Louis redistributed the personnel, and only then were all the ministers satisfied.
Three days after this incident, Louis gathered everyone again for another meeting. First, there were issues with the guild departments. Assault, Power, Finance, and Enforcement remained unchanged. A new department, Eagle, was added, with Eric as the minister. There was also a Wolf department, led by Leo, who also served as the training instructor. The previous Ninja department was now taken over by Jerry.
Fifteen territories under Nightmare were each supervised by different departments, with Enforcement overseeing them. Ninja was responsible for intelligence, and when someone posed a serious threat to the guild, Ninja could carry out assassinations without going through the guild.
After this reorganization, Nightmare became more systematic, and the roles of each department became clear. The organization began to mature.
Shortly afterward, the Dragon and Nightmare alliances launched attacks on Tiger almost simultaneously. Twenty out of the thirty different establishments under Tiger's control were under attack. Tiger's leader, Abel, couldn't sit idly by any longer. He launched several counterattacks, but they all failed, and he had no idea how many times he was cursed by Adolf. While Abel was the local leader of Tiger, in the eyes of the Russian mafia, he was still an outsider, so he had specially assigned a Russian, Adolf, to stay by his side, ostensibly as an assistant but actually to supervise him. Abel knew better than to offend this person, so he had to endure the insults.
At night, Abel sent five hundred guys, divided into two groups. Bud led three hundred to sneak attack the Dragon headquarters, while Brad led two hundred to attack Nightmare, attempting to strike at the heart of the alliance and hopefully save the guild from crisis. However, shortly after he dispatched his men, Ninja spotted them and promptly reported it to Louis.
Brad was a notorious outlaw, strong in stature, and ranked among the top three in fighting and killing abilities within Tiger. He didn't really take the recently risen Nightmare seriously and thought he could attack Dragon first. However, Bud beat him to it, which left him somewhat unhappy. Brad, along with his two hundred men, made their way from Tiger. Recognizing that being in such a large group could attract attention, he ordered his subordinates to split up and gather near the park entrance close to Ghost KTV. He himself took a van with a dozen or so men.
The van sped southward, and Brad, sitting inside, was feeling irritated. He exclaimed loudly, "Who does Bud think he is? He thinks he can sneak attack Dragon!"
Brad had a short temper, and no one dared to provoke him. One guy next to him took out a cigarette and handed it to him, saying, "Have a smoke! Don't get angry. If Bud's attack fails this time, you'll have a perfect excuse to push him out!"
Brad thought for a moment, then slapped the guy on the back of his hand, "Do you think I need you to teach me? You think I don't know?!" "Sorry, sorry! I misspoke!" "Enough, drive faster!"
After half an hour, the van arrived in the south, and there were fewer pedestrians on the road. Although this area still belonged to the city, it couldn't compare in population density to the city center. The two men were momentarily puzzled, not knowing how the strangers knew Brad was in the car. They asked, "Are you friends of Brad?"
The young man turned to look at the three guys behind him and smiled, saying, "That's right, it's them!" With that, almost simultaneously, all four of them pulled guns from their pockets and fired at the two men. They were too close, and the two men had no time to react. Each of them ended up with two big holes in their heads. The four men didn't pause and stepped over the bodies on the ground as they walked toward the van where Brad was.
Brad, sitting in the car, saw everything that happened outside clearly. As soon as the shots rang out, he knew he had fallen into a trap. He urgently shouted to the driver, "Reverse! Reverse!" The driver didn't pay any attention to the people on the ground and quickly backed the car away.
The short man who had fired the first shot smiled as he saw them trying to escape. He turned to the three people behind him and said, "When facing the enemy, always keep a cool head, no matter the situation. Like now, even if the enemy wants to run, we don't need to panic. Keep a steady grip on your guns, focus only on the enemy, and every shot will hit its mark!" With that, he raised his gun, stood in the middle of the road, and aimed at the van that was reversing. The strong night wind blew against his body, but he remained motionless.

A spark flashed from the gun, and a bullet shot through the windshield of the van twenty meters away, leaving a big hole in the driver's head. The young man chuckled and said, "Someone bold enough to act like this in the South, do you really need to ask who we are? But you can be proud because you're going to die at the hands of the Ninja!" After saying that, the young man bent over and pulled Brad out of the car, while another person knocked the gun out of his hand. Brad knelt on the ground and pleaded loudly, "Please... please don't kill me!"
The young man laughed and said, "I heard Brad is a tough guy, but today, he doesn't seem so impressive!"
Brad didn't have the same swagger as when he first arrived; he sat on the ground and said, "Where are you guys taking me? Please don't kill me, I beg you, please... just pretend I'm nothing, let me go!"
The young man glanced at his mouth and pulled out a black card from his pocket. "Brad, do you know this?"
Seeing the black card in the young man's hand, Brad couldn't help but shiver, muttering, "Black card!"
The young man nodded and said, "I'm glad you know its name. I think you also know its purpose! No one who has received the black card has ever lived in this world!" With that, he released the black card from his hand, and it fell in front of Brad. This was undoubtedly a death sentence for him. He still had a glimmer of hope that Brad could wipe out Nightmare, at least helping him eliminate one formidable enemy. But he waited all night without any news, and it wasn't until the next morning that he learned Brad had been killed on the southern road, with two hundred of his men dead and the rest injured.
Feeling that the tide had turned against him, Abel didn't wait for Adolf to speak; he immediately requested to return to Tiger headquarters for punishment. Adolf was so furious that he couldn't speak, knowing that his responsibility was much greater than Abel's. He had no choice but to call headquarters first, explain the situation to Tiger, and then wait for ten minutes before receiving a response. Without saying anything else, headquarters ordered the removal of Abel from his position and instructed Adolf to lead the remaining Tiger members back to headquarters.
In the afternoon of that day, the once arrogant Tiger called back all of his subordinates and withdrew from the city center. That evening, all the gangs that had joined the alliance held a large gathering at the Dragon headquarters, with the main purpose being how to divide Tiger's territory. Many smaller gangs that had not joined the alliance also attended, including Levi and Van, which surprised Louis. When Van saw Louis from a distance, he walked towards him with a smile and said, "Louis, you really tricked me!"
Louis inwardly sneered but appeared puzzled on the surface. "When did I deceive you?"
Van pretended to be familiar and shook hands with Louis, saying, "The last time we met at the East Ballroom, you only said you were with Nightmare, but you didn't tell me you were Louis!"
"These are all minor matters, and I had urgent business to attend to at the time."

Once they were in the empty room, Louis lay down on the bed to rest. Emmanuel smiled and said, "You're tired so quickly. You'll need more practice in the future. Learning how to deal with others is also a necessary skill!"
Louis nodded and asked, "With Tiger gone, it must feel like a weight off your shoulders for a while."
After hearing this, Emmanuel's smile faded, and he sighed, "Tiger may be gone, but Devil still focused on Dragon. And besides... don't laugh at me, Louis, but my position as the leader isn't very secure either."
Louis looked at Emmanuel in surprise. "There are conflicts within Dragon too?"

Louis hadn't expected conflicts within Dragon and asked, "Is there a way to resolve it?"

I'm really quite weak," Emmanuel said, lowering his head.
Louis got up from the bed and looked at Emmanuel with a sense of indescribable gratitude. "Do you know why I agreed to form an alliance with you? It's because being with you makes me feel a sense of kinship, and I trust your character. Just as we said when we formed the alliance, from this day forward, we shall regard each other as kindred spirits, mutually supporting each other, never turning back." With that, Louis extended his hand to Emmanuel.
Emmanuel's eyes welled up with tears as he shook Louis's hand firmly. "I, Emmanuel, will consider Louis as a family for the rest of my life, and I'll never turn back." Their hands remained tightly clasped together.
