Justitia left Warshawa behind fast, her multiple wings providing her with massive speed under the bright sun. Shortly after the start of her flight westward, she heard an explosion, and stopped hearing things very well. She knows light travels, she uses the light a lot after all, but if light travels, does sound as well? Justitia supposes that this is the only answer she will get for it, it's unlikely many people will answer her questions anymore without being threatened.
Sometime during her flight, she passes a squadron of jets, half of which turn to match her speed. The 2 jets fly at her sides, and she sees the men inside look at her. Their helmets obscure their expressions, but their surprise is obvious nonetheless. One of the men meekly waves at Justitia, and she waves back. They fly with her for a bit, before breaking off to go somewhere else.
Justitia passes many places she remembers, a partially sunken forest, an abandoned and burned out settlement, and Ostkampf. The less said about the last one, the better, but somewhere past Ostkampf she witnesses an adventurer party fighting a tank, and decides to stalk them.
The tank charges through the group, seemingly ignoring their attacks. The group spreads out, and encircles the tank. One of the magical attacks, a javelin of fire, manages to somehow penetrate the armor. The backside of the tank explodes, and goes up in flames as the engine detonates. The entire tank is burning now, and the crew inside must surely be cooking. The adventurers agree with that assessment, and gather to discuss the aftermath. Justitia can hear them talk about salvage, and being 'the furthest group out west'.
Their post-battle talk is interrupted not by judgement, but by the turret of the tank moving to aim at them. The team quickly takes defensive positions for the attack to come, but instead the fire of the tank suddenly escalates, and the only thing that comes out of the barrel of the tank is a steady stream of fire. The enemy within the tank has finally burned to death, but the adventurer's take no precautions, and slowly move to make sure it won't attack again.
Just as they all bunch up, Justitia blasts the entire group with radiant light. The tank hull has molten slightly, and the adventurers are all ash. Justitia takes a deep breath, one filled with ash. She doesn't mind the ash so much, at this point it's evidence of her existence, evidence that she's alive. She's not sure if she wants to be alive, but decides that she does for now.
She goes further west, and encounters trench lines, frontline settlements, and military buildup. The heavy preparation for war looks impressive on the surface, but the lack of magic Justitia is sensing is proof of the inevitability of their demise. Justitia witnessed firsthand how effective some magic can be, even if The Lost is the only force to have managed to wound her. What they do seem to have, is plenty of death magic. Necromancers that lost their towers have been getting integrated into The Lost, and graves have been getting dug up so that the soldiers of the past can contribute to the planet they don't remember once more.
Funerals are for the living anyway, and the living want to keep living.

It doesn't take much longer for Justitia to sense her scales, she senses that it's located in a large concrete building, with a red cross on it. Justitia reads the big letters above the main entrance.
"Krankenhaus" Justitia snickers a bit at the name, such a silly name for a building emanating so much death magic.
She supposes the death of so many is just such a silly affair, what could be worth dying in such large numbers for? What could be worth killing in such large numbers for? Justitia stops herself at the question, and thinks why she herself kills in such great number at this point. Looking at the people passing into the haus of kranken she can't help but think they have as much of an answer to that question as she does.
Maybe everyone just keeps killing in the hope that tomorrow might be better, and that one day we no longer have to kill. No one here looks like they actually believe that day is in sight, everyone looks ready to die for a cause.
Justitia enters the building, many look at her strangely, but while the people in charge of security tense, they do not act against Judgement on their doorstep.
The seraphim beelines for an office higher up, passing the many moans of the dying, and soon to be dead.
As she enters the office, she can't help but notice a strange sense of déjà vu. The baron had met her like this as well, but he had much more security. Across from a desk is a man with enough medals on his coat to form some sort of armor.
"Generaloberst Krantz at your service, lady... Justitia. Although soon I believe it will be Generalfeldmarschall Krantz. We have been expecting you, and I'm sure I know why you are here." He holds up the scales like one would hold a bag of dog shit, with reluctant necessity.
"Hand over the scales, or end like the baron." Krantz raises an eyebrow at the seraphim, he doesn't seem overly scared, but the sweat on his brow is visible.
"I have been in the business of suppressing dangerous mutants for a very long time, and your kind is truly difficult to deal with. Every single one of you needing such a personal touch to deal with, and while disposing of you isn't possible for a very long time, one doesn't survive so long by beating all problems over the skull with a hammer. Take the damn scales, and let's all hope this won't become a second Warshawa." Just like that, Krantz holds the scales to Justitia, who hastily grabs the scales. Him handing the scales over to her doesn't render him immune to judgement.
Justitia holds up the scales to Krantz who is sweating buckets while still trying his best to display an aura of calmness, and she judges him.
[You judge [Oscar Krantz] using the scales! This entity is considered innocent by the scales!]
Justitia stumbles as the words flood into her mind, him? An innocent? Impossible. She judges him again, she judges the men in the room, she even... judged herself, but the scales refuse to judge anyone for their actions. At Justitia's surprise, Krantz lets out a breath of air in relief. Justitia looks at the scales which had told her what to do always so dutifully, now telling her nothing.

"I thought of maybe putting one of our laws in there, but deemed that too dangerous. This was our solution." Krantz actually allows some pride into his voice, while Justitia is staring at the scales.
How can what is right change so easily? What is she to do now? Justitia eyes start burning, and she can't hold back any longer. She starts crying.
"Dad! Where are you!?" Justitia runs out of the building crying and looks to the sky, she sees what she was looking for, the remnants of a destroyed naval vessel in orbit. She flaps her wings once, and lifts off toward her birthplace.
Krantz is still sitting as his seat, absolutely baffled at what just happened.
