Chapter 38: Words of a Better Kingdom.

The crowd remained for a moment as if waiting for another attack on me, but as the seconds passed they had seen it was clearly the end. They began clapping but I tried to quiet them down first. It did take a while until the young ones stopped clapping. I sent a rush Mana into my voice and used Projector, to amplify my voice.

I smiled to the crowd, “My people, it is an honor to be your king. I may have a few stumbles in my rein but please bear with me. I will do my best in making this nation the brightest light in the history books, a light that will become a beacon to this world, that all of whom gaze upon it will be struck by a sense of awe. This light will be represented by its king, its government and more importantly, its people. For if you have a wise king, a decent government, but the people are miserable, then that light is not bright. However, it does not matter if the government is good or bad, the king foolish or not, if the people are of high morale, the nation is bright. The King needs to represent its people, do what is best for its people, make decisions that are carried by the government to better the lives of the Kingdoms people.”

I paused before I continued, “This nation has become bright from its dark days. Atrocities have happened in this very city and in all across the Astral Kingdom, back before this was a kingdom. Some of you remember those days, however, those days are no more. I am here to do my best to make sure that if a crisis were to occur, it will be dealt with and possibly averted. I want no dark days to ever fall upon this kingdom. I believe a reformation is in order for such dreams to come true.”

“I believe you remember the late King and Queen as a Grand Duke and a Duchess? When he was a Grand Duke, my father spent most of his rein doing nothing, because his fiefdom had no major disaster, there were no revolts, the Dukedom had maintain a stable status. It was stable, but it was dull. One day a dream was realized to him, his fiefdom had become a dreary place to be, despite being incredibly stable, there was no life. He then dreamed of the streets busy, children running around, shops full of exotic things. He had dreamed of his Dukedom to be fruitful in this world. He accomplished stirring in life into this place, and I am here to continue that dream.”

“As you may have noticed, there have been buildings built across the Kingdom, some small, some large. These buildings will be maintained by the government, they will have many functions. The first buildings you may have noticed everywhere are the very small ones. These buildings will act as a centralized mailing system. A Post Office, if you will. When you write a letter to a loved one, you can pay a small fee to have it send it for you. How will they get it? Simple, on a much bigger scale, I will have each housed numbered and every street named, I realized some are named but not all. Simply put the address of the receiver and they will take care of it for you. Eventually, there will be more of these Post Offices, and they will eventually handle more tasks for you, that help you as a citizen.”

“Regarding the larger buildings that vary in size and aren’t as common as the Post Office, these buildings are there for centralized learning. Children from the age of five to about eighteen will attend these schools, nearly every day until they have turned of age. Each day there will be a curriculum that the student or parent can decide for them participate in. The students will be there for the first of each day, free to do as they like for the second half. The will be fed by the school twice a day. Since I’m just introducing these places of learning, it will not be mandatory for them attend this year. Meals will be free for everyone that attends this year only though. I would appreciate scholars to take the role as teacher, though jobs will be available to those without experience.”

“Next you may have seen the largest buildings, these will be the temporary places of emergencies. I will eventually divide the buildings into three for its three respective functions; Health, Fire, and Criminal Activity. This building will cover for these functions temporarily because it will eventually become too chaotic and crowded to have it in one building for it to even be considered efficient. The future building of health will be Medical Core, or a Hospital. All health issues and emergencies will be handled there. Eventually there will be clinics and private doctors available for shorter wait times for non-emergencies. All emergencies will be paid for by the government. Men of medicine will greatly be appreciated to work in these buildings, though there will be jobs available for those without experience.”

“I have noticed that soldiers handle the little criminal activity that happens here. While this is good, it is not efficient. I need a separate head and division that will handle this, a Police Force if you will. They will act as guards, they will patrol around neighborhoods, they will help stop criminal activity, and eventually deter any from happening. And the last function of the building, Fire, as we know fires happen, with or without the involvement of Fire Demons. Generally neighbors pool together to try and stop the fire. However, this leads to injury and sometimes death, not only that but the house isn’t usually save. With a Fire Response Team, or Fire Department, ready for action at all times, done by professionals, there will be less causalities. The house should be saved if the response team is contacted immediately.”

“Now, you may have noticed a group of large buildings that I have had built in the Commoners District. These buildings will be that of a University. These buildings will be few in the Kingdom, they are for higher education. Education meant for adults of eighteen to several thousand years of age. Higher education will never be mandatory on the same scale that every child will need to go to their respective schools. Higher learning is for those seeking the jobs that I had listed earlier. If you want to practice medicine, teach others or have a government job, you will need a Degree earned from one of the Universities. Degrees vary in lengths of schooling required to get them. They will be required to have by those who have the job already as well, but not for another five years. I am still working out the kinks and need to screen professionals to hire for these jobs. I will be teaching there as well. I also highly advise merchants to earn a business degree, it will be huge leg up.”

“Lastly, I will reform the Army. I need to start it from scratch and have everyone retrained, ranks reworked, chain of command needs to be more solid. There will not be any drafts, even if there is a war. I say this because I will have benefits that greatly increase your livelihood available for soldiers once the reformation is complete. I do not have the benefits available yet, and will announce them accordingly. The Army is also maintained by the government as it is already.”

“I have said that a lot of things will be maintained by the government, it is true that it will be, but not on its own. I know everyone hates paying taxes, but I felt you would feel more relieved in knowing where the money is going. There will be a slight increase from the previous years, you won’t see it until next year though. As for me, your king, I too will be paying taxes, I shall pledge not take not even a single copper coin from the taxes.”

“I realized that was how Royalty and Nobility get money, is through taxes. Not anymore, I shall find a job to support myself and the Royal family. I will be teaching at the University at first but I will eventually move on to more local jobs once the University takes off. As for the Nobles, if you are listening, the noble rank you have must be earned. As of today all nobles, with exception of Duke Adolf Windbar, are now vice-nobles, ranks are no longer inheritable. I need a better government to better service the people. As long as you meet the schooling requirements and work ethic, you will maintain your status. I only want the brightest of the next generation to take part in Nobility. Even commoners can rise to Nobility with enough effort. I give the Nobles five years as well, then each five years after that, they will be put to the test and could have their titles revoked. It will be a contest of wit and popularity.”

I let the crowd digest what was said, “One last thing. The government is going to assume another role in your lives and that will be with records. In order to keep track of everyone’s accomplishments, misgivings, birth, death, and travels, I am coming up with citizenship cards, passports, and birth and death certificates. It will help you contact government officials to help you in dire situations, or for the government to contact you for any number of situations. It will make wait times at all the aforementioned buildings shorter and less chaotic. It will be a role to go to the Post Office, for them to handle it. The Record will be extremely local, and will logged by the local Baron. If anyone higher up needs to recall a certain person’s information it would only take a few hours instead of a few weeks. Every citizen will have one.”

“I have already contacted the other countries about the citizenship cards and passports, it will be international agenda, monitoring is important and it is my job to make sure my people are safe.” I about turned and walked through the doorway when I remember I wasn’t finished. “I realized I already said ‘One last thing.’ However, I have one final announcement for today. I will be getting married in one week. This is news to some of you, and I apologize for the short notice, but since I have so many people before me, I figured now was the time.” Upon me mentioning marriage, the girls walked to my side from behind me. “I will be marrying these four beautiful ladies, and you will have four Queens. All are welcome to attend the Ceremony. That is all.” I turned around after a wave of applause had almost knocked me off my feet. I briskly walked into the Palace and closed the door.
