After some time had passed, all three of them were sitting in lotus, surrounded by rubble. Yù Quán had taken this time to help Rèn Chāngmíng cultivate the [Quanzhì Palace Art] and set up any restrictions or chains of command he would need for the information. He couldn’t set up all the ranks just yet, as they only had figured out himself, keepers, and head scholars, but when they decided on those ranks, he would divvy up the flow of information accordingly. He did this all himself while Su Chunhua and Rèn Chāngmíng searched through the information available to them.
Luckily enough for Yù Quán, he could give permissions to specific people through the soul brands, so in the future, people down his chain of command could make decisions for those below them and so on. As Yù Quán finished, he opened his eyes to see Su Chunhua thinking deeply and Rèn Chāngmíng still in lotus, likely still exploring more information.
Su Chunhua noticed Yù Quán awake. “This art is truly magical.”
“That should be obvious by now.”
Su Chunhua rolled her eyes. “More so than before. The art doesn’t just give us each other’s memories. I mean, I’m sure it could if you will it, but from whatever restrictions you put in place, all the information is displayed in an impersonal way.”
Yù Quán didn’t understand what she meant. “Impersonal?”
“Like, for example, any information we have doesn’t show anyone’s point of view or perspective, just the factual events. It wouldn’t show the emotions and all the past memories of the man who got revenge for his family, just that he enacted revenge because of those emotions and memories.”
Yù Quán scratched his chin and nodded. She was right; an art that could do such a thing with no input from him other than the command to do so was even more powerful than they had expected. Was it the system? Or the art is somehow affected by the heavens or the world's will.
“It’s best like this, though,” Su Chunhua added. “Keeping things like this will help us be as professional as possible. Any emotions or bonds we create as a collective should be ours alone, not with or found within the memories of others.”
Yù Quán nodded. How could they know someone wouldn’t fall in love or come to hate someone because of feeling the emotions of the person who experienced the event? While empathy wasn’t too bad, it shouldn’t happen in such a way so often. Maybe they could save that for specific situations.
When Rèn Chāngmíng finished exploring the archive of information, he opened his eyes. He looked a bit strained, but it was likely from trying to process everything that happened. Now that everything was finished, Su Chunhua bid farewell so that she could start collecting more information. She had a decent amount, but some of it could be out of date since it had been a while since she was that deep into the happenings of Blossom Falls. After she left, Rèn Chāngmíng looked at Yù Quán.
“Now what?”
Yù Quán thought for a bit, then shrugged. “I guess I should start doing my job as law enforcement.”
Rèn Chāngmíng thought for a second. He needed to cultivate, but he was running low on revenge intent. He would have to go out hunting as the Mammoth of Vengeance again. Then he came up with an idea. Did he have to kill the person for it to be revenge? Weren’t there some cases where that was too much? He could only know by trying.

Rèn Chāngmíng turned to face Yù Quán. “Senior Brother, could I help you?”
Yù Quán was slightly taken aback. What made Rèn Chāngmíng want to help all of a sudden? But he really didn’t know where to start with the whole thing, so he would take all the help he could get.

Yàn Lìqín was in his office, rubbing his temples while holding a parchment in his hands. Before him were Yù Quán and Rèn Chāngmíng, sitting expectantly.
“Yes, the new laws and policies of Blossom Falls are finalized,” he sighed. “It was easy to work with the sects who wanted to save face, but those who were a bit more brazen pushed on some of the most basic of laws. It was quite draining.”
Both Yù Quán and Rèn Chāngmíng bowed, saying almost simultaneously, “Congratulations, Grand Elder.”
Despite being from another world, Yù Quán had gotten quite used to the manners of this one. However, his consumption of Xianxia cultivation web novels definitely gave him a headstart.
Yàn Lìqín took the hand on his head off and waved it. “It was nothing. It was for my own agenda, anyway. How could I not work hard?”
Yàn Lìqín gave a copy of the parchment to both Yù Quán and Rèn Chāngmíng since they would be working together. Yàn Lìqín didn’t question Rèn Chāngmíng’s involvement. Either he was just trying to help Yù Quán because of their relationship, or it had to do with his unique cultivation method. He did wonder if this would count as revenge, but he didn’t ask about it.
Yù Quán and Rèn Chāngmíng left with the laws and Yàn Lìqín’s instructions. They were to patrol and catch anyone breaking the law. They were to try to bring them to the town hall peacefully and cooperatively but could use nonlethal force if they refused to cooperate. The charging of criminals would be a joint effort of the council and the mayor, although the mayor’s intervention would only amount to receiving a report of the decision and important information to decide whether there was any foul play in the decision. Yàn Lìqín wanted them to catch enough lawbreakers for Yù Quán to rise to the ranks as quickly as possible.
Normally, Yù Quán and Rèn Chāngmíng would have trouble memorizing and committing all the laws to memory, but now they had the [Quanzhì Palace Art]. They read it once and could access it whenever they needed. The only downside is if they wanted to know them by heart, they would have to memorize them, but that could happen naturally as they went along. Plus, the [Quanzhì Palace Art] wasn’t only useful for saving the laws.

Yù Quán and Rèn Chāngmíng were sitting just outside of town on a hill in the open plains. They both accessed the mind palace and looked through the information they had on Blossom Falls’ criminal underbelly. Su Chunhua had been living there her whole life, and she was involved in the dark side of the town for quite a bit, as well. Once all her information was added to the mind palace, they had a pretty decent archive of all things criminal. Even if some of it was outdated, Su Chunhua was already out collecting more. Once they had chosen their targets, Yù Quán and Rèn Chāngmíng split up to finish the work quickly.
