"Next!" A massive pink ogre behind an almost equally large desk yelled. The being was at least a story tall and was using a car sized stamp to either approve or deny the various papers. Essentially they were each the compendium of a single individual's entire lives. Every thought or action they ever had, so that King Yemma could briefly read through the report and decide whether they needed to be imprisoned in HFIL or were going to be set free to do as they please in otherworld.
"It's about goddamn time." He heard a gruff, irritated voice call out from down below. King Yemma raised an eyebrow and reached over his preposterously large desk. His eyes widened when he saw an old familiar face in the form of Kami, the guardian of Earth. In a way. Both King Yemma and Kami as well as many other individuals were of the 'Divine' or godly status.
Nearly every being capable of manipulating Divine energy was able to do so because their position or title demanded it. To that end very few beings in the entire universe fit that description and nearly all of them have had interactions with one another at various points of time for one reason or another.
In the case on Yemma and Kami, whenever a massive influx of souls arrived from the planet Earth specifically, Yemma telepathically checked in with Kami to see what the cause was and to determine if Divine intervention are needed. The last time they had heard from one another was the plague nearly 100 years ago that nearly wiped out humanity as a whole.
"Good heavens, Kami.. what's happened!?" The massive ogre bellowed in shock.
Kami smiled at the gargantuan man. "Hello King yemma, how good to see you again. It is unfortunate that it is under such dire circumstances. To answer your question.." He turned to look at Piccolo who had been the one to utter the curse that caught the king of death's attention to begin with.
"Ask this reckless young fool." He muttered, shaking his head. Piccolo grumbled and looked away, crossing his arms.
King Yemma gave Kami a sad, understanding smile before saying, "Well, Kami you and I both know, given who you are as well as your Divine status, that you will be given a free pass straight to otherworld with all of the highest tier privileges possible. As for the other one…" He looked briefly over at Piccolo and narrowed his eyes. "I'll need to study his file a bit."
"I can vouch for him..-" Kami began but Yemma cut him off. "I'm sorry old friend, that's not how this works and you know it." He said seriously while leaning back and adjusting his suit and tie. Kami nodded dejectedly and stepped back. Piccolo looked up with narrowed eyes and waited stone faced to hear the verdict.
"Hmm.." Yemma began looking iver the stack of papers. ".. It seems that your past reincarnation, King Piccolo, managed to avoid judgment entirely by reincarnating his soul as you.." As he said this Piccolo's eyes narrowed. ".. Unfortunately due to that you will have to bear the full weight of his crimes." He said finally.

Piccolo's eyes widened before he huffed. "Heh. Figures.." He muttered.
Kami shook his head in denial, stepping forward. "You can't do that! That isn't fair Piccolo Jr. Didn't do any of those things he's innocent!" The man pleaded. Yemma banged his gavel on his desk and a boom so loud occured, everyone present was brought to their knees.
"Order! You know this has nothing to do with me so don't go telling me what I can and cannot do. This is the way of things set in place long before you and even I held our positions. I cannot bend the rules this time.. The stakes are not high enough to warent intervention. Im sorry." Yemma explained matter of factly.
"..However.." The giant continued, "If you had let me finish then you would have known that I was going to continue on by saying that is what I have down for the evil deeds. Now it is time to look at all of the good Piccolo Jr. Has done since that reincarnation.." Kami and Piccolo shared a shocked look before turning their attention back to the still speaking Yemma.
"..He has made friends and opened his heart. The young man befriended a boy in his darkest hour and gave him a spark of light and hope. He has fought evil in the name of good multiple times and resisted at every turn, the urge to fall into old ways… And the most important and heavy fact of all.. He sacrificed himself for that same boy and the sake of all of his new found friends." He said, finally looking down at the two with narrowed eyes.
"The weight of self sacrifice for the greater good is an action that is outweighed by very few others. In light of this. You will be allowed to retain your body at the very least. And, so long as you are in the presence of Kami, you may travel freely between otherworld's sectors. Otherwise you may find yourself free to wander the eternal gardens of elysium for the remainder of your eternal years." He ordered, banging his gavel one final time in judgment.
Kami turned to Yemma "Thank you so much my dear friend!" He exclaimed. "Just doing my job, ahaha!" King Yemma laughed.
Kami turned to look at a smirking Piccolo. He had been hiding it like a true master but it was clear the younger Namekian was relieved to not have to spend an eternity in hell for crimes he never truly committed. "Do you know what this means Piccolo?" Kami asked.
"I'm not getting poked in the ass with a pitchfork?" He answered sarcastically. Kami frowned reproachfully at the man's attitude but continued. "Naturally, but this means I can take you to a very special person in order to receive special training." Kami explained. Piccolo's eyes widened. "You're kidding?" He mumbled.
Kami shook his head. "I'm not. But there's only one problem.. We have to take a snakeway and it's roughly one million kilometers long.. If you were on your own this would be a breeze but with me slowing you down.. by my estimates we should arrive within a week and that will leave you 6 months to train with the man we're going to see.
"Is he really that powerful that we need to go that far?" Piccolo asked incredulously. Kami nodded in response. "Oh yes. There is no doubt the results will be worth it. Not only is he extremely powerful and skilled but.. He has held the title of North Kai for eons. That means he is the ruler of the North quadrant of the known universe." Kami said seriously.
Piccolo took in the weight of his words and tried to imagine the kind of being that would possess such power and knowledge. Would they be malevolent or merciful? Would they look like monstrous titans?.. he shuddered. "Alright.. let's go meet this.. North Kai."
Kami held up a finger. "I believe he prefers King Kai. It wouldn't hurt to humor him and butter him up a bit." He chuckled.
"Oh great.." Piccolo groaned. Go figure he's egotistical in nature. How could someone so powerful not be?" He asked rhetorically.
Kami shook his head at the man like a frustrated father. "Make no mistake, young man. King Kai is a pure soul that takes his job very seriously. All life within his quadrant is precious to him and he works harder than you could ever know to watch over it. Every second of every day. So have some respect."
Piccolo leaned back and swallowed. "Errm.. right. Sorry. I guess I'm still just pissed that I'm dead." Kami laughed at the man and hit him with his staff. "Rightfully so! Now let us be on our way."
