Mr. 03, Mr. 06 and Duke Romulus are ready to leave Noplos City. They know they cannot hold the city if the legionnaires attack them. All their attack on the Aeterna and Cosorto Region failed, with only a few Black Shadow and Duke Romulus soldiers left. They also lost contact with Mr. 08 and Captain Petrenko, the elite officer of Tyomnyy Rytsar's special unit. Because they cannot contact each other for more than two days, they assume the enemy already captured Mr. 08 and Captain Petrenko.

Mr. 06 and the remaining Tyomnyy Rytsar's special unit help the slavery faction soldiers and Duke Romulus's private soldiers to prepare for evacuation to Pampoi City. If they stay, they will fight a powerful and modern enemy. If they evacuate and regroup in Pampoi City, they still have a chance to defeat the legionnaires with their MBTs and jet fighters.

Mr. 03 ordered both Mr. 06 Tyomnyy Rytsar's special unit and Duke Romulus's slavery faction soldiers to finish the preparation and start the evacuation tonight. They will evacuate and return to Pampoi City to utilize the forest and hill area to evade enemy detection.

Fortunately for them, because of the agreement not to intervene between the legionnaires and UT ISIA, the native agents did not conduct raid, destroy, and capture missions before the battle. They were only permitted to hunt, kill, and capture the remaining soldiers of Black Shadow and the slavery army faction after their loss in the legionnaire's hands.

However, several Duke Romulus soldiers pledge to stay in the Noplos City to give running time for Duke Romulus and the Black Shadow. Commander Pompius, who has already healed thanks to the healing magic, pledges to stay and fight the impossible battle against the advancing legionnaires. Pompius and Zephnyr, his wyvern, alongside the survivor of massacred by Litorius air unit, will lead the Duke Romulus soldiers in Noplos City.

"Your Excellency, you and Mr. 03 must retreat to Pampoi City. We will defend this place and buy some time to give you a chance to escape from the enemy." Commander Pompius said to Duke Romulus.

"No, you must go with us. If you stay here, you will not stand a chance to fight against the legionnaires with modern and advanced weapons. Even special soldiers from the Black Shadow cannot defeat the enemy." Duke Romulus responds to Pompius.

"We know about that and are ready to fight them till death, Your Excellency. We only want you to survive and care for our family in Pampoi City. We know that Black Shadow also have modern weapons in Pampoi City and could fight enemy modern weapons." Pompius want Duke Romulus to return and care for their family.

"No, Pompius. You will not stand a chance if you fight the legionnaires here. Come with us, and we will regroup with our modern armored unit in Pampoi City. We still have a chance if we regroup and counterattack the enemy with our modern weapons." Mr. 03 said to Pompius.

"Thank you, Mr. 03. We only hope you and Your Excellency can retreat to Pampoi City. We will make a last stand outside the city and buy time for you to retreat." Pompius answered with a smile.

Pompius knows this will be his last chance to meet with Duke Romulus. What makes him and the other soldiers sad is that they cannot meet their family in Pampoi City. Even though they fight as rebels against the rightful ruler, they are still humans, fathers, husbands, and brothers who have family. They do not think about themselves. They only think about their leader, Duke Romulus, and their family in Pompei City. With fortitude display, Pompius and his soldiers ask Duke Romulus to retreat and care for their family.

"Sir, after we fail to stop the enemy, they will advance to the Pampoi Region. If that happens, please ensure our family is safe. We know you are a good leader, so we pledge our lives to you. Please, save our family." Pompius pledged to Duke Romulus.

Considering his soldiers' fortitude display and final resolution, Duke Romulus accepted their request.

"All right, I will accept your request. Even if I am dead, I will ensure all of your family survive this civil war. Show them the power and willpower of the soldiers of Pampoi. Let them know all of you do not fear death. May Gods give all your strength and patience against the enemy." Duke Romulus responds.

Hearing Duke Romulus respond, Pompius only smiled, tears streaming down from his eyes. Pompius only thought about his wife and his children in Pampoi City. After hearing the answer from Duke Romulus, Pompius and all the soldiers strengthened their fortitude to fight against all odds, modern and advanced legionnaires.

Mr. 03 and Mr. 06 only look from behind at the bonding of Duke Romulus and his soldiers. They feel the same when fighting with their comrades during the Uroslavian–Kieslavian Special Military Operation (SMO). During the SMO, Mr. 03, a PRU Spetnaz NKGB unit commander, was ordered to capture the vital area in the Kieslav Republic. After successful operations, they could repel the Kieslavian soldiers and take control of the areas.

However, because of a lack of supplies and logistics, Mr. 03's particular unit was outnumbered by the Kieslavian army's counteroffensive. The Kieslavian army, which the Amarilon and their allies supported, could force Mr. 03 and his unit to make a last stand in the territory of the Kieslav Republic.

Aware of the odds, the subordinate of Mr. 03 pledges him to retreat to the People's Republic of Uroslav (PRU) territory and care for their family. Mr. 03 knows that if they are all dead because of the encirclement, there are no people who care for the family. So, he agrees to his subordinate request, and they help him break through the encirclement. Unfortunately, all of Mr. 03 members fell during the breakthrough process, and he was the only survivor of his unit.

However, the NKGB leader thought Mr. 03's action was cowardly and punished him severely. He was also expelled from the NKGB Spetnaz unit because they lost the territory they gained during the initial SMO. Mr. 03 also violated Order 27, 'Not a Step Back,' allowing the Spetnaz unit to retreat without strategic and tactical reason.

Thanks to additional reinforcement and a massive number of PRU infantry and armoured divisions, they could recapture and push back the Kieslav soldiers to avenge the death of Mr. 03 comrades. Finally, the area was secured and strengthened to prevent falling to Kieslav soldiers again.

After the SMO finished with the PRU and the Kieslav Republic peace agreement to prevent greater open war with Amarilon and their allies, the PRU annexed some areas of the Kieslav Republic and forced them to enter the PRU sphere of influence. After the SMO, Mr. 0 founded Black Shadow, a private mercenary company (PMC). He recruited Mr. 03 and other ex-members of the Spetnaz unit. With the salary and bonus from Black Shadow, Mr. 03 paid the living costs for his subordinates' widows and children.

Finally, Pompius and other slave faction soldiers prepared to fight the enemy to the death while helping Mr. 03 and Duke Romulus escape from Noplos City and retreat to Pampoi City. Their deaths would be meaningful if they could ensure their family survived through Duke Romulus's strategy in Pampoi City.

Copoa Town, Cosorto Region, 22 April 2141 / 22 Aprilis 1841, 10:00 am

The legionnaires also recuperate and are waiting for additional logistics from Aeterna City. Maximus and his legionnaires learn bitter experiences despite winning all the battles. Even though they have more advanced and modern weapons and equipment than the Black Shadow and the slavery faction, Maximus's pride and rush tactics in previous battles inflict logistics damage on the legionnaires. Because United Terran only send limited weapons, equipment, vehicles, ammunition, fuel and spare parts, Maximus must finish this civil war as soon as possible before their war machine runs out of fuel and ammunition.

The fearsome beast, Panther II MBTs and Puma IFVs are useless without fuel and ammunition. The enemy could render them, and the crews will be threatened by enemy attack. The mighty iron bird, ME 262Ms, is useless without jet fuel, missiles and ammunition. The enemy could destroy it without shooting down them. Modern and advanced infantry weapons like STG 44M, MG 42M, Gewehr 43M, and all of the guns in Legionnaires are inferior to swords, spears, and bows if they run out of ammunition.

During the battle in the Cosorto Region, the fuel consumption of Panther II MBTs, Puma IFVs, and military trucks was higher than in the Aeterna Region because the roads in the Cosorto Region were still Paved and off-road.

Paved roads, especially asphalt ones, and off-roads typically have higher rolling resistance than concrete ones. Rolling resistance is the friction between the tires (or tracks) and the road surface. Higher rolling resistance requires more energy (fuel) to maintain speed.

This resistance is crucial to vehicle dynamics, affecting fuel efficiency, emissions, and energy consumption. The tire's materials and structural design significantly impact rolling resistance. Tires with stiffer materials and optimized construction techniques typically exhibit lower rolling resistance [1].

The load on the tire and its inflation pressure are directly related to rolling resistance. Higher loads and lower inflation pressures generally increase rolling resistance due to more significant deformation of the tire. Both ambient and tire temperatures affect rolling resistance. Higher temperatures usually reduce rolling resistance by making the tire more pliable, which decreases the energy lost through deformation [2-3].

The texture of the road surface also plays a role. Smoother surfaces tend to lower rolling resistance, while rough or uneven surfaces can increase it. The speed at which a vehicle travels influences rolling resistance. At higher speeds, rolling resistance tends to decrease slightly due to the dynamic characteristics of the tire and its interaction with the road surface.

Paved roads might have more surface roughness and minor imperfections than smooth concrete, causing vehicles to use more energy to move over them. Additionally, paved roads in the Fortisregnum Empire may have more surface roughness, causing additional friction and energy loss.

Off-road conditions introduce challenging terrains like mud, sand, gravel, and uneven ground. These terrains increase rolling resistance and often cause traction loss, requiring vehicles to expend more energy (and fuel) to maintain movement and navigate obstacles [4]. The need for frequent speed adjustments and maneuvering around obstacles also contributes to higher fuel consumption. Navigating around or over natural obstacles in the Fortisregnum Empire requires more energy, resulting in higher fuel use [5].

Concrete roads generally offer the lowest rolling resistance among road types. The smooth and hard surface reduces friction between the vehicle's tires or tracks and the road, leading to more efficient fuel use and reduced emission [6]. Concrete roads are usually constructed with a more uniform surface, reducing the energy needed to overcome minor irregularities and thus saving fuel. Concrete roads in Fortisregnum Empire give uniformity and durability, further aiding in maintaining consistent speed with less energy expenditure for vehicles.

The range of Cosorto Region and Aeterna City also increases the range between the main logistics depot to the legionnaire's position and the logistics units' arrival time. Thanks to UT ISIA native agent's operative effort to secure the entire region, the legionnaires could achieve information superiority and logistical superiority. The logistics unit did not suffer enemy raids and ambush attacks except Captain Alejandro's attack in the Aeterna Region. If UT ISIA could not achieve area superiority, the Black Shadow special operatives could raid and destroy the logistics of the legionnaires.

In real life, the reason why the United States of America (USA) is more powerful than Russia and China is not military power but logistics capability. Russia and China are on par with the USA regarding military and technological power. However, regarding logistical capability, the USA surpasses Russia and China.

The USA has an extensive network of military bases and installations worldwide, including over 500 installations in over 80 countries. This global presence allows for rapid deployment and sustained operations anywhere in the world, which Russia or China does not match. The USA military leverages advanced logistics infrastructure, including a robust fleet of transport aircraft, cargo ships, and pre-positioned equipment. Real-time tracking, automated supply chain management, and sophisticated logistics software enhance operational efficiency.

The USA possesses unmatched strategic airlift and sealift capabilities, allowing for the rapid movement of troops and equipment. The USA Military Sealift Command and Air Mobility Command are vital components in supporting global operations. In contrast, Russia and China have more limited and regionally focused capabilities. The USA defense budget, which is significantly larger than those of Russia and China, supports extensive logistics operations and continuous modernization of military capabilities. The example of the real-life USA and the bitter experience of Maximus and his legionnaires make logistics and supplies necessary during the war. The delay of incoming logistics and lack of supplies affect the legionnaire's plan to attack Noplos City. If they still advance without additional logistics support, their fuels will run out and hinder the shock and awe tactics. The Black Shadow and the army of slavery factions utilized the delay in the attack on Noplos City. Unknown to them, they could evacuate safely because the legionnaires still awaited the incoming logistics and supplies from Aeterna City.

Copoa Town, Cosorto Region, 22 April 2141 / 22 Aprilis 1841, 11:00 am

Lucillius, as the person in charge of the logistics of Legionnaires, reported to Maximus about the condition their legionnaires suffer.

Maximus paced back and forth in the makeshift command building, the flap flapping with the breeze coming off the hills of the Cosorto Region. The map on the table was dotted with markers, each representing a strategic position or a supply line. His eyes were fixed on Lucillius, who stood stoically, waiting for the commander to acknowledge his presence.

"Report, Lucillius," Maximus barked, finally stopping to face his logistics officer.

"Legatus Maximus, our fuel and ammunition supplies are running low. The extended operations in the Cosorto Region have depleted our reserves faster than anticipated. The terrain has significantly increased our consumption rates. The Panther II MBTs and Puma IFVs are guzzling fuel at an alarming rate due to the rough and uneven roads. Our trucks struggle to meet the demand, and our infantry's ammunition supplies are dwindling." Lucillius saluted crisply and reported about the condition of the legionnaires after the battle around Copoa Town.

Maximus frowned, his jaw tightening. "How long can we hold our current positions?"

"Without additional supplies, we have enough to last another two days. Beyond that, our vehicles will be immobilized, and our troops will be low on ammunition," Lucillius replied.

The gravity of the situation hung in the air. Maximus knew halting their advance would give the enemy time to regroup and counterattack. He could not afford a prolonged delay.

Maximus let out a frustrated sigh. He turned to his second-in-command, Caesarius, ground vice leader of legionnaires, who had been silently observing the exchange. "We need those supplies from Aeterna City, and we need them now. What is the status of our communications?"

"Fully operational, Legatus. Fortunately, the enemy cannot jam our longer-range frequencies intermittently, thanks to advanced communication devices from the United Terran." Caesarius reported.

"Damn it! We are sitting ducks out here. Without adequate supplies and logistics, we cannot operate smoothly. Even though we acquired modern and advanced weapons, equipment, and vehicles, we still suffered logistics problems. To make it worse, we only relied on United Terran's supply." Maximus is angry because of the logistics problem they suffered.

They had already marched and battled more than 400 km from Aeterna City, legionnaires' central and only military logistical and supplies hub. Also, extended ranges from the Aeterna and Cosorto regions are not covered with concrete roads that consume the fuels of MBTs and vehicles more rapidly. Another problem is that they only have limited fuel, ammunition, and spare parts, which makes it worse.

"Lucillius, how many trucks are in Aeterna City? Could you send it to give additional logistics and supplies to us?" Maximus ask Lucillius.

"I already sent ten trucks back to Aeterna City one hour ago. I assume the logistics convoy will arrive tomorrow at 11 pm. However, there is another problem, Legatus. Based on my calculation, we will only have the remaining fuel if we go to Pampoi City. We cannot advance to Colobria City with MBTs and vehicles. Maybe we will only fight the remaining slavery faction with infantry, not armored units. Also, the terrain around the Pampoi Region border and Colobria City is mountainous and hills that will hinder the operation with MBTs and vehicles." Lucillius report about the remaining fuel and the possibility of fighting only with infantry after they capture Pampoi City.

"This is not good. If we delay our advancement, the enemy could utilize this to reinforce their army in Noplos City. Another possibility is that they could retreat from Noplos City and regroup to return to Pampoi City. Maybe if we heard Heraclius's advice, we could have reserved our ammunition and fuel and already arrived and conquered Pampoi City." Maximus regretted ignoring Heraclius's advice to finish the enemy with ASM from the ME 262M jet fighters.

"Even if we obey the advice from Heraclius, we still run out of fuel to attack Colobria City, Legatus. I think United Terran only gives us enough fuel to attack Pampoi City. They did not predict the enemy would also go to Colobria City in the west. However, we still have enough ammunition and equipment for the infantry unit to march and attack the remaining slavery faction in Colobria City." Lucillius responds.

"Thank you, Lucillius. Now contact your unit to return here as soon as possible. I will contact Colonel Ermey to ask advice from him." Maximus appreciates Lucillius' report and wants to ask Colonel Ermey for advice.

Several minutes later, Maximus contacted Colonel Ermey to report the conditions of the legionnaires.

"Good morning, Sir. We cannot advance to Noplos City because we run out of fuel and ammunition. Our logistics unit has already returned to Aeterna City to resupply and will arrive tomorrow at 11 p.m. We will continue our advance in two days." Maximus report to Colonel Ermey.

Colonel Ermey's voice crackled over the comms, a hint of static underlying his measured tone. "Understood, Maximus. Your position is critical, and we cannot afford any setbacks. I will expedite the resupply efforts from our end. In the meantime, prepare your troops for a defensive stance and fortify your current location. We will need to make sure the convoy reaches you without incident. I will contact our native agents to help you secure the convoy and supplies routes."

"Yes, sir," Maximus replied, his resolve hardening.

"Tomorrow, I will ask my leader to send additional fuel and equipment from the mainland of United Terran. However, even if the leader accepts the request, we still need time to send the supplies and logistics to Aeterna City and your position. Based on the logistic unit report, your fuel will be enough to take Pampoi City. However, for another attack on Colobria City, I will ask for a new transportation vehicle for you because utilizing MBTs and IFVs in mountainous and hill terrain will hinder the operation." Colonel Ermey inform Maximus.

"Thank you for the support, Sir. We will do our best to take Noplos City first and then Pampoi City as soon as possible," Maximus responds.

"Good, I will be awaiting your good result." Colonel Ermey closed the call.

Maximus turned to Caesarius and Lucillius. "We need to fortify our position here in the Cosorto Region. Set up defensive perimeters and make sure our lines are impenetrable. If the enemy tries to strike while we are vulnerable, we must be ready. After the supply and logistic units arrive, we will resupply and continue our advance to Noplos City."

Caesarius nodded, already formulating a plan. "I will deploy our engineers to reinforce our positions and set up additional defenses. We will make sure the legionnaires are ready for any attacks."

Lucillius added, "I will coordinate with the supply convoy to ensure they have a secure route. We cannot afford any delays."

As the officers dispersed to carry out their orders, Maximus took a moment to study the map once more. The strategic importance of their position in the Cosorto Region was undeniable. Holding this ground was crucial, but the looming threat of supply shortages cast a shadow over their efforts.

After the civil war had finished, Lucillius suggested that Maximus and the new Emperor request that United Terran help them create multiple supply and logistics hubs across the Empire. He also supported the First Novus Ordo project in Fortisregnum Empire and pledged his logistics unit to help United Terran workers construct concrete roads and civil infrastructures. Lucillius will become the new Minister of Construction and Public Transportation of Fortisregnum Empire. He will be guided by Zhuge Wei Ming, Head of the Department of Public Works and Transport of United Terran and Sima Zhi Ming, Head of the International Consortium of Civil Construction (ICCC), for the progress of the First Novus Ordo Project.

The Emperor will let United Terran construct military bases across strategic areas to the United Terran as a defensive treaty and support United Terran logistics and military operations overseas in the future. Hugo and the leaderboard of the United Terran think of creating a defensive treaty organization similar to the North Atlantic Treaty Organization (NATO) in Luminarum to protect the people and interests of the United Terran and its allies.

As the sun began to set, casting long shadows over the crumbling structures of Noplos City, the atmosphere was thick with tension. The remnants of the once-proud forces under Mr. 03, Mr. 06, and Duke Romulus moved with urgency and silent determination. They knew the legionnaires could strike any moment, and every second counted. They let their comrade in arms, Pompius and other slavery faction army stay at Noplos City to buy time.

Mr. 03 stood at the edge of a dilapidated balcony overlooking the city. The distant sounds of machinery and hurried footsteps filled the air. He turned to Mr. 06 and nodded.

"Time is not on our side. Ensure all units are ready to move out by nightfall." Mr. 03 said, his voice low and steady.

Mr. 06 gave a sharp nod and turned to relay the orders. He moved with a purpose, commanding respect from the soldiers around him. The Tyomnyy Rytsar's special unit, known for their elite combat skills and unwavering loyalty, already coordinated with Duke Romulus's private soldiers.

Duke Romulus walked briskly through the encampment. Though weary from the recent battles, his soldiers moved efficiently, packing supplies and readying vehicles. The duke paused to speak with his second-in-command, a seasoned veteran with a grim expression.

"Ensure the highest alert during the evacuation," Duke Romulus ordered. "We cannot afford to lose more lives than necessary."

The second-in-command saluted and hurried off to execute the orders. Meanwhile, the Black Shadow soldiers, a stealthy and highly trained unit, scouted the surrounding area to secure a safe route to Pampoi City.

"Take care, Your Excellency. We hope you can arrive in Pampoi City safely and protect our family. This will be our final moment, Your Excellency." Pompius said his final word to Duke Romulus.

"Rest assured, I will care for all of your family. Even if we separate in this life, we will meet again as brothers in the Elysium. May Gods give all of you strength." Duke Romulus prays for his soldiers.

Pompius only smiled and did not answer Duke Romulus's prayer. He then salutes and returns to his command position.

As night fell, the city was plunged into darkness, save for the occasional flicker of lanterns and flashlights. The soldiers moved like shadows, their movements synchronized and precise, and the vehicles with essential supplies and personnel lined up in the designated evacuation zones.

Mr. 06 approached Mr. 03, his face illuminated by the dim glow of a nearby lantern. "We are ready, Sir. All units are in position."

Mr. 03 looked around, taking in the sight of his men, their faces hardened by the trials they had faced. "Good. Let us move out."

With a signal from Mr. 03, the convoy began to move. The sound of engines roared to life, and the vehicles started their journey towards Pampoi City. The soldiers moved in tight formations, their weapons ready, eyes scanning the darkened streets for any signs of the enemy.

As they left Noplos City behind, the night provided cover, the dense forest and rolling hills ahead offering a semblance of hope. The plan was to use the natural terrain to their advantage, evading the enemy's advanced technology and regrouping for a counterattack.

Hours into the journey, the convoy stopped in a secluded clearing. The soldiers set up a temporary camp, ensuring their presence remained undetected. Mr. 03, Mr. 06, and Duke Romulus gathered to discuss their next move.

"We have lost contact with Mr. 08 and Captain Petrenko. It is safe to assume they are either captured or worse." Mr. 06 reported, his voice tinged with frustration.

Duke Romulus clenched his fists, a look of determination in his eyes. "We must focus on the task at hand. Pampoi City is our best chance. We can regroup, resupply, and launch a strategic offensive."

Mr. 03 nodded, his expression unreadable. "Agreed. We will use the terrain to our advantage. The legionnaires may have superior technology, but we have the element of surprise. For now, we rest and prepare for the final push."

Noplos Region, 23 April 2141 / 23 Aprilis 1841, 02:00 am

Unknown to the slavery faction and Black Shadow, their movement was already detected by the native agents in the Noplos Region. However, because there is no engagement order from Johnny Bean, they only monitor the movement of the slavery faction army return to Pampoi City.

"Agent L, the enemy are moving. Based on their path, they will return to Pampoi City. We are requesting an order to engage the enemy. Over," Agent Y asked Agent L, the person in charge (PIC) of native agents in the Noplos Region.

"Negative. Mr Bean ordered us to monitor and not engage the enemy before the legionnaires took them out. Keep watching the enemy movement and stay vigilant for enemy counterintelligence operations. How many are the size of the enemy?" Agent L responds.

"Affirmative, Sir. Based on recon drone visual data, we estimated more than two hundred soldiers with various weapons, including assault rifles, rifles, submachine guns, swords, bows, and shields. We assume this unit is a mix of the Black Shadow and slavery faction army." Agent Y report.

"I see a mixture of our original and modern weapons from Black Shadow. Fortunately, United Terran gave us advanced and modern weapons to fight against them. Even though we have advantages in weapons and technology, we cannot engage them recklessly." Agent L responds.

"Sir, we successfully located and marked enemy commanders. We will rely upon this information to you and the native agents in the Pompius Region to conduct the operation." Agent Y reports he successfully marked Mr. 03, Duke Romulus, and Mr. 06.

"Excellent. Stay monitoring them carefully so the enemy counterintelligence mission does not discover you." Agent L orders Agent Y.

"Affirmative, Sir. Agent Y, Out." Agent Y closed the call.

Agent O and Agent Q, Agent Y's assistant, watch the Black Shadow through their advanced recon drones. Both monitor the Black Shadow's activity and mark their leaders, Mr. 03, Duke Romulus, and Mr. 06.

"Any other order from Agent L?" Agent Q asked Agent Y.

"Negative. We only need to monitor the enemy activity and rely on this information from our comrades in the Pampoi Region." Agent Y responds.

Colonel Ermey requested a meeting with General Alexander Eisenhower, the Head of Defense, and General Sergey Zhukov, the Chief of Staff of the Army of United Terran.

However, the United Terran Army maintained their best skill performance because of his discipline rules, even during a peaceful era.

General Zhukov did not hesitate to punish his subordinates who made mistakes, especially in crime. During the simulation battle and war through military virtual reality (VR), he consistently successfully won the battle and war. However, he did not hesitate to sacrifice his subordinates to win the fight and war.

Unlike Zhukov, Eisenhower is a diplomatic, charismatic, and cautious leader. He thinks carefully before ordering his subordinates to conduct missions. He became the role model of the current United Terran Army. Even though there was a rivalry between military branches, the Air Force and Navy respected him. He also could talk diplomatically with civil high leaders, like Hugo, Maximillian, and the president of the countries in the United Terran.

Even though his results are below Zhukov's during actual missions and simulation through military VR, Eisenhower can reduce the casualties of United Terran soldiers on the battlefield. He prefers to abandon the mission if the risk exceeds the United Terran gain. He prioritized his soldiers over order and mission. If his order is potentially wrong and would cause a negative impact, he will let his subordinate advice and suggestions become his order and take responsibility. General Zhukov's subordinates call General Eisenhower' Soft and Sponge General' because he prefers his soldiers over missions. Likewise, General Eisenhower's subordinates call General Zhukov 'Demon King General' because he prefers his missions over his soldiers. Like fire and water, like yin and yang, both complement each other for one objective: the safety of the United Terran people and its interests.

General Eisenhower is a diplomatically charismatic general with strict rules about logistics and supplies during missions, battles, and war. He will not start the mission and battle before carefully calculating logistics and supplies for the soldiers. Suppose the logistics and supplies run out during the mission. "Good morning, General Eisenhower, General Zhukov, Admiral Yamamoto and Colonel Ermey. How can I help you?" General Richthofen greets all meeting participants.

"Welcome, General Richthofen and Admiral Yamamoto. Today, I want to discuss future strategic planning for the Fortisregnum Empire due to the First Novus Ordo Project." Eisenhower welcomed Richtofen and Yamamoto.

"General Richthofen, I authorize you to send our aerial military transport to bring the logistics and supplies for the legionnaires in the Fortisregnum Empire. How many transport aircraft could you send?" Eisenhower asked Richthofen.

"It depends on the size of logistics and supplies we would send to the Fortisregnum Empire. One Atlas Titan C-40 can load up to 300 tons of payload to achieve a maximum range of 12,250 km. That is enough for a round trip from our nearing aerial bases in Argentina to Aeterna City. Also, how about the newly constructed military airport size in Aeterna City? Could it accommodate our Atlas Titan C-40?" Richthofen asked about the size of the supply they would send to Fortisregnum Empire and the size of the new military airport size in Aeterna City.

"We could use pilots and air crews to operate V-280 Valors in Fortisregnum Empire. We could bring up to two V-280 Valors in one Atlas Titan C-40. If the legionnaires are sent around one hundred, I suggest we send around five V-280M Valors capable of bringing up to twenty-five soldiers, including aircrews. "Fortunately, all Air Force aircraft are undetected during their flight in Luminarum. However, if they land in the Fortisregnum Empire, the satellite of hyperpower nations can detect them. If only C-40s were detected by the enemy, that would not cause significant problems. I suggest sending back our F-82M and F-95M after they successfully escort C-40s to prevent detection by enemy satellites. After successfully constructing our advanced jamming and stealth devices in Fortisregnum Empire, we could reduce the protocol so F-82M and F-95 could land in Fortisregnum Empire military airport." Richthofen said.

"I think we could only send our outdated 6th-generation jet fighters for the escort to deceive the foreign nations. These outdated jet fighters could be decoys, so the enemy only thinks we have these technologies. Also, these jet fighters could escort our C-40s until parking at the Fortisregnum Empire airports. "General Richthofen, as far as I know, the F-42 and Mig-41 did not have complete stealth and camouflage technology like our F-82M and F-95M. With satellites, foreign nations, especially hyperpower nations, can detect and monitor F-42 and Mig-41 activity in the Fortisregnum Empire. What would happen if they studied our outdated fighter and created a counter plan?" Eisenhower asked Richthofen.

"The worst possibility is they could shoot down our F-42 and Mig-41 and retrieve the remaining as the study material. For the PRU, who only have power resembling early 21st-century Russia, we could reduce their threat. However, for the Amarilons who relied upon magic-science technology, we cannot underestimate their power, especially their 'magic-based guided-missile'." Richthofen tried to simulate the worst possibility of utilizing their 6th-generation fighter as escorts.

"That is the worst case, but we could reduce the possibility of conducting a careful operation. Could you install the current stealth and camouflage devices on F-42 and Mig-41? We could use F-42M and Mig-41M as our 'standard fighters' to show to the world while saving our true stealth jet fighters." Eisenhower suggests a new decoy plan.

"It is possible, Sir. However, we need more time to install advanced stealth and camouflage devices from F-82M and F-95M to F-42 and Mig-41. For the incoming mission, we can only utilize standard F-42 and Mig-41." Richthofen responds.

"That is okay. Even though Amarilon and PRU could detect them in Fortisregnum Empire airspace and airport, they could not take immediate action. As our decoy program, I ordered you to install our advanced stealth and camouflage device to F-42 and Mig-41." Einsenhower ordered Richthofen.

Suddenly, Colonel Ermey remembers the result of Black Shadow's member interrogation from PRU and Weltenkraft Reich. Then he tells it to the Generals and Admiral in the forum.

"Gentlemen, the UT ISIA Branch already got information from the captured Black Shadow members two days ago. The People's Republic of Uroslav is a hyperpower nation in Luminarum and an alternative counterpart of the Soviet Union. They are a communist nation with the Premier as the nation's leader. They are three times modern Russia, with 51.3 million square kilometers. They said they could fully file internal consumption only with national production and natural resources." Ermey reported the information on PRU to the generals and Admiral.

"That is a huge size for a nation. Even its size is more than one-third of the total landmass of the countries in the United Terran. If this nation is like my motherland, could they have the Russian Language as their language? Also, there is a huge possibility they have nuclear technology and nuclear weapons." Zhukov was surprised by the information about PRU.

"Yeah, they are talking with a language similar to Russian, but they have several dialects that differ from Russian. However, the most fearful information is that they have several superweapons: Core Explosion Weapon, Vaccum Imploder Weapon, and Particle Collider Weapon. I have already forwarded this information to Professor Einstein to study this weapon." Ermey report about the PRU Superweapons.

"What kind of those superweapons? I assume the Core Explosion is similar to the nuclear weapon because the name utilizes a core or atomic explosion. However, what is a vacuum imploder? Could they have a weapon to put pressure on the target near vacuum? Or does it resemble our thermobaric weapons? Also, what is the Particle Collider weapon? Could they already have more advanced technology than our International Thermonuclear Experimental Reactor (ITER) and Large Hadron Collider (LHC)? Can they launch it as super weapons? This is not good. Do they have space superweapons like us?" Several questions appear in Eisenhower's head.

"Unfortunately, Mr Kevin Jones or Agent K cannot understand the concept and data of those weapons because the prisoner did not understand the principle of the weapons. Fortunately, PRU did not have space superweapons like us even though they have satellite and space station." Ermey responds.

"I see. We need Mr Bond and General Kennedy to send our best UT ISIA and UT ISF agents to infiltrate the PRU and obtain the data and information about those superweapons. Without adequate information about enemy weapons, we cannot plan effective strategic and tactical plans to counter those super weapons. All right, I will save it for the next leaderboard meeting. Thank you for the information, Colonel Ermey." Eisenhower ordered William Bond, Head of UT International Secret Intelligence Agency (UT ISIA) and General Leon Kennedy, Head of UT International Special Force (UT ISF), to send UT's best agents to infiltrate the PRU.

"How about the Weltenkraft Reich? I hear they resemble Germany with Reich as their name." Richthofen asked Ermey.

"Yes, General Richthofen. Weltenkraft Reich is the alternative condition when Nazi Germany won World War II and entered the Cold War era. The leader of their nation is a Führer with fascism as their national ideology. Similar to PRU, they are also scientific technology nations like ours. We assume they possess nuclear weapons." Ermey said.

"I see. If they only had Cold War-era technology, they would not have posed more threats than PRU. However, we cannot underestimate them because they possibly have nuclear weapons." Richthofen said.

"Yeah, based on our satellite detection, Weltenkraft Reich has a strong navy fleet consisting of aircraft carriers resembling Nimitz class Nuclear Aircraft Carrier, battleships larger than Yamato Class-Battleship, guided-missile cruisers, and guided-missile destroyers. Even though we could finish them off easily, that fleet could threaten our people in Fortisregnum Empire if they used to attack them." Yamamoto gave information about the previous Kaiser Frederick Carrier Task Force from Weltenmarine of Weltenkraft Reich.

"We need more data about hyperpower and superpower nations in Luminarum. I will ask Secretary-General Hugo to authorize and order UT ISIA to infiltrate and obtain more data about all nations, especially hyperpower and superpower nations. We only have limited data on the Novacara Empire and Dawlat Al-Nur Caliphate because Secretary-General Hugo wants our UT ISIA to conduct intelligence and counterintelligence missions after we establish the diplomatic mission. "I agree with General Zhukov. We need all foreign nations' military capabilities and could draft standard procedures for our allies against foreign nations. I also suggest dealing with our allies and making a treaty to construct special air force and naval bases in their uninhibited land or islands for our front-layer defense outside the mainland." Yamamoto's suggestion.

"I agree with Admiral Yamamoto's suggestion. We need air bases outside our mainland as the bases to cover all areas in Luminarum." Richthofen agreed with Yamamoto's suggestion.

"Yes, in the leaderboard meeting, we already plan to construct air force and naval bases in the uninhibited land or islands in Fortisregnum Empire after the civil war and possibly Dawlat Al-Nur Caliphate to support them and protect our nation from external enemy invasion," Eisenhower responds.

After discussing further strategic and tactical plans, General Eisenhower remembered Hugo's plan to share stealth technology with the Fortisregnum Empire.

"I remember a closed discussion with Secretary General Hugo. He tells me that if Lucien becomes the crown prince or the next Emperor of the Fortisregnum Empire, he wants to share our first-generation stealth technology weapons with the Fortisregnum Empire as gifts and collaboration. He also wants to send aircraft carriers, guided-missile cruisers, and guided-missile destroyers, as well as attack submarines for the Fortisregnum Empire navy. I think the Secretary-General want Lucien to become the Emperor of Fortisregnum Empire and the vassal and bumper nation for us. Also, we could use modern weapons and maintenance prices for the rights of exploration, mining, refinery, and process industries in the Fortisregnum Empire." Eisenhower response.

"That is a reasonable decision to help the Fortisregnum Empire. We could send surviving Gerald R Ford Class Aircraft Carrier Carrier Strike Force for the ship. I think the American government still has some surviving Gerald R Ford Class, Ticenderoga-Class Guided-Missile Cruisers, and Arleigh Burke-Class Guided-Missile Destroyers. For the submarine, we could send Virginia-Class or Laika-Class Attack Submarines. We could send the F-35 Lightning II as the stealth fighter for carrier-based fighters. This will enable them to stand as a formidable ally and a buffer zone against potential threats." Eisenhower nodded thoughtfully as Yamamoto presented his arguments.

"While arming the Fortisregnum Empire with our first-generation stealth technology is a sound strategy, we must ensure they have the training and infrastructure to maintain and operate these assets effectively. We do not want these weapons to be disused or compromised due to lack of expertise." Zhukov, always focused on efficiency and practicality, added the suggestion.

"Indeed, General Zhukov. We should also consider sending military advisors and establishing training programs for their personnel. This will ensure they can maximize the utility of these advanced systems and maintain operational readiness." Richthofen concurred and added the plan.

"If I may, generals and Admiral, our current mission in Fortisregnum Empire could serve as an initial phase for these training programs. We can start by training their forces alongside our legionnaires and gradually introduce them to the new equipment after the civil war." Seeing an opportunity, Colonel Ermey spoke up about the plan for the Fortisregnum Empire.

"That is a solid plan, Colonel. Let us ensure our advisors are embedded with their units, and we set up a comprehensive training curriculum. This will facilitate a smooth transition and integration of our technology into their military framework." Eisenhower responded and appreciated Ermey's initiative.

Admiral Yamamoto, always meticulous about naval operations, raised another point, "Regarding the naval assets, we should prioritize building or upgrading their naval bases to accommodate these advanced ships and submarines. This includes ensuring secure supply lines for maintenance and resupply."

General Zhukov, always a step ahead in logistics, added, "We should also establish secure communication networks and surveillance systems to monitor and protect these installations. This will help prevent any espionage or sabotage attempts from hostile entities."

General Eisenhower nodded in agreement, "Absolutely. We need a comprehensive approach that covers all aspects – training, infrastructure, logistics, and security. I will present this detailed plan to Secretary General Hugo and Mrs. Mulyani for approval and funding."

The following day, Secretary-General Hugo Van Dijk opened the leaderboard meeting to discuss the current progress of the Fortisregnum Empire Civil War.

"Good day, Ladies and Gentlemen. Today, we will discuss the progress of the Fortisregnum Empire Civil War, which affected our First Novus Ordo Project in the Fortisregnum Empire. Until we finish the civil war, we will postpone the construction project. General Alexander Eisenhower, please report the progress made by our military Attaché in the Fortisregnum Empire." Hugo opened the meeting while letting General Eisenhower report the progress of the Fortisregnum Empire Civil War.

"Thank you, Secretary-General Hugo. As per the latest report from Colonel Ermey, our legionnaires have successfully advanced to the Cosorto Region, 150 km from Noplos City. They have secured air and ground dominance, though their supplies are dwindling. We must act swiftly to ensure they are resupplied to maintain momentum," General Eisenhower began his report.

"Furthermore, we have devised a comprehensive plan to strengthen our alliance with the Fortisregnum Empire, particularly in light of the ongoing civil war and future defense needs. This involves supplying them with outdated but effective stealth technology and naval assets. We will also provide extensive training and infrastructure support to ensure they can operate and maintain these systems effectively," Eisenhower continued.

Secretary-General Hugo nodded, "What specific assets are we looking to provide?"

"We propose sending F-22 Stealth Jet Fighters, F-35 Lightning II for carrier-based operations, Gerald R Ford Class Aircraft Carriers, Ticonderoga-Class Guided-Missile Cruisers, Arleigh Burke-Class Guided-Missile Destroyers, and Virginia-Class or Laika-Class Attack Submarines. For training, we will embed our advisors with their units and set up a comprehensive training curriculum." Eisenhower detailed the plan.

"Additionally, Admiral Yamamoto has suggested upgrading their naval bases to accommodate these advanced ships and ensuring secure supply lines for maintenance and resupply. General Zhukov emphasized the need for secure communication networks and surveillance systems to protect these installations," Eisenhower explained.

"The aircraft and ships you call majority from the American government. So, if we want to send those outdated weapons, we need to get approval from the American government and the Senate. Maybe we need some stimulus to make them agree to export those outdated aircraft and ships." Secretary-General Hugo said.

"You are right, Secretary General. We need a stimulus and lobby the American Government to send the outdated ships and aircraft. Maybe Mrs. Mulyani could prepare and suggest an economic stimulus and treatment plan for the American government." Eisenhower threw the problem to Mulyani.

"What do you think about this option, Sari?" Hugo asked Sari Mulyani.

"Secretary-General, we need to discuss it first with other departments to make the stimulus and treatment plan for the outdated ships and aircraft. I will send the draft for the incoming leaderboard mission next month." Mrs. Sari Mulyani, Head of the Department of Finance, responded.

"Thank you for the response, Sari. Yeah, we need to make a treatment plan carefully. Also, we must prepare a backup plan if the Russian, Chinese, British, French, German, and other G20 Governments provide their outdated ships and aircraft for the Fortisregnum Empire." Hugo ordered Mulyani.

"Yes, Secretary-General. We will do our best." Mulyani responses

"What about the risk of these assets falling into enemy hands or being compromised?" Secretary-General Hugo looked thoughtful and asked about the risk of the asset falling into the enemy's hands.

"We are aware of the risks. That is why we will begin by installing advanced stealth and camouflage devices on some of our older assets, like the F-42 and Mig-41, to use as decoys. This will mislead any potential adversaries about our true capabilities. Our advanced stealth fighters, such as the F-82M and F-95M, will be used for critical missions but kept out of the spotlight." General Richthofen addressed the concern of Hugo about the risk

"We also discussed sending our advanced cargo aircraft, the Atlas Titan C-40, to transport necessary supplies. Our older stealth fighters will escort this to avoid revealing our most advanced technology. These steps will minimize the risk of compromised technology," Eisenhower added.

"What are the estimated costs for this operation, and how do we justify them in our current budget?" Mulyani raised a question about the cost of the operation.

"While the costs are significant, the benefits of securing a strong ally in the Fortisregnum Empire outweigh the expenditure, Mrs. Mulyani. The resources and strategic positioning we gain will enhance our defense capabilities and regional economic interests. Also, the profit we gain from Fortisregnum Empire could be used as funds to construct aerial and naval bases outside the mainland." Yamamoto responded

"Furthermore, ensuring the Fortisregnum Empire can defend itself reduces the burden on our forces. In the long run, this investment in their defense infrastructure will save costs related to extended deployments and potential conflicts." Zhukov added the argument from Yamamoto.

"Sari, can we make this work within our current financial framework?" Hugo looked at Mrs. Mulyani,

"We can fund this operation with careful allocation and potential adjustments to less critical projects. I will prepare a detailed financial plan for review." Mrs. Mulyani nodded.

"Excellent. General Alexander, ensure this plan is meticulously detailed, and every step is accounted for. We cannot afford to make any missteps during this operation. Colonel Robert continues to provide real-time updates from the field. We need to stay ahead of any developments." Secretary-General Hugo said.

"Understood, sir," Ermey replied.

"One more thing. What about the intelligence on the People's Republic of Uroslav and the Weltenkraft Reich? I hear the native agents of UT ISIA trained and successfully captured some Black Shadow members from PRU and Weltenkraft Reich. Even though their weapons and technology are less advanced than ours, these nations still pose significant threats, especially with their superweapons." Secretary-General Hugo asked for information on PRU and Weltenkraft Reich.

"Secretary-General, based on Mr. Kevin Jones and Johnny Bean's interrogation data, PRU is a nation with the highest threat to ours. They have technology similar to modern Russia's in the early 21st century. However, in some aspects, they surpass the Russian technology. Their superweapons, Core Explosion Missiles, Vaccum Imploder Missiles, and Particle Collider Weapons capable of destroying the target from the long range resemble our intercontinental ballistic missile (ICBM). Unfortunately, we cannot obtain the fundamentals of these superweapons." William Bond, Head of UT ISIA, reported about PRU.

"The Weltenkraft Reich resembles Germany in the Cold War era, but with Fascism ideology. We can assume the Weltenkraft Reich was the condition when the German Reich won World War II. They utilized weapons, ships, and aircraft during the Cold War era but with more advanced technology. We assume they have nuclear weapons as their superweapons. We surpass Weltenkraft Reich in terms of technology, but we cannot underestimate them. Based on the interrogation data, the public was more fascist than the Germans during the Third Reich because more than 90% of the public supported the national policy about race supremacy. If they declare war against the enemy, they will ensure the war becomes total, and the civilians are ready to be recruited as conscripts." Bond reported about Weltenkraft Reich.

"That is not good news. Professor Oliver, do you know about concepts similar to core explosion missiles, vacuum imploder missiles, and particle collider weapons? We need to obtain more data about these superweapons to make effective procedures to counter these superweapons." Hugo asked Oliver Einstein, Head of the Department of Science and Technology.

"Secretary-General, we could assume these superweapons only appear in science fiction realms. We assume core explosion missiles utilize the nuclear fusion process as the explosion source. If true, the key to this superweapon is to control the nuclear fusion reaction. We only utilize nuclear fusion reactors as energy sources, not superweapons, because of the low feasibility and difficulty of controlling the nuclear fusion reaction. Maybe core explosion missiles are another name for nuclear fission missiles like we currently have in our superweapon arsenals." Einstein tried to assume the feasibility of core explosion missiles.

"Professor, we are currently in another world. I think science fiction in our literature will become an actual science in this world. Magic also exist in this world, so our logic in our previous world does not fully apply here. How about the vacuum imploder and particle collider?" Hugo tells the actual condition where their logic of science on Earth does not fully apply in Luminarum.

"We assume the vacuum imploder missiles would use advanced material reactions to create a rapid and intense vacuum at the target location. This could be achieved by rapidly expanding gases in a controlled manner, resulting in a negative pressure zone. This superweapon, if feasible, could inflict catastrophic damage to the target to an implosion effect. However, we cannot simulate and calculate without adequate data. We have similar weapons, such as thermobaric weapons, even though the operating mechanism is different. We do not know the concept of vacuum imploder missiles, but we already utilized them in our arsenal for thermobaric." Einstein explained about vacuum imploder missiles.

"For the particle collider weapons, we assume this superweapon, utilizing particle accelerator technology, would accelerate subatomic particles (such as protons or heavy ions) to near-light speeds and then direct them in a focused beam at the target. This could be achieved through magnetic and electric fields designed to accelerate and guide the particles. The weapon would direct these accelerated particles towards a target. The collision of high-energy particles with the target material would release tremendous energy, potentially causing destructive effects. Unlike superweapons, we only utilize particle colliders like large hadron colliders (LHC) as a source of energy. Also, the treaty of superweapons limited the researchers and engineers from developing superweapons based on nuclear fusion and particle collider superweapons." Einstein added about particle colliders and why the United Terran did not develop superweapons from nuclear fusion and particle colliders.

"I see. I did not expect the treaty of superweapons policies seventy years ago, which kept the peace for several decades, to bite us back in this Luminarum. Our grandfathers and grandmothers did not expect us to transfer to the new world. How can we prevent and counter these superweapons against us, Professor Oliver?" Hugo asked Einstein

"Indeed, Secretary-General. We must adapt our strategies and technology to counter these superweapons. Suppose the core explosion missiles are indeed using nuclear fusion. In that case, we should prioritize advancing our energy shield detector and developing counter-missile systems to neutralize or deflect these threats before they reach critical targets. Ensure the explosion does not happen near our and our ally's territory." Professor Oliver Einstein explained the possibility of countering against core explosion missiles.

"As for the vacuum imploder missiles, we must focus on nanomaterial sciences to develop countermeasures to withstand intense pressure changes. We might explore creating localized force fields to contain or dissipate the vacuum effect. I will collaborate with my college in the World Professor Forum to discuss and solve this problem. Nevertheless, the best option is to intercept enemy missiles before launching them into our and our ally's area as their target." Einstein resumed his explanation about vacuum imploder missiles.

"Particle collider weapons are more complex than superweapons carried by missiles. Our best bet might be to increase our understanding of their particle acceleration mechanisms. We assume this technology will not have a longer range than other superweapons because shooting particles with high speed requires tremendous energy. However, we cannot underestimate their technology. It would be crucial to develop advanced detection systems to identify and neutralize these weapons before they can cause damage. Additionally, we could invest in advanced high-energy physics research to find ways to absorb or deflect the energy from these particle collisions." Einstein admitted that particle collider weapons are more complex than superweapons carried by missiles.

"Professor Einstein, We could also consider enhancing our electronic warfare capabilities to disrupt their guidance systems. Deploying satellite-based jammers or kinetic interceptors could provide additional layers of defense. The Russian government and the International Consortium of Aero Space (ICAS) are developing and producing spy satellites and launching them in low orbit. We could add another detector and self-defense system to these satellites if the enemy launches their superweapons. So, we could launch our anti-ICBM missile to intercept and destroy the enemy missiles in the stratosphere or ionosphere." General Eisenhower interjected and explained the possibility of installing advanced satellite-based jammers and detectors.

"You are right, General Eisenhower. My team will coordinate with the Russian government and ICAS to install new advanced satellite-based jammers and detectors. My aide reminded me that PRU also has strange electromagnetic waves in their territory that we assume can impact the brain. We assume this device is also another PRU superweapon. Fortunately, I already discussed it with medical professors and bioengineers to develop the device to prevent these electromagnetic waves affected our people." Einstein added another possible PRU superweapon capable of affecting the brain.

"Professor, your insights are invaluable. We must move forward with a multi-faceted approach, combining technological advancements with strategic defense initiatives. Also, I authorize you and all researchers and engineers in the United Terran to develop devices to counter everything and anything unknown threat to our people. If that is not enough, I will authorize you to fund defensive research using my private and family bank account. You could collaborate with Sari about the fund. Remember, our priority is our people and nation's safety." Secretary-General Hugo nodded thoughtfully and ordered Professor Einstein to conduct defensive research against the unknown threats.

"Yes, Secretary-General. We will do our best to prepare the counter devices against enemy superweapons. I will collaborate with all research institutes and universities in the United Terran to develop these devices." Einstein responds.

"I think we need to plan other strategies to counter these threats. I want to establish a defense organization similar to NATO in this Luminarum. For now, we only need Fortisregnum Empire, Dawlat Al-Nur Caliphate, and us as members for a defensive pact. Maybe we could invite friendly nations after we open diplomatic relationships and open our nation to other nations." Hugo, the supreme and most powerful leader in United Terran, wants to establish a defensive pact organization.

"Agreed, Secretary-General. We should also consider forming alliances with other nations in Luminarum to share intelligence and technology. Mutual defense pacts could provide us with additional resources and support." General Eisenhower affirmed.

"But, Sir. The Dawlat Al-Nur Caliphate is currently at war with Imperio Estelar, the Great nation of Luminarum. Do you mean we will join this war?" Isabel García Martínez, Head of the Department of Public Affairs, warned Hugo about the possibility that inviting Dawlat Al-Nur Caliphate would drag United Terran to their war against Imperio Estelar.

"Yeah, I am aware of that. However, we cannot let a nation with great magical power do something evil and threaten our people. Today, only the Dawlat Al-Nur Caliphate is threatened. Tomorrow, we will be threatened by their world-class magical power after defeating the Dawlat Al-Nur Caliphate and obtaining the Holy Body. I do not want the tragedy of Mansa to happen again. I will choose to preemptive strike and destroy the enemy before they inflict casualties on our people. I did not care if the Luminarum people called me 'Demon Emperor' or public enemy. As long as it is for my people, I will be ready to become the enemy of the world." Hugo said that Imperio Estelar could become another threat to United Terran with their magical power, and he fortitudes himself to do anything possible to protect his people, even if he become the enemy of all nations in Luminarum.

All participants are silent. They know the impact of Hugo declaring war and joining to help Dawlat Al-Nur Caliphate will impact their economic, social, and political. With more than 80% of public support, the United Terran people will support Hugo's policies as long as their needs are fulfilled, even though they will join the war with other nations.

Fortunately, without exporting and importing to other nations, the United Terran people could fulfil their needs based on the remaining natural resources in the United Terran. However, humans' natural instinct to develop, export, and import to other nations is needed to improve their economic values. In the worst case, if the United Terran became the enemy of all nations in Luminarum (except Fortisregnum Empire and Dawlat Al-Nur Caliphate), they could be fighting with themselves and allied resources.

"Secretary-General, we know what you think and feel. However, we cannot recklessly join other wars. We can only help them send our military and civilian equipment, especially food and medical logistics and supplies for the victims of war. We need to reduce the possibility of civilian casualties." Ingrid Johansson, Head of the Department of Health and Psychologist, tries to calm and remind Hugo.

She knows that Hugo's mental was affected by the previous tragedy caused by Mansa. After the incident, Hugo continuously consulted with Johansson. She always calms and becomes Hugo's confidant. Ingrid is Hugo's wife's best friend, Joan Van Dijk. Hugo is not a perfect leader. He lived during a peaceful era of the United Terran with no war and minimum conflict. He blamed himself for his incompetence in letting that tragedy happen and causing tens of thousands of people to lose their lives, even though he lost some of his best friends and useful subordinates.

He swears that the same tragedy will not happen again and will use his power and authority to prevent other events. He turned to become a 'Demon Emperor' leader if other foreign nations threatened the United Terran people. He did not even care if his and his family's wealth was used for the United Terran's prosperity and safety. He also did not hesitate to use the United Terran Superweapon, Plasma Orbital Cannon and Kinetic Orbital Cannon to annihilate the enemy before they threatened the United Terran.

"Thank you for your reminder, Ingrid. I will consult with you after this meeting. I will authorize General Alexander, Professor Oliver, and Sari to prepare the defensive device against anything and any threats from foreign nations. Ensure we have layered defense and capability to prevent enemy superweapons from reaching our nation." Hugo ordered General Eisenhower, Professor Einstein, and Mrs Mulyani to prepare the layered defense against enemy superweapons.

"Yes, Secretary-General. We will do our best." Eisenhower, Einstein and Mulyani respond

"William and General Leon, I authorize you to conduct intelligence and counterintelligence missions to all nations in Luminarum. You will act independently and ensure Isabel and the Foreign Affairs team's safety during their mission in the foreign nations. Also, obtain as much information about other nations as many as possible. Remember, failure is not an option."Hugo ordered William Bond and General Leon Kennedy, Head of UT International Special Force, to protect the United Terran people in the foreign nation.

"Sir, yes, Sir. Loyalty to the people, Loyalty to the United Terran. The work for United Terran is the secret of intelligence. We shall know the truth, and the truth shall make us free." William responds by citing the United Terran International Secret Intelligence Agency motto.

"Yes, Sir. We will do our best." General Kennedy responds.

Secretary-General Hugo Van Dijk took a deep breath, scanning the room and absorbing the weight of the discussions. The room was filled with high-ranking officials, military leaders, and department heads looking to him for guidance. The decisions made in this room would shape the future of the United Terran and its place in Luminarum.

"Thank you all for your dedication and input. We face unprecedented challenges, but I believe in our collective strength and intelligence to navigate these turbulent times. Let us proceed with the following actions:

General Alexander Eisenhower expedited the resupply operation for our legionnaires in the Cosorto Region. Utilize the Atlas Titan C-40 for transportation and ensure our stealth fighters escort them safely. Prioritize maintaining momentum in our advancements.

Mrs. Sari Mulyani coordinated with the necessary departments to draft an economic stimulus and treatment plan to lobby the American government. We need those outdated ships and aircraft to bolster our defenses in Fortisregnum.

Professor Oliver Einstein immediately collaborated with international research institutes to develop countermeasures for potential enemy superweapons. Focus on advancing our energy shield detectors and counter-missile systems. Additionally, work on enhancing our nanomaterial sciences for vacuum imploder countermeasures and particle acceleration research.

Admiral Yamamoto Takashi starts upgrading the naval bases in Fortisregnum to accommodate the new assets after the civil war is finished. Ensure secure supply lines and incorporate the suggestions for advanced communication networks and surveillance systems.

We must be prepared for any eventuality and ensure our nation remains strong and resilient." Hugo summarized the following strategy.

Hugo paused, allowing his words to sink in. The room was filled with nods of agreement and determined expressions. He knew the road ahead would be difficult, but he had confidence in his team's capabilities.

"Meeting adjourned. Let us get to work and ensure the future of the United Terran is secure." Hugo said

As the officials and leaders filed out of the room, Hugo remained seated, reflecting on the gravity of their situation. Ingrid approached him, placing a reassuring hand on his shoulder.

"We will get through this, Hugo. Together." Johansson said

Hugo nodded, grateful for her support. "I know, Ingrid. We have to."

"Thank you for your help, Ladies and Gentleman. We hope we can defend the safety of our people and make United Terran prosper. May God bless United Terran." Hugo closed the meeting.

With a final nod, he stood up, ready to face the challenges ahead. The future of the United Terrans depended on their actions, and he was determined to lead them to a prosperous and secure future.

This meeting result will help the Fortisregnum Empire and Dawlat Al-Nur Caliphate in the future and let the world know about the mighty of the United Terran.
