The mortal parliament started creating laws that affected the entire continent's mortal population, while the mortal court, which was packed with those whose families had been harmed by cultivators, began issuing criminal charges against lower-level cultivators they thought they could get away with.
The mortal court had the power to issue orders against mortals and immortals alike, but 'issuing orders' differed from charging and prosecuting; still, because of Jack's order, nobody could question the court's authority; if Jack was unsatisfied, he had to act by himself.
While all of this was happening and being very disruptive, Jack didn’t care at all; he only looked at his system interface, where side mission after side mission was being completed.
Jack discovered another quirk of his system after an upgrade: while temporary tasks had a penalty for failure, side missions had no penalty. Additionally, there was no need to accept a side mission; all side missions were active by default. For example, while he accepted the side mission of "help 100,000 people (mortals) out of absolute poverty – reward: 200 points – difficulty: F," the other side mission, "House 100,000 Orphans – reward: 200 points – difficulty: F," was progressing simultaneously, even though it was not the side mission he accepted.
This meant that these easy side missions were very easy to solve; he had already completed hundreds of easy side missions about helping mortals due to the changes he implemented.
After he completes the "good" side of side missions, he also plans on doing the "evil" side, such as "Make the world hell for all mortals (of this continent) – reward: 200 points – difficulty: F" and "Make 100,000 happy children into sad orphans – reward: 200 points – difficulty: F."
However, these side missions only gave out a bit compared to temporary tasks, so he accepted a temporary task to compete, which paid much better.
What he was worried the most about was not about tasks and side missions. He was worried about what the superpowers would do about transmigrators. After all, the superpowers have powerful intelligence-gathering arms; they would surely know about the transmigrators by now.
...
The world was vast, and while the Brown Dynasty was a significant force, it was not a superpower.
The most powerful force in the world was the Sand Sect. It was the overlord of over 10,000 continents with three supreme elders in the perfection realm. That’s right, even the top force in the world had only three perfection cultivators.
The world had thousands of perfection cultivators, but those were all loose cultivators, many of which were tens of billions or even trillions of years old; they may have been leaders and supreme elders of some ancient sects, but as time passed, their forces were destroyed while they themselves survived.
The average perfection cultivator is a walking ancient, billions or trillions of years old fossil; they do not need any sect or force under them. One sweep of their divine sense can cover the entire world; their only obsession is discovering a complete law formula, and a sect cannot help with that.
Super forces have a lot of golden luck; a cultivator with a force behind them is much more powerful than one without, but that is only true for realms before the peak of perfection. Cultivators at the peak of perfection are strong to the limit; if they join any big force, the sect's luck will not help them. Instead, the sect would consume their luck like a leech.
Golden luck forms naturally when two or more people form a bond, an alliance. After an alliance forms, a small piece of each member's luck goes to the force at large; over time, it accumulates and protects members when necessary. For example, the Sand Sect's luck is at the peak of the perfection realm, enough to resist the collective attack of as many as a hundred peak perfection realm cultivators for 1,000 years. But there is a limit to golden luck; even the most powerful golden luck is only at the peak of the perfection realm. There is no need to join a force for those already at this stage. In fact, if they join, a piece of their luck will be lost, and there won’t be much for them in return.
What's more, perfection cultivators are very careful with their personal luck. After all, the path of a complete law is not a collective one but a lonely one. One cannot use the collective luck of a super force to help discover a complete law formula. In fact, it is exactly the opposite; having collective luck can adversely affect the chances of calculating a unique complete law.
It was extremely impressive for the Sand Sect to actually have three perfection realm cultivators. These three were youths: one was at the late stage of perfection, barely 500 billion years old, while another was at the mid-stage of perfection, only about 150 billion years old. The last one was only at the initial stages, not even a single billion years old, basically a newborn.

The Sand Sect produced many other perfection realm cultivators, but they cut off their luck from the Sand Sect and left to discover their complete law. These three would probably leave after reaching the peak of perfection. While leaving a force is a big deal and can cause a severe backlash, if one master the right luck dao technique, it is possible to sever ties without any backlash.
While the Sand Sect had only three perfection cultivators, it boasted impressive numbers in the lower realms.
As a super sect with tons of resources, the Sand Sect spent a lot of time calculating the exact probability of success in reaching each stage of cultivation. These numbers were only calculated using data from the cultivators of the Sand Sect, so they may be much lower in more impoverished areas.
In total, there were around 900,000,000,000,000,000,000 mortals living in areas under the control of the Sand Sect. On average, one out of every 10,000 people, or 0.001% of mortals, had the talent to enter the way of cultivation. In total, during a 100-year period, the Sand Sect would, on average, get 9,000,000,000,000,000 energy-gathering cultivators.
The average success rate of energy-gathering cultivators in reaching the core formation realm was found to be around 20%; in a 100-year period, the sect would get around 1,800,000,000,000,000 core formation cultivators.
The success rate of core formation cultivators in reaching the nascent soul realm was found to be 10% on average; the sect would get 180,000,000,000,000 nascent soul cultivators each year. This number is astonishing, but the Sand Sect controls over 10,000 continents, each of which is bigger than the one the Brown family controlled.
The success rate of nascent soul cultivators reaching the divine soul realm was quite high, at 20%; the sect would get around 36,000,000,000,000 divine soul cultivators every 100 years.
The divine soul stage is one of the deadliest realms; the death rate is very high. This was confirmed by the study. The success rate of divine soul realm cultivators reaching the substance soul realm was only around 5%; the Sand Sect would get around 1,800,000,000,000 substance soul cultivators each century.
Reaching the multiple soul realm is a big step; the substance soul realm cultivators have no more than a 1% chance of making a successful breakthrough. Many obstacles exist, such as talent, resources, and lack of opportunity. The study found that, on average, the sect would get only 18,000,000,000 multiple soul realm cultivators every 100 years.
Reaching the multiple-soul realm is hard, but the void soul realm is on another level. The chances were calculated to be an astonishingly low 0.01%; the sect would get no more than 1,800,000 void soul realm cultivators every century.
It is much, much harder to transform from the void soul to the soul transformation realm. It was calculated that void soul realm cultivators have a mere 0.00001% chance of reaching the soul transformation realm; the sect would get only around 18 soul transformation cultivators each century.
There was too little data to calculate the chances of reaching the perfection realm. Still, with their limited data, they found that the chances for a soul transformation realm cultivator to break through to the perfection realm should be around 0.000000001%.
These chances were impressive; most sects would dream of such high chances. The initial stages have much higher success rates because the sect has many books and treasures that help lower-grade cultivators break through more easily.
The sect currently has around 180,000,000 soul transformation cultivators, a number they gathered over millions of years. It has been stable for many years, with some dying and new ones breaking through.
As the biggest sect in the world, it has many outposts in many different locations. Using its massive intelligence-gathering abilities, it has recently gathered strange pieces of intelligence about people with weird powers, which they call cheats, golden fingers, etc.
At first, the higher echelon didn’t take it seriously, but after a few years, an incident happened that shocked the entire sect. One of these people, who saw himself as the protagonist,' used the strange ability of his 'system' to steal a big piece of the sect's luck. The 'protagonist,' who had the terrifying ability to steal luck, was arrested with the cooperation of thousands of soul transformation cultivators, but no matter how hard they worked, they failed to realize where the ability came from; that piece of luck was also lost.
From that day, they have been screening everywhere to look for any 'protagonist' who may appear. The incident even alerted the perfection realm cultivators of the sect, who started helping, scanning the area under the sect's control with their divine sense. Unfortunately for them, even perfection realm cultivators have limits; they have limited brain capacity. Even though their divine sense can cover the entire world, they cannot process that much data.
Still, with millions of soul transformation cultivators in hand, the Sand Sect found thousands of strange people who called themselves 'transmigrators'. At first, the sect had no idea what they were, but after interrogating them, the sect discovered a scary secret: they were all from outside the world, sent here mysteriously. This was so shocking that it scared even the sect's perfection cultivators. Who knew for what purpose the outsiders were sending these people? It may have been a world invasion.
So, the Sand Sect did the most logical thing; it didn’t keep any of it a secret. Instead, it sent letters to all other super sects and to all perfection cultivators it knew. They were trying to form an alliance. As long as they find a 'transmigrator,' they have to kill or at least arrest them. They were all in the same world; if it was a world invasion, it was in everyone's interest to work together to defend. After all, if the world falls, nobody can ever craft a complete law to reach the 10th rank, the true immortality realm. Because of this, many of those ancient peak perfection realm cultivators were also moved and agreed to help.
