Alexander could come up with a lot of child-led films for her to play but they were special effects-heavy or are too obtrusive to be made in the 80s. Besides, they haven't even released any of the BttFs yet and Top Gun is still in reserve.

As such, the forming of Creed Animation was the best chance for Milla to be able to play out her eagerness at fame-seeking.
Voice acting was good and well but the character settings of Dragonball and TMNT don't have much for a little girl like her to go on.
Bulma's or April O'Neil's teen to semi-adult settings just wouldn't fit for a girl to dub them.
Alexander also didn't want Goku to be voiced by a girl just like how the past-future version did. Milla could be Chichi but that was only a few episodes worth of voice acting. It wasn't anything different than being a futuristic skater girl.
She could still do the Chichi role but it was a limited role that wouldn't help her dreams much. Hence, a better option with greater potential was made available by Alexander.
The fame and fortune avenue of being a singer were way greater than being a voice actor of an animated series.
It just so happens that this friend of his was quite the multi-talented gal that she can train to fit the singer description. Her acting and supermodel capabilities may have to sit aside for a while though.
Since Creed Animations will be hiring some people with nice voices anyways, why not just give her the spot?
With that one move, little Milica's star dreams and road to stardom would have a great boost. Miss Galina would be satisfied and train her daughter to the fullest while Old Sullivan wouldn't blame his cold-faced grandson for being a perfunctory friend anymore.
Of course, those hit-many-birds-with-one stone reasons are just the surface-level justification of the Milla singer plan.
Alexander hadn't forgotten his experimenter identity and observative vantage points after all.
Although Miss Galina was quite satisfied with her current job, pay, and her daughter's connection advantage, there was no denying that everything was developing at an incredibly slow pace.
As ambitious as she was, she must have some bits of dissatisfaction from the minimal gains of Milla's nominal granddaughter identity.
Having a comic character based on her daughter and a small role may not be so satisfactory compared to all the chauffering and house cooking she's been doing.
Of course, those are all darkened speculation on Alexander's side when he looks at everything from a negative perspective.
Miss Galina was clearly just satisfied with the status quo of her current life and not at that dissatisfaction point yet.
At least, the Creed company singer opening was a big surprise for the opportunity-seeking lady and would stump whatever discontent she would have had.
Anyways, that was on the mother's side of things to keep her satisfied and not mess most things up. Meanwhile, the daughter side was much on the harmless "test dummy" experimentation matters.
Alexander was just curious how his intervention would change a person's career level.
Although past-future Milla Jovovich was relatively successful on her multi-faceted status in modeling, acting, and music career, maybe some bits of tweaking may just improve some of those factors.
Sharing some spares of his future advantage was just a piece of cake after all and he could even test out his Chaos Butterfly identity with it.
He really didn't have to go that far on helping Milla out but her help during the chaos monster crisis was quite appreciated. He might also have been flattered by all the obvious puppy love being directed at him.
As much as he was being quite smug about that scenario and deflecting everything with causal rationale, human emotions would still be tugged by the simplest or vainest things.
Whatever the case was, the sense of normal camaraderie and explorative feelings he has with her was quite a nice feeling.
The original test dummy apathy might have tilted a lot since then and he was just looking towards how stuff would develop in the future.

While Alexander continue to list out weird reasonings to evade the heartfelt, little Milica was much more naive and simple than him.
While she was joyous at the singer good news, she was worried about matters that are normal in puppy love or lovestruck categories.
Won't she be too busy with her schools and training? Wouldn't her time with the already busy him be cut short by a lot? What if she doesn't sing that well and disappoint his expectations of him?
This was troubling little Milla that she had to scream into her pillow to vent what she could vent. "Aaaaahhh...!"
Her mother had no clue about her daughter's inner thoughts and only saw the pillow screaming, so she thought that the girl was just too excited with the singing good news.
She didn't reprimand Milla though as she would probably do the same as well when given a chance to be a singer.
