"The Archduke, a man who holds the title of General in Australia, kneels before the throne. 'The Demon Lord inquires, so I assume they're planning to go to war against us,' she says.
'Yes, Your Majesty. The United States of America is indeed planning to go to war against us, and Florida and Texas are preoccupied with their own dungeon breaks. After all, the USA has been trying to reclaim those territories since they broke off 250 years ago, so there have been continuous skirmishes at the border.'
'It seems that many spies have infiltrated those countries and created artificial dungeon breaks,' the Archduke continues. 'From what I can tell, they simply linked teleportation formations to a bunch of random dungeons in Florida and Texa, then connected them to dungeons in the United States. They intentionally left those dungeons to cause a dungeon break when monsters attempt to escape. They enter the teleportation circle and are teleported to a different dungeon. The new dungeon forces the influx of monsters coming through by teleportation, out of the dungeon resulting in a synthetic dungeon break.'
'I see,' the Demon Lord nods."
"Have you informed The Guild? There's no way the Adventurers Guild staff aren't behind this," she said.
"Of course. We aren't able to prosecute any of the Adventurers Guild staff; they have diplomatic immunity in every country. That's part of the reason they can remain neutral, and the only reason the countries agree to it is because the guild resorts to the method of killing anyone that breaks its rules. There are no exceptions. I could believe they managed to keep a large number of dungeons secret from the guild, but setting up teleportation circles that can link dungeons together isn't something they could do without the assistance of The Guild."

"Good. How do you plan to deal with the upcoming war?"
"Well, I plan on recruiting the citizens. As you know, we don't have a permanent army, as it's been 300 years since we had an actual war, and the title of General is mainly honorary; I can recruit civilians and take command during times of war. I plan on having a force of a thousand as the main unit and enlisting more people if necessary. If each general does the same, that will give us a total of 4000, which should be enough considering each member will be elite forces. The Demon Lord notes that if we have too many people, we'll end up having to deal with monster breaks left and right. So, only having a thousand under each general makes sense."
"Yes, however, there is a possibility it won't be enough. As such, I plan on motivating the people to get stronger. Oh, and how do you plan on achieving this?"
"My plan is to host a tournament and use an artifact from the treasury as the grand prize. Which artifact do you plan on using? The Twilight Staff?" There was an uproar in the throne room at the daring suggestion of using such a treasure in a mere tournament. However, the Demon Lord simply waved her hand, silencing everyone. "I understand. Without a grand prize, it will be difficult to motivate people. And with everyone aspiring for such a luxurious prize, they're bound to train diligently. This should motivate the lazy individuals who have grown content with their current power levels. Yes, I plan on offering some smaller prizes for the top 10. That should also motivate them because even if they can't win, as long as they can place within the top 10, they should receive something good. I'll also offer a monetary reward for the top 100. Are you restricting any of the equipment or types of magic? no this will be truly no holds barred."
