In a highly defended building located in the middle of Central City, a small group of people sit around a large, ornate table, waiting anxiously for a late arrival. Well-dressed guards sporting the most advanced weapon technology known to Earth practically swarm the building, with the majority standing directly outside the room containing Earth's most esteemed members. Nervous tension fills the air as they all wait for Earth's leader, King Furry...
Minutes pass by slowly while they wait, causing the tensions in the room to grow even further. Before it becomes unbearable, however, the guards around the door suddenly move in unison, moving to form two lines on either side of the door. Soon after, the door opens, revealing the man they've all been waiting for...
A short, chubby, anthropomorphic dog wearing a blue suit steps into the room, bringing with him an air of regality. The various people sitting around the table breathe a sigh of relief as the dog-man slowly walks to the front of the table, sitting in the grandest, most comfortable chair in the room. With a wave of his hand, he dismisses the guards remaining in the room, waiting until they leave before he begins speaking.
"Ahem... ladies, gentlemen, those of you who are neither, I'm sure you're all aware of what I've called you here to discuss?" the King begins in a deep, smooth voice, contrasting sharply with his appearance.
A round of murmured 'yes sirs' spread throughout the room, although a few of them stay silent, unsure of the exact reason behind the gathering held today.
"Very well, I'll explain why we're here for those of you who have been... away for the past year."
The dog-man reaches into his suit's pocket, bringing out a small, black remote. He points it at the wall behind him, pressing the 'power' button to turn on a large TV screen. After a few more button pushes, a scene familiar to every person in the room appears on the TV.
Three small, white pods crash-land in the middle of East City, kicking up a storm of dust and broken glass as their landing sends massive shockwaves throughout the area. Not long after, the pods open, allowing three athletic, well-muscled men to step into the sunlight. A nearby civilian calls out to the trio, although the cameras couldn't catch exactly what was said. The shortest of the three grins evilly, speaking a few unidentified words to his tall, bald companion. The bald man steps forward, before his shoulder is grabbed by his second companion, a slightly-shorter, long-haired man. They exchange a few words, and then the video abruptly ends.
"This is the only known footage of the destruction of East City." the King says grimly. "We were able to recover the pods they arrived in and, judging by the technology inside the vehicles, we can only assume that these three men are not native to Earth. To put it simply, they are aliens, with technology even greater than what the top minds of Capsule Corporation could come up with. But as terrifying as that may be... it isn't nearly as frightening as this."
The regal dog-man points the remote at the TV yet again, showing an aerial view of what looks to be a rocky, barren wasteland. Several small figures can be seen on the screen, although the camera is too far away to show any details. Dark expressions immediately appear on the faces of most of the people in the room.
"Um... sir? What exactly are we looking at?" East City's mayor asks in confusion.
"This footage was taken immediately after the destruction of East City." King Furry explains patiently. "If you'll wait a few moments, everything will become clear."
The room falls silent as everyone turns their full attention to the video on the TV. The video slowly but surely zooms in on the figures battling in the wasteland...
"That's King Piccolo!" East City's mayor says in shock. "And he's... he's fighting against those aliens?! And those people next to them... those are students of the Turtle and Crane Hermits! They were the ones to defeat those aliens?!"
Earth's King raises a hand, instantly silencing the excited mayor. He speaks in a quiet, intimidating voice.
"I understand the reason behind your excitement, after all, these aliens killed you and your entire city, but please wait until the video is finished. I will not repeat myself again."
"...Yes sir."
The dog-man nods, turning his attention back to the television. Soon enough, a scene familiar to most of the room plays out...
The first to die is Chiaotzu, who blew himself up in a fruitless attempt to defeat the bald alien. The next to fall, to the terror of East City's mayor, is Piccolo. Soon after, the long-haired alien blasts Krillin into unconsciousness, leaving Tien Shinhan, Yamcha, and a young child to fight against the three aliens.
Tien is quickly killed by the tall, bald man, and Yamcha is beaten down soon after. However, when the bald warrior attempts to kill the black-haired child fighting against him, the long-haired alien suddenly switches sides, crushing the bald alien's wrist! The video ends soon after as a shockwave of power is released by the shortest alien.
"We recovered the body of the bald alien after the battle was over, confirming our suspicions that they are in fact not from Earth." the Kingly canine begins. "Their biology is different from anything we've seen, and their cells are unusually hardy. This is not what I've called you here to discuss, however..."

The dog-man presses a few buttons on the remote, bringing up a surprisingly clear picture of a long-haired, one-armed man floating in the air above Orange City.
"...the real reason you're here is to discuss what should be done about this man. Our sources at Capsule Corporation claim that he has a friendship with the CEO and founder of Capsule Corp, Dr. Briefs, and his daughter, Bulma Briefs. Furthermore, it's been noted that this alien claims to be apart of a race called the 'Saiyans.' From what we have gathered, he turned against the other two 'Saiyans' accompanying him to Earth, and was subsequently hospitalized in Wukong Hospital for approximately one month. After this, he disappeared for a few weeks before suddenly appearing above Orange City."
"His constant flights above Orange City have caused the citizens to ask questions... they've started to question us." the King says gravely. "While the existence of Ki hasn't exactly been a secret... we've purposely avoided spreading any and all knowledge of just how strong Ki training can make someone, to the point where, besides a few elite squads, we haven't even had any Ki users in our military. Having this 'Saiyan' fly around our cities unopposed was a bad enough look, but it only got worse when our military tried to stop him. I'll allow General Naoiki to explain what happened, as he was the one to order this attack."
The dog-man passes the TV remote to a nervous looking man in a white uniform. The General takes a deep, steadying breath as he stands up from his chair, before he slowly walks towards the TV.
"This Saiyan, who Dr. Briefs claims is named 'Raditz', has caused mass panic with his almost-daily flights. When he first appeared, he simply gave our people something to talk about. They all wanted to know how he was flying, but most assumed it was some new Capsule Corporation technology being tested. Unfortunately... this would all change when Orange City's News Station attempted to interview him."
He points the remote at the TV, playing a short video that begins with a single reporter, a short man named "Jimmy Firecracker", talking to the camera from the inside of a helicopter. The reporter explains his own personal theories on Raditz's ability to fly, then quickly tells the audience about his plans to interview the one-armed man. As they approach, Raditz raises his hand towards the helicopter, then the video abruptly ends.
"The reporter and his team were all unharmed." Naoiki explains. "According to him, the Saiyan released a beam of energy from his hand, instantly destroying the camera, before threatening to do the same to the helicopter if they didn't 'Fuck off.'--"
A round of nervous laughs, the loudest of which came from King Furry himself, cut the General off.
"Ha! He's slightly relatable, if nothing else. I can't count the number of times I've wanted to say the same thing to an over-eager civilian with a camera... but enough about that. Continue, General."
"Yes sir." the General salutes, before getting back to his story. "The 'interview with the flying man' was broadcasted live. When the camera suddenly cut out... I'm sure you can imagine the terror and confusion that the civilians felt. This was multiplied further when ZTV released a side-by-side photo of the three Saiyans who destroyed East City and the 'flying man.' When the population found out that the man above their cities was one of the three responsible for the destruction of East City... things snowballed. Riots broke out in the city. People were scared, they demanded that the military do something... and so I gave the order to gun him down."
"But the military, including our Ki experts, didn't stand a chance against him." the King of Earth interrupts harshly. "Tens of trillions of zeni worth of equipment was destroyed, and thousands of aircraft were lost in an attempt to take him down. The only saving grace is that we had no deaths or major injuries. The riots have only grown worse since then... the thought of one man having enough power to easily destroy our world, along with the fact that there's nothing we can do to stop him, have caused a feeling of hopelessness to settle in the hearts of our citizens. We've managed to stop the riots for now, but it wasn't bloodless, and support for the World Government is at an all-time low. I've gathered all of you, the most powerful, intelligent, and influential people on Earth, to discuss what we should do about this man. General, as it was your mistake that led to this mess, I'll allow you to make the first suggestion. For your sake, it'd better be a good one."
The room falls silent as each person inside the room stares expectantly at the General who ordered the attack on Raditz. After several awkward moments, General Naoiki clears his throat.
"We can't fight him, we can't kill him, and we can't make life difficult for him." he says grimly. "Our best option is to simply leave him alone. We can handle the civilians, it isn't the first time they've lost all hope. The situation isn't as bad as it was when King Piccolo took over Earth. As long as we don't provoke him further, everything will be fine."
Stunned silence settles over the room as the various politicians, scientists, and billionaires listens to the General's plan. After a few seconds, the room erupts with noise.
"So we're just supposed to give up?!"
"What if he goes further than flying?! What if he wants to take over?!"
"Are you insane?! You expect us to just leave that monster alone?! He's one of the murderers who wiped East City off the face of the Earth!"
"He's friends with the Briefs! We should seize their assets and use them as bargaining chips!"
"He goes to Capsule Corporation every day to train! We've tried conventional warfare, but we haven't tried biological warfare! If we study the cells of the dead Saiyan, we may be able to engineer a disease to specifically target him! We could spread it in his training room, then watch as he succumbs to the disease! After he's dead, we can claim credit, and regain the citizens' trust in our power to defend them!"
"Are you fucking stupid?! If that fails, you'll just get us all killed!"
"SILENCE!" King Furry shouts, drowning out the voices of everyone in the room. "I did not call you here to listen to you bicker! You are not here to shout your ideas at the top of your lungs! Our world is at stake, and yet you decide to act like children in front of your King! Have you no shame?!?!"
The arguments immediately end as the King's voice echoes throughout the room. Several of the businessmen in the room scowl at the dog-man, but nobody dares to refute his words.
"You are to calmly come together to agree on the best course of action. If you cannot come to an agreement, we will have no choice but to go with General Naoiki's plan, as distasteful as it may be."
The talks soon begin again, each person in the room now whispering their various ideas and plans. After several long, boring, fruitless hours, a single voice calls out.
"All of you are attempting to get rid of him, or work around him... but what if we were to recruit him?"
