They obtain slaves from neighboring kingdoms, vassal kingdoms, and prisoners of war from the Superpower and Hyperpower Cold War. Luminarum, the name of the new planet based on the perspective of the United States Amarilon (USA), has an international law about enslaved people. USA proposes to abolish enslaved people around the world through the Council of World Leaders (CWL). However, not all nations ratified this international law to abolish enslaved people across the world. Unlike the United Nations (UN), the Council of World Leaders (CWL) did not have veto power for Superpower and Hyperpower nations. Even the Fortisregnum Empire, the weakest dominant power in Luminarum, still refused to ratify the enslaved people's law. Only the United States of Amarilon (USA), the People's Republic of Uroslav (PRU), and the Angles Empire ratified the international law of enslaved people. Only Weltenkraft Reich, the Superpower nation, rejected the law because they declared they were the superior race and could dominate the lower race as enslaved people for their national interest.
Even though the USA, PRU, and Angles Empire had already ratified the law, there were black organizations that kidnapped free people to become enslaved people and sold them into the nation, not to ratify the enslaved law. Because other nations did not support this action, the effectiveness of IPO was minimized in the non-ratified nations. The leaders of IPO suggested using the military approach.
