Ok, so we met Vi, Bricrui, and Iv's youngest sibling in the last chapter. We know that his father can't look at him because all he sees is his wife. His own father avoids his so it's understandable that the man doesn't know what he looks like. Not like that's an excuse to ignore your child. Hotoke explains early on that Vi paid more attention to him than their own father. So Vi essentially raised Hotoke even though she was a child herself. Everyone in their family knows that Vi is volatile but seems to force her into situations that aggravate her abilities rather than soothe them. He knows that his sister has a penchant for dramatics, which is why he doesn't seem surprised when she makes a dramatic entrance. He seems to have a minor form of her abilities because he tells us if he's around too many people for too long he gets migraines.
As to his magical ability, he spent a lot of time studying on his own. Mahoutokoro students start as early as 7, though they don't stay until 11. This means that Hotoke has been learning magic since he was 7 at least. He does tell us that his sister taught him to transfigure his clothes before coming to Hogwarts. It stands to reason that she taught him far more than this. Now, it is mentioned by others that Vi is wearing a combination of Mahoutokoro's robes and Hogwarts'. Mahoutokoro's robes change in color as they learn more. This information can be found on the wizarding world website. As it pertains to Hotoke and Vi, they learn best either alone or in a small classroom setting. Now, they can study dark magic but they cannot adopt the practices of dark practitioners or they will be expelled and tried by the Japanese Ministry of Magic. There's still a lot that we don't know about their magical education, especially coming from the Japanese imperial family.
