One month after the United Terran delegation meeting with the Emperor and head of the counselor, the first target of construction was the construction of a new modernized Aeterna Port, capable of docking cargo ships, cruise ships, and even military ships such as Nexus-class Advanced Super Nuclear Carrier. Department of Public Work and Transport (DPWT) and the International Consortium of Civil Construction (ICCC) give 1 to 2 years for Engineering, Procurement, and Construction (EPC) for the new modernized Aeterna Port. The United Terran leaders approved using the 22nd-century advanced construction robot and advanced heavy construction equipment to build the new modernized Aeterna Port. The United Terran architects and engineers designed the new modernized Aeterna Port based on the 21st-century port of Rome, Italy. The new port will be located outside the Aeterna City Wall, so the construction will be sterile for the civilians and military from the Fortisregnum Empire. Because of the use of 22nd-century technology, the construction site of the new Aeterna Port became a prohibited area. The United Terran ambassador for the Fortisregnum Empire asked Emperor Aurelius to release an imperial decree for prohibited areas around the construction site of the newly modernized Aeterna Port.

The spec ops unit from the United Terran International Special Force (UT ISF) and the United Terran International Secret Intelligence Agency (UT ISIA) will be authorized to protect and secure the area around the construction site. Spec ops units are deployed to monitor and guard the perimeter, preventing unauthorized access and ensuring the safety of construction personnel. The UT ISIA conducts counterintelligence missions to detect and neutralize any foreign operatives or spies attempting to infiltrate the construction project. Advanced surveillance techniques, cyber monitoring, and on-the-ground intelligence efforts safeguard the project's integrity.

During construction, the advanced total stealth system device is constructed and installed at the construction site to protect the construction from superpower and hyperpower nations' surveillance through satellite. The total stealth system operates on cutting-edge principles, rendering the construction site virtually invisible to external monitoring. The United Terran leaders collaborated closely with authorities from the Fortisregnum Empire to ensure a unified approach to security and intelligence. Diplomatic channels are maintained to address any concerns and facilitate cooperation in protecting this strategic infrastructure project.

Simultaneously with the new modernized Aeterna Port, ICCC's other target is constructing the advanced public road capable of standing to advanced modern military vehicles and artillery, such as 75 tonnes of IFV and 65 tonnes of United Terran main battle tank (MBT). The project plan is to connect the old Aeterna Port, the new Aeterna Port, the potential site for Aeterna Modern Airport, and the potential site of the Aeterna train station. Because the public road construction is an open public project, the ICCC used advanced autonomous 21st-century heavy equipment. After the imperial decree and authorization from the United Terran leaders, the construction of the new modernized Aeterna Port and public road across Aeterna started.

United Terran engineers and architects collaborate with ICCC to plan and design the advanced public road system. The route is strategically chosen to connect critical locations, including the old Aeterna Port, the new Aeterna Port, the potential Aeterna Modern Airport site, and the potential Aeterna train station site. The design ensures that the road can withstand the weight and demands of advanced modern military vehicles and artillery. The primary objective is to create a robust, technologically advanced road network that enhances connectivity between vital points in Aeterna City. This includes facilitating the movement of heavy military vehicles and providing efficient transportation for both civilian and military purposes.

The ICCC employs advanced autonomous 21st-century heavy equipment for construction. These machines have artificial intelligence and autonomous navigation systems, enabling precise and efficient construction without human intervention. This choice aims to optimize construction speed and accuracy. However, humans still need to control, monitor, and review the construction result based on the plan design. The public road project incorporates innovative infrastructure elements, including sensors, communication systems, and automated traffic management. These features enhance road safety, monitor vehicle movements, and allow future integration with autonomous and connected vehicles.

High-strength and durable materials are selected to ensure the road can withstand the weight and impact of heavy military vehicles. The construction materials are chosen based on their resilience to environmental factors and ability to provide a long-lasting, low-maintenance road surface. For strategic areas, such as royal residences, military ports, airports, and train stations, United Terran engineers and architects mixed the material with advanced nanomaterials to improve the quality of the public roads. The advanced nanomaterials have self-healing capabilities that can repair damaged public roads. Even though they have self-healing capabilities, the mixed advanced nanomaterial must still be replaced and maintained for several years because of their shelf life. Because only United Terran and ICCC have this technology, Emperor Aurelius gave ICCC an exclusive project right to maintain the quality of public roads across the Fortisregnum Empire.

Given the strategic importance of the road network, security measures are implemented to safeguard against potential threats. Surveillance systems and patrols are employed to protect the construction site, ensuring the project's integrity. The Fortisregnum Empire elite legions and United Terran International Police have been authorized to protect and secure the public road construction. UT ISIA also sends its operatives and agents for counterintelligence missions to secure and capture foreign nations' operatives and spies.

While the road construction is part of a larger defense infrastructure plan, public engagement initiatives are undertaken to inform and involve the local community. Public forums, information sessions, and feedback mechanisms are established to address concerns and garner support for the project. The people of Aeterna City are cheered for this public road project. They give the United Terran workers local food when resting and invite them to every festival in Aeterna City during construction. Some United Terran single male workers fell in love with the Aeterna City girls and vice versa. Even some nobles and royal ladies fell in love with the United Terran construction workers, soldiers, international police, and official members dispatched to the construction of the Novus Ordo Project in the Fortisregnum Empire. The Fortisregnum Empire nobles and vassal princes also proposed some female official members from the United Terran. In the future, many United Terran people will become royals and nobles in the Fortisregnum Empire through the marriage process and bestowal by the Emperor. This action will deepen the relationship between the United Terran and the Fortisregnum Empire, and the Fortisregnum Empire will become United Terran's trusted ally in this new world.

Environmental impact assessments are conducted to minimize the ecological footprint of the road construction. The United Terran engineers and environmentalists design public roads based on sustainable practices, such as minimizing disruption to local ecosystems and implementing eco-friendly construction methods, which are prioritized. If the public road construction needs to cut down and clear the forest before public road construction, reforestation and replanting of trees during and after the project will be done to keep the environment of the Fortisregnum Empire.

The road construction project is closely coordinated with constructing the new modernized Aeterna Port and potential projects like the Aeterna Modern Airport and train station. This ensures seamless connectivity and integration of transportation infrastructure within Aeterna City. The modern airport and train station construction outside the Aeterna City wall will start after the road is constructed from the old Aeterna Port to the airport and train station. Rigorous quality assurance processes are implemented throughout construction. Advanced testing methods are employed to evaluate the road's structural integrity and load-bearing capacity, ensuring it meets the required standards.

Royal Room, Aeterna City, 10 October 2140, 10:00 am

Some engineers and architects suggest that the Fortisregnum Empire and the United Terran leader tear down the Aeterna City walls for better space to facilitate construction. After the teardown of the city walls, engineers and architects will construct a military base to defend the Aeterna City from external threats and invasion. This suggestion is opposed by the United Terran Department of History and Culture (DHC), especially by archeologists and historians. UT DHC suggests expanding the area outside the Aeterna City Wall to preserve the historical site of the Fortisregnum Empire in Aeterna City. There was a discussion between the engineers and architects from ICCC, the United Terran leaderboard, and Emperor Aurelius about the construction of the facilities in Aeterna City.

"Your Majesty, on behalf of ICCC, I suggest tearing down some of Aeterna City Walls to construct facilities in Aeterna City. If this suggestion is rejected, I suggest expanding the Aeterna City outside the current Aeterna City. However, this action will cost more and require vast land around Aeterna City." Sima Zhi Ming, the head of ICCC, suggests two options: teardown of Aeterna City walls or expanding Aeterna City outside the city walls.

"Your Majesty, on behalf of the Department of History and Culture, I suggest we expand the public facilities outside the city walls. The city walls of Aeterna City are a historical and cultural heritage of the Fortisregnum Empire. If we tear down the city wall, Aeterna City will lose its historical and cultural building." Oda Haruki, the Head of UT DHC, suggests expanding the facilities outside the city walls.

"Thank you for your suggestion, gentlemen. I do not care about tearing down Aeterna City walls if we could construct public facilities to support my people. However, Mr. Oda's suggestion makes sense. Aeterna City walls are a heritage from my ancestors, who built them centuries ago to defend Aeterna City. If we must expand outside Aeterna City, I will give United Terran and ICCC authority to develop and construct the public facilities. If the United Terran government and ICCC agree, I will declare an imperial decree for the Aeterna City expansion project. However, for the construction cost, I hope the United Terran government and ICCC will suggest a solution for this project." Emperor Aurelius agreed to expand the Aeterna City outside the city walls, but he needed a solution for the construction cost.

"Your Majesty, our leader, Secretary General Hugo Van Dijk, wants to join this conversation. Could you permit him?" Haruki asks Emperor Aurelius to permit Hugo to join the meeting.

"Of course, Secretary General Hugo could join our meeting. Has he already arrived in Aeterna City? Why do I not know the information about his arrival?" Emperor Aurelius was confused because he did not know the information about the arrival of the United Terran's main leader.

"Oh, he is still in Geneva, Your Majesty. However, he will join through distance communication. I hope Your Majesty can keep this information because only you have permission to know about the long-range communication technology of United Terran." Haruki says that Hugo will join the meeting through a 3D Holographic Call and wants Emperor Aurelius to keep this secret.

"From your nation? Is it like a long-range magic communication? I swear to the Gods and myself that I will keep it as my secret." Emperor Aurelius swears that he will take it as a secret

Suddenly, a 3D holographic of Hugo appears in front of Emperor Aurelius.

"Good Day, Imperator Caesar Aurelius Lucius Agustus. May God bless you and the Fortisregnum Empire. My name is Hugo Van Dijk, Secretary General of the United Terran. You can call me Hugo. I am sorry I can not meet you personally in the Aeterna City. Let me join this meeting through a holographic call." Hugo introduced himself to Emperor Aurelius.

"Good Day, Secretary General Hugo. May Gods bless you and United Terran. May I ask a question? Why is the leader of United Terran called Secretary General? Your position is equal to the Emperor, president, or supreme leader based on your power and authority. We have an international organization with a leadership position and a Secretary General similar to yours. Our international organization's name is the Council of World Leaders (CWL). The CWL consists of all world leaders from all nations. The Secretary General of the Council of World Leaders is always from the United States of Amarilon because they are the most powerful nation in this world." Emperor Aurelius explained a similar international organization to the United Terran.

"Thank you for your question, Your Majesty. Let me explain about it. After World War III on Earth, United Terran was established to prevent the next destructive war and internal strife around the Earth. Like a previous United Nations (UN) similar to CWL, the United Terran leader is a Secretary General elected by the representatives of nations on Earth. The UN Secretary-General did not have power and authority, so the hyperpower and superpower nations could control the UN based on their national interest. The powerlessness of the Secretary General of the UN could not prevent several wars that escalated to World War III, devastating most of the nations on Earth. However, after the war, all nation leaders learned from the UN that the Secretary-General did not have the power and authority to maintain the world. All nations' leaders agreed to establish the United Terran, and the Secretary-General of the United Terran was a powerful authority to prevent and resolve global conflicts. Because the Secretary General of the United Terran is more powerful than the United Nations, the election differs from the UN. We create a hybrid political system in the United Terran that mixes the Democratic and Meritrocratic systems to Join as United Terran official members. The candidates for the Secretary General of United Terran are the best of the best of United Terran official members based on achievement, intelligence, integrity, and public support. The people of United Terran will elect the candidates based on their achievements, vision, mission, and the program realized after being elected Secretary General. To control and prevent the secretary-general from being corrupt and callous, all the leaders of nations who are members of the United Terran become the council that watches and controls the policies of the Secretary-General and leaderboard of the UT. The Secretary-General will be elected every five years and have two periods, so the maximum authority of the United Terran Secretary-General is ten years." Hugo explains the difference between the Secretary General of UT and the UN.

Emperor Aurelius is shocked that Hugo has more authority and power than himself. Hugo's description implicitly tells Emperor Aurelius that Hugo is the best leader in the United Terran based on his achievement, merit, intelligence, integrity, and public support. Hugo is the leader of a hyperpower nation with long-range communication that is more advanced than the United States of Amarilon (USA) Magic Video Call and Scientific Communication Video Call of People Republic of Uroslavia (PRU). The video call of USA and PRU only showed their half-body, but the holographic call of United Terran showed Hugo's whole body. It could make Hugo shake hands with Emperor Aurelius, which is like real shaking hands. Hugo is humble even though he is the leader of a hyperpower nation, similar to the president of the USA.

"Ah, back to the topic. Your Majesty. I would prefer we expand the facilities around Aeterna City outside the city walls. We could construct universities, schools, hospitals, and public facilities outside the city walls. We need your permission to use the vacant land outside the city walls. If someone owns that vacant land, we will provide compensation based on the price of land in the Fortisregnum Empire." Hugo explains that he prefers the second option to expand the Aeterna City outside the city walls and will provide compensation.

"Do not worry, Secretary General. If the nobles own the vacant land, I will compensate them with gold. However, if regular people owned the land, we could take it with imperial decree." Emperor Aurelius says the nobles will be compensated, and the regular people's empire will take it.

"Huh, what do you mean by taking it through imperial decree, Emperor Aurelius? Why do you want to take your people's properties callously? If you want to take the people's properties callously, I will not hesitate to cancel all construction projects in the Fortisregnum Empire. I still have one option: liberate your people and integrate them into the United Terran." Suddenly, Hugo stares intently at Emperor Aurelius. His "Demon Emperor Aura" trait was activated unintentionally to threaten Emperor Aurelius.

After the Mansa insurgent event, Hugo unlocked the hidden Demon Emperor aura trait in his heart. However, this trait is only active if some unjust events occur, and Hugo is still unaware of this trait. He only knows that he will piss off by every injustice action, especially someone who bully the powerless people. This trait is like two sides of the coin, one as the demon emperor and the other as a hero. For the United Terran people and enslaved people, Hugo is a Hero who protects and liberates them. However, his enemies and the nation's leader in the new world look at him as a demon emperor. He will not hesitate to destroy and totally annihilate the enemies of the United Terran with United Terran superweapons.

Suddenly, everyone in the royal room trembled and felt fear of Hugo; even the United Terran official members felt the same. However, Emperor Aurelius, the main target of Hugo's threat, trembles and feels extreme fear. He thought that if a hyperpower nation like the United Terran invaded the Fortisregnum Empire, destruction would happen, and the Hugo orders would topple him. Emperor Aurelius tried to remain calm under Hugo's pressure.

"Rest assured, Secretary General. I.. I will not callously take the people's land. I swear, with the name of gods and myself, I will not callously threaten my people." Emperor Aurelius swore that he would not threaten his people.

"Good for you. I do not want to interfere with the Fortisregnum Empire's internal policies. However, I want you to amend and declare the abolition of slavery law. The faster you abolish the slavery law, the more we will support your policies and construction projects in the Fortisregnum Empire." Hugo asked Emperor Aurelius about the abolition of slavery laws.

"Rest assured, Sir. I will abolish the slavery law and publish it as fast as I can." Emperor Aurelius assured Hugo that he would abolish the slavery law as quickly as possible.

"Good. I will be awaiting your good news, Your Majesty. Zhi Ming, what is the current progress and planning for constructing the Fortisregnum Empire? I hope you can also explain to Emperor Aurelius and me." Hugo asked Zhi Ming about the progress of the construction project.

"Secretary General and Your Majesty, let me explain the construction project's progress. We have already successfully dismantled and rebuilt the public road from the old Aeterna Port with concrete mixed with nanomaterial. We have already concretely covered all public roads in the inner wall of Aeterna City. However, we can not freely expand the public roads outside the city walls. Aeterna City only has two gates, which are the main roads, so we can not connect the concrete roads in the inner wall to the outside roads. Also, we can not construct more facilities because Aeterna City is already crowded with the public building of the Fortisregnum Empire. Some of our engineers suggested tearing down the city walls for more free space for building the facilities, but the DHC opposed it. So we suggest the alternative of expanding the facilities outside the city walls, even if we only have two main concrete roads in the inner wall. For the construction project plan, we will construct these facilities:

1) Modern Hospital of Aeterna City and Integrated with Advanced Medical Universities.

We built the advanced modern hospital based on the 21st-century hospital in Rome, Italy. This hospital will be integrated with the Advanced Medical University of Aeterna. We will use our cutting-edge technology to reduce the construction time. We proposed a 2.5 to 3-year construction timeline to construct the hospital and five years to integrate with the medical university.

2) Advanced Modern School of Aeterna

We will build an advanced modern school with a curriculum of advanced 21st-century education programs. It will cover kindergarten to high school. Based on our calculation, the construction time will be 2 – 2.5 years.

3) Advanced Modern University and Institute of Technology of Fortisregnum

We will build a university and an institute of technology with advanced research laboratories and an advanced 21st-century education program curriculum. For each university and institute, we target to finish it in 3 – 4 years.

4) Advanced Modern Airport of Aeterna

We will build two modern airports, civil and military airports. The civil airport is capable of providing the advanced 21st-century civil transport jet. We also extend the capabilities of civil airports to provide the landing way for our bombers in case of emergency and war situations. The military airport is capable of providing advanced bomber jets and fighter jets. We also constructed a radar to cover airspace around Aeterna and some of the Fortisregnum Empire area within a radius of 500 km. The construction of the modern airport of Aeterna will start after the public road is connected to the airport location site. For each airport, we target to finish in 3 – 4 years.

5) Advanced Modern Train Station of Aeterna

We will build the Aeterna train station outside of the city wall. The train station will be built to serve three purposes: public transport, industrial transport, and military transport. We will build three stations in one complex to accommodate the transportation. In the case of an emergency, all of the stations can be used for military transportation purposes. Based on our calculations, we aim to finish the train station complexes in 3-4 years. However, we assume we need ten years to finish the construction of the rail and train station across the Fortisregnum Empire.

6) Modern Waste-Water Treatment

We will build a modern waste-water treatment plant outside Aeterna City. We also constructed the sewer systems underground in Aeterna City. However, we need to discuss with the Fortisregnum Empire Authority to accommodate and coordinate with the citizens of Aeterna City. We only need 3 – 4 years to construct modern wastewater treatment plants. However, the entirely operated plant connected with the underground sewers around Aeterna City will need 5 – 6 years. During the construction of underground sewers, I suggest using the waste-water truck to deliver wastewater from the public and households of Aeterna City. We could maximize and modernize the current wastewater treatment of the Fortisregnum Empire.

This facility is the priority of our construction project. We need 6 – 7 years to construct and operate the modern facilities in Aeterna City. This conclusion summarized the progress report of the construction projects." Zhi Ming reports the progress report and the construction planning of public facilities in the Fortisregnum Empire.

We will also collaborate with the International Consortium of Military Construction (ICMC) to construct military defense in Aeterna City. They suggest installing advanced radars, telecommunication devices, and surface-to-air Air Missile (SAM) systems.

We understand the critical importance of military defense in safeguarding Aeterna City and the broader Fortisregnum Empire. Collaborating with the International Consortium of Military Construction (ICMC) presents a strategic opportunity to enhance our defensive capabilities. Here's how we plan to proceed with their recommendations:

1) Advanced Radars: Advanced radar systems will be installed strategically around Aeterna City and its outskirts. These radars will provide comprehensive airspace coverage, enabling early detection and tracking of potential threats, whether aerial or ballistic in nature. The radar network will be integrated into a centralized command and control system to ensure real-time monitoring and response coordination.

2) Telecommunication Devices: Communication infrastructure forms the backbone of effective military defense operations. We will deploy state-of-the-art telecommunication devices to facilitate seamless communication among military units, emergency responders, and government agencies. These devices will include encrypted communication channels to safeguard sensitive information and ensure operational security.

3) Surface-to-Air Missile (SAM) Systems: SAM systems represent a crucial layer of defense against airborne threats, including enemy wyverns, dragons, aircraft, and missiles. We will collaborate with the ICMC to deploy advanced SAM systems equipped with cutting-edge targeting and interception capabilities of 21st-century technologies. These systems will be strategically positioned to provide overlapping coverage and protect key assets and population centers within Aeterna City.

4) Integrated Defense Network: To maximize the effectiveness of our military defense infrastructure, we will establish an integrated defense network that combines radar coverage, telecommunication capabilities, and SAM systems into a cohesive and responsive framework. "Welcome, Sir Luigi and Sir Ghost. What can I do for you?" Publius politely greets Luigi and Ghost.

"You know what is the meaning we come to this damned places, Publius. Do not waste my time." Luigi responds to Publius with an angry expression.

"Haha. Relax, Sir Luigi. Oh yeah, on behalf of the slave trader, I give my deep thanks and appreciation to the United Terran government for the construction in Aeterna City." Publius gives his gratitude to Luigi because of the construction project process.

"Huh, I do not need your thanks. Can you show me the slaves you have now? I do not have much time." Luigi orders Publius to show his slave collections.

"This way, gentlemen. They are the best of my collection. If you buy all of them, I will give you a discount of 10%." Publius says Luigi will give a 10% discount if he buys all the enslaved people.

"Huh, I do not need your discount. Release all of these free people and coordinate with Maximus at the legion office to protect these people. Ah, I want to know where you got this slave. Why in this batch a lot of girls and children? Do you kidnap free people to enslave them?" Luigi asks Publius and stares at him.

Luigi puts out his plasma pistol, releases the safety, and shoots a wall far behind Publius, and then the explosion and heat obliterate all walls. Publius is trembled, and he feels extreme fear. He nearly lost his conscience because of the explosion and the shock. However, because Luigi grabs his clothes, he is still conscious. Because of the explosion and shock, many people ran from where the incident occurred. The legion and police of the Fortisregnum Empire arrived at the explosion area. They saw Luigi grab Publius, so they came to ask Luigi about the condition that had already happened. Ghost is ready to release the safety of his assault plasma rifle to protect Luigi from the potential threat. Then Luigi releases Publius and tells Ghost to hold his position.

"What happened, Sir Luigi? Are you okay?" Maximus and his elite legion team ask about Luigi's condition.

"No problem, Maximus. Suddenly, my weapon malfunctioned and exploded. You can ask Publius and Ghost." Luigi tells Maximus that his weapons malfunction and explode.

Because Luigi is Maximus's benefactor and he trusts Luigi, he does not ask more questions. Maximus feels about something he can not ask and is still silent. It is not wise to disturb the hyperpower nation ambassador.

How can this backward nation suddenly construct modern roads similar to ours?" Porsche responds and tells him that there was significant progress in the Fortisregnum Empire.
