Heaven's will works in a very predictable manner. Once someone commits an act that the heavens consider a sin, the will of heaven starts to resent the target. When resentment reaches a certain tipping point, it usually breaks out in the form of tribulation.

The tribulation would go on until resentment drains. The higher the resentment, the stronger the tribulation. Delaying tribulations can increase resentment; hiding from tribulations would likewise only enrage the heavens further. The best way to deal with tribulations is to endure them and let them run their course or use special techniques to drain the resentment.
There are also ways to increase heaven's tolerance of resentment toward a target so that the tribulation disappears despite heaven's resentment. However, that is risky because the tribulations would only be more terrifying once the resentment breaks out again.
The heavens also have a hitlist; heaven's will is somewhat intelligent. It increases the tolerance by a fixed amount; no matter how much mana is used, it cannot increase the tolerance beyond a limit. The spell works instantaneously; therefore, it can be used to avoid already existing tribulations in critical times. The caster can be targeted if the will of heaven discovers the manipulation.
12. Heaven Thermometer: This spell would deliver to the caster secret data regarding heaven's resentment toward a particular target, the breaking point regarding that particular target, whether the target is on the hitlist, etc. The spell has a low chance of triggering tribulations; if heaven detects the caster, it will send down a tribulation.
13. Clear Sky: This spell would clear the sky of everything: ordinary clouds, birds, rain, dust, and even heavenly tribulation clouds. This spell can be used to scatter tribulation clouds forcibly. Doing this, however, increases heaven's resentment toward the caster. It is not advisable to use it against tribulations; the tribulations appear because of heaven's resentment. If the resentment is not drained, no matter how often the caster clears the sky, the tribulation clouds will instantly appear again. The spell may even fail if the sky is filled with too many tribulation clouds.
14. Heavenly Sieve: This spell uses heaven's power to separate one material from another. It can be extremely useful in laboratories; it is much more accurate and can produce extremely pure final results. The spell has a negligible chance of attracting tribulations; it works on most things, including gases, liquids, solids, and immortal materials.
