology. It features a 130 mm smoothbore L/52 cannon, with significantly greater penetration capabilities than the 125 mm cannon on the Sta-80. The Sta-80, while older, is easier to maintain due to its simpler design. Unfortunately, because in Fortisregnum Empire, we did not have spare parts and supply hubs, we suffered significant problems through supplies and logistics." Konstantinov listened intently, absorbing the information and asking about the logistics and supplies for Panther II.

"You are correct, Commander. Advanced technology often comes with increased logistical challenges. After we fought with your comrades from Weltenkraft Reich, we also suffered logistics and supply problems, especially fuel and ammunition. "Commander, despite the differences in our equipment, I believe we can learn much from each other. Collaboration and knowledge-sharing could benefit both our nations." Lucullus said.

Konstantinov's eyes lit up at the suggestion. "I agree, Comrade Lucullus. Perhaps we can arrange for joint training exercises and exchanges. Our crews could benefit from understanding the capabilities of your Panther II, and your crews might find value in our battle-hardened Sta-80s." Konstantinov response.

"That sounds like a promising plan, Commander. Let us work together to strengthen our forces and enhance our capabilities." Lucullus extended his hand.

"Agreed, Comrade. Together, we can ensure the security and prosperity of our nations." Konstantinov shook Lucullus's hand firmly.

Suddenly, Lucullus tells Konstantinov his ideas about the performance of Sta-80 and Panther II if they fight each other. As someone who knows the detailed specifications of Panther II, based on Leopard 2A7 and KF51 Panther, and Sta-80, based on the T-72A tank, he tries to persuade Konstantinov.

"Commander Konstantinov, what do you think about testing our tanks with each other? I want to know the actual capability of your Sta-80 MBTs." Lucullus asked.

"Testing our tanks? Do you mean you want to shoot each other?" Konstantinov responds.

"Yes. I want to check our cannon's capability and effect on the armor." Lucullus said.

"I see. If you want, I will order my subordinate to prepare our Sta-80." Konstantinov responds.

Konstantinov then ordered his subordinates to prepare Sta-80, while Lucullus ordered Herodotus, Commander of a Panther II unit, and his subordinates to prepare his Panther II. After several minutes, a Sta-80 and Panther II were already facing each other at 1000 meters. For the first attempt, Lucullus let Konstantinov's crew shoot the frontal armor of Panther II. Lucullus ordered Herodotus and his crews to leave Panther II for safety reasons.

"4BO27 APFSDS round is loaded, comrade commander." Konstantinov loader responds.

"Aim the lower glacis of Panther II. Ensure you aim precisely." Konstantinov ordered his gunner.

The 4BO27 APFSDS round of Sta-80 flying at high speed to Panther II. However, the 4BO27 round cannot penetrate the nano-reactive armor of Panther II. 4 is the code for PRU type of anti-tank ammunition, B stands for бронебойный (bronboyny), which means "armor-piercing" in Russian. O stands for оперённый" (operionny), which means 'fin-stabilized'. The number 27 is the series of PRU APFSDS ammunition.

The 4BO27 has penetration power of 550 – 650 mm RHA and 250 – 280 mm at 60°, slightly more advanced than the 3BM42 "Mango" of the Soviet Union. However, the hull of Panther II has an effective thickness of approximately 1,105 – 1,170 mm against kinetic energy (KE) threats and 1950 mm against chemical energy (CE) threats. So, the nano-reactive armor of Panther II can deflect the 4BO27 round. Even if the 4BO27 APFSDS rounds hit the side armor of Panter II, they cannot penetrate the armor because 650 – 780 mm for side armor. The 4BO27 only can destroy Panther II when it hits the rear armor of Panther II because it is only 390 – 455 mm for rear armor.

However, Panther II has an advanced active protection system (APS) mechanism to counter every threat possible to destroy the Panther II. So, before any projectile or missiles hit Panther II, APS will launch explosive materials to destroy the incoming threat. After Lucien rose to the throne of Fortisregnum Empire, the United Terran will upgrade the APS mechanism for Fortisregnum Empire's next MBT program with energy weapons like lasers and jamming guided weapons like guided anti-tank missiles and drones.

The resounding impact of the 4BO27 APFSDS round striking the Panther II MBT echoed through the field, but it was clear that the Panther II's advanced armor was unscathed. The Sta-80 crew, including Commander Konstantinov, watched in anticipation, hoping for a sign of damage, but the Panther II stood firm, displaying the superiority of its nano-reactive armor.

Lucullus observed the situation with a mixture of satisfaction and understanding. The Panther II had proven its mettle, but he knew this was only part of the exercise.

"Impressive, Commander Konstantinov. Your Sta-80's firepower is formidable, but as you can see, our Panther II is designed to withstand such impacts," Lucullus remarked, acknowledging the effort while highlighting the Panther II's resilience.

"Indeed, Comrade Lucullus. The Panther II's armor is remarkable. It seems we have much to learn from your advancements. Now, shall we test the Sta-80's armor?" Konstantinov nodded, appreciating the display of advanced technology.

"Certainly," Lucullus agreed. He signaled to Herodotus and his crew to prepare the Panther II for firing.

"Commander Konstantinov, I suggest we test the frontal armor of your Sta-80 first. Our 130 mm smoothbore cannon has advanced APFSDS rounds designed to penetrate heavy armor." Lucullus said

"Let us proceed, Comrade Lucullus. My crew will be ready." Konstantinov, confident in the Sta-80's capabilities, agreed.

Herodotus and his crew loaded the Panther II's cannon with a top-of-the-line APFSDS round designed for maximum penetration. The crew took their positions, aiming carefully at the Sta-80 MBT positioned at 1000 meters.

"Commander Konstantinov, I recommend your crew maintain a safe distance," Lucullus advised.

Konstantinov complied, ordering his crew to step back and secure the area. "We are ready, Comrade Lucullus."

With the preparations complete, Lucullus gave the command. "Fire!"

The Panther II's 130 mm cannon roared, sending the APFSDS round hurtling toward the Sta-80. The projectile struck the frontal armor of the Sta-80 with tremendous force. The explosion and impact were significant, and a cloud of dust and debris momentarily obscured the view.

As the dust settled, the results were evident. The Sta-80's armor had been breached. The advanced APFSDS round from the Panther II had successfully penetrated the Sta-80's ERA and underlying composite armor, showcasing the Panther II's superior firepower.

Konstantinov examined the damage with a mix of respect and concern. "The Sta-80's armor held up well, but it could not withstand the full might of your Panther II. Your advancements in armament and penetration capabilities are impressive, Comrade Lucullus."

"Your Sta-80 is indeed a strong tank, but our advancements from United Terran reflect the ongoing evolution of tank warfare. Both our nations have much to request and learn from United Terran to achieve a better understanding of science and technology." Lucullus said that Panther II and its advanced weapons are from United Terran.

"I agree. United Terran technology is advanced, but our Sta-80 is reliable and effective. If we achieve tripartite collaboration with United Terran, collaboration and knowledge exchange will benefit our militaries," Konstantinov responded.

After seeing the true power of United Terran technology, Konstantinov hopes his motherland could collaborate with the United Terran. He thinks that with the same characteristics of a science and technology nation, PRU and United Terran could become strong allies.

"Then let us continue this partnership, Commander. Together, we can enhance our capabilities and ensure the strength and security of our nations." Lucullus extended his hand once again.

"Agreed, Comrade Lucullus. This exercise has been enlightening. I look forward to our continued cooperation." Konstantinov firmly held Lucullus's hand.

"I hope you and your comrade in Black Shadow will not initiate other civil wars and problems in other countries." Lucullus reminds Constantinov.

"This assault rifle resembles the United Terran AK-74 assault rifle. However, the AK-74 utilizes 5.45 x 39 mm, not 5.45 x 49 mm. Also, the muzzle velocity is 900 m/s, and the effective range is 500 meters. I assume your AS-74 is slightly better than the United Terran AK-74 assault rifle. However, as far as I know, the AK-74 was a weapon nearly one hundred and fifty years ago in the United Terran timeline." Valerius said about the comparison of AK-74 and AS-74 assault rifles.

"What? One hundred and fifty years ago? Until today, we still utilize limited AS-74 even though this assault rifle is already obsolete in our military." Mr. 06 was surprised to hear about United Terran's advancement in weapon technology.

"May I use this assault rifle to test it?" Valerius asked Mr. 06.

"Go ahead, Comrade Valerius." Mr. 06 responds.

Then, Valerius tested and fired an AS-74 assault rifle. First, he tried using a semi-automatic mode to feel the recoil and accuracy of the AS-74. After several fires, he used full automatic mode until the ammo in the magazine was empty. Because he already learned about the AK series during training in United Terran, he is not quite surprised by AS-74 rifles. However, he could feel a slight difference while firing AK-74M in United Terran and AS-74 rifles. The slight caliber difference between AK-74M and AS-74 gives AS-74 more recoil than AK-74M but more power, accuracy and effective range.

"How about this assault rifle, Mr. 06? Your unit utilizes this when you come to our main camp." Valerius asked about the AS-102 assault rifle.

"This weapon is the AS-102 assault rifle, a more modern version of the AS-74 assault rifle. It can utilize two types of calibers: 5.45 x 49 mm and 7.62 x 49 mm. However, we only utilize 5.45 x 49 mm types during this mission because we can use ammo from AS-74. AS-102 has a more compact design, a shorter barrel, and is lighter than AS-74. Even though more compact, AS-102 with 5.45 x 49 mm have similar capabilities to AS-74." Mr. 06 explained about AS-102 assault rifles.

"Based on its name, the AS-102 resembles the AK-102 assault rifle. However, the AK-102 utilizes 5.56 x 45 mm NATO, while the AS-102 utilizes 5.45 x 49 mm. How can you change the calibre from 5.45 x 49 mm to 7.62 x 49 mm? Are you changing the barrel and receivers?" Valerius asked Mr. 06.

Moreover, we have already replaced the AS-102 with a more modern assault rifle as our standard infantry weapon. Maybe you could import our best weapons like you do with United Terran weapons." Mr. 06 responded and smiled with pride.

"I do not know. The best option for us is as long as modern weapons are capable and we can produce them." Valerius responds.

"Yes, Praefectus. I will inspect and test the weapon." Flavius responds.

Flavius approached the SVK sniper rifle, taking it from Mr. 06's hands with practiced ease. He examined it closely, running his fingers along the barrel and checking the scope's alignment.

"Thank you, Mr. 06," Flavius said, acknowledging the detailed information about the SVK.

Flavius set up a target at a considerable distance and positioned himself prone on the ground, aiming the SVK sniper rifle. He took a deep breath, steadied himself, and squeezed the trigger. The shot rang out, echoing through the air. The bullet hit the target with precise accuracy, confirming Mr. 06's claims about the weapon's capabilities.

"This sniper rifle is indeed accurate. The gas-operated and rotating bolt mechanism is good, and the recoil is manageable. This weapon is on par with our Gewehr 43M. Based on the form and size, this weapon resembles the United Terran SV Dragunov sniper rifle." Flavius commented, clearly impressed.

"Yes, this weapon resembles an SV Dragunov sniper rifle. Valerius nodded, satisfied with Flavius' assessment.

The silenced shot was barely audible, and the bullet struck the target dead center. Flavius quickly fired several more shots, each hitting its mark precisely.

"This sniper rifle is remarkable. The semi-automatic action allows for rapid fire without sacrificing accuracy. The silencer works perfectly, making it an excellent choice for stealth missions. This weapon surpasses the SVK and may rival our current advanced sniper rifle from United Terran, AXMC. However, unlike SVS, our AXMC is a bolt-action sniper rifle with a higher caliber (.338 Lapua Magnum)." Flavius commented, clearly impressed and explained a bit about the AXMC sniper rifle.

"Comrade Flavius, may I ask a question? We fought with United Terran operatives when we advanced to the Noplos City. They utilize sniper rifles resembling this weapon. Are United Terran soldiers already helping you to do counterintelligence against us?" Mr. 06 asked Flavius.

"No, there are no United Terran soldiers who fight with Black Shadow and your soldiers. Maybe the unit fighting you was our brothers and sisters who United Terran trained like us. Honestly, I am quite jealous of them. They have more advanced weapons than us." Flavius responds while honestly leaking about UT ISIA native agents.

"So, we are not fighting against the United Terran, but against Fortisregnum Empire people who were trained by the United Terran? That is impossible." Mr. 06 was shocked after hearing Flavius's explanation.

"Look, one year ago, I was only capable of raising a sword and shooting arrows with a bow. Now, I can use modern weapons, like assault rifles and sniper rifles," Flavius said.

Mr. 06 is then silent. Flavius is right. After the United Terrans helped and modernised the Fortisregnum Empire, the legionnaires could utilize modern weapons like assault rifles, sniper rifles, main battle tanks, and aircraft.

Valerius, who watched Mr. 06 and Flavius discuss the next weapons of Black Shadow, intervened and tried to change the topic.

"All right, guys. That is enough. Flavius, our battle with Mr. 06 unit is over; now focus on the inspection." Valerius ordered Flavius.

"No problem, comrade Flavius." Mr. 06 responds.

Next, Valerius picked up the RPS machine gun. "And this, I assume, is your squad support weapon?"

"Correct, Comrade Valerius. The RPS is our primary light machine gun, chambered in 7.62 x 54 mm, the same as the SVK. It provides our squads with sustained fire capability, with a rate of fire around 650 rounds per minute. Its reliability and firepower make it a cornerstone in our infantry tactics." Mr. 06 replied.

Valerius hefted the RPS, feeling its weight and balance.

"It has a robust design suitable for suppressive fire. Your military seems to have covered all bases with these weapons."

Duke Romulus only silences. He knows the meaning of Maximus's response. Now, his life and all the people of Pampoi City are at Maximus's mercy.

Maximus stepped forward, maintaining his stern demeanor. He glanced around the room, noting the tension etched on the faces of Mr. 03 and Duke Romulus. The atmosphere was heavy with the weight of the impending decision.

"Let us get to the matter at hand. We are here to finalize the terms of your surrender. On behalf of Emperor Aurelius, have agreed upon specific conditions that must be met." Maximus orders, his voice steady.

Mr. 03 and Duke Romulus exchanged glances before nodding in agreement. "We understand, Legatus Maximus. Please, proceed," Mr. 03 said.

He paused, allowing the gravity of his words to sink in. "Secondly, the leaders of the Black Shadow and the slavery faction, including Duke Romulus, will be taken into custody. You will be transported to the capital to stand trial before Emperor Aurelius. Your fate will be determined by the court, with no guarantee of leniency."

The legionnaires established a stable presence in Pampoi City. They repaired damaged infrastructure, restored essential services, and worked closely with the local population to rebuild trust. The city's inhabitants, once supporters of Senator Brutus and the slavery faction, began to see the benefits of cooperation with the Fortisregnum Empire.

Meanwhile, Caesarius drafted a message to Senator Brutus and the remaining Black Shadow leaders in Colobria City. "Yes, Sir. I will send it to our comrade. Tomorrow, Senator Brutus and the leader of Black Shadow will receive this." Agent V responds.

"Good. I hope they are wise enough to surrender peacefully without unnecessary bloodshed." Caesarius sent while ordering Agent V and his teams to be dismissed.

Agent V then ordered his subordinate to bring the letter from Caesarius with a small carrier drone. To ensure the drones' safety, they activated stealth during operation.

As the carrier drone stealthily made its way toward Colobria City, the atmosphere in Pampoi City shifted positively. Though still cautious, the residents were slowly embracing the changes brought by the Fortisregnum Empire. Children played in the streets without fear, and markets began to reopen, showcasing a semblance of normalcy that had been absent for so long.

Lucullus stood on a platform in the city's central square, addressing a gathering of citizens. "People of Pampoi, your courage and resilience have been remarkable. Together, we are rebuilding this city stronger than ever before. We promise to stand by you, ensuring a future of peace and prosperity."
