As the dust cleared, the rank 10 Hero Gang Orca was standing in front of a hundred or so goons, each wearing the same costume and with some sort of launcher on one of their hands.
“Villains have appeared out of the woodwork to give chase! All would-be Heroes on the scene, kindly suppress the Villains while at the same time continuing relief efforts.” their arrival was announced over the stadiums speakers though personally the now missing wall was enough for me.
They seemed to be focusing down the area being used for treating and dealing with the rescued civilians, one such civilian I was currently with. It was obviously a “You’ve saved everyone, now protect them” situation.
While it probably meant there were very few left to rescue, unfortunately there was now a very scary group between me and saving civilians.
While Gang Orca was Focusing down the main group by the civilians, his henchmen were checking every angle. While I doubted they were allowed to use their Quirks, each was a Pro Hero in their own right so would be difficult to fight.
But as the announcement said, the goal was still on ‘continuing relief efforts’ so I’ll leave beating the Villains to the hot heads of 1A and get these guys out of here.
“Hold on now!” I told the old man as I picked him up, “I’m get you your treatment!”
“Wha-!? The Villains are directly between us and the relief spot!!”
“Trust me! I got this.” I replied.
He begrudgingly relented and I double checked he was secure before moving out onto the open field that would quickly become a battleground when Hero and Villain meet. I ran with a steady pace though I tried to keep my speed up. One of the henchmen must have seen me, no surprise there, and even after moving my path to try go around them our destination was the same, so they spread out a bit to block both me and any other Heroes coming from their side.
The launchers they hand on their arms seemed to launch a quick setting concrete from the few long shots I dodged. It wasn’t lethal, but even a slight splash would weigh you down.
It’s probably about time I use that ultimate move I spent the last two weeks on, y’know, the one specifically to show off our Quirks during this test. As long as nothing goes horribly wrong I should make it past them with just a slight use.

“Get ‘im!” one if the henchmen shouted as I got just a bit too close to their group. Luckily most of the others close by were already caught up in fights and Gang Orca was being attacked by the heavy hitters so I was able to run past mostly unimpeded.
“Broken arm!” I shout as I put the old man down in the medical area.
Things seem to have broken down near Gang Orca as Todoroki and some other kids Quirk collided badly. Honestly there was no cooperation between any of the heavy hitters. There probably wasn’t all that long left, only a minute or so.
I was debating what to do when I spotted a kid from a different school running down with a civilian I recognised from my earlier marking. She was one of the few in ‘Critical Condition’ and had multiple red ribbons tied to her.
One look at the student and it was obvious his Quirk was built for combat, he had what looked like armour as part of his skin for one, and I’d guess he was struggling for points this round with saving people, and now that he finally had someone to bring back for relief there was a large fight in the way.
I think this works?... between him and I is most of Gang Orcas henchmen and probably not much time left in the exam.
My ultimate move ignores the offence, focusing only on movement. It’s a mix of my speed, Shadow Step, and reminding myself I can use my Quirk on any past of my body for tree dimensions of movement. Speed can be countered, but using my Quirk I can stop my momentum and switch directions very fast.

Phantom Parade!
...Tokoyami helped name it as I was out of ideas, not that I was one to shout out moves.
I dashed past the first few henchmen distracted by other students and right into enemy lines. I bounced about in a rough zig zag pattern, side stepping a cement shot every now and again past half the henchmen. They really weren’t to be underestimated as one must have seen a pattern in my movement. I dodged low between two of them only to be closely surrounded by more, ready to cement my feet to the ground.
My ultimate currently didn’t easily allow for attacks between movement, but they weren’t needed. Slamming both feet down, I leapt into the air and Shadow Step’ed overhead, quickly passing most of the remaining henchmen. It wasn’t safe in the air for any long period of time as it would just make me a more visible target, so dropping back down I sprinted right out in front of the student from earlier.
Up this close I could see that his armour Quirk replicated that of a beetle, and his strength probably did too.
“I’ve got her!!”, I shouted above the sound of Quirks behind me “Go Wild!”
He carefully dropped the woman into my arms with a nod before barrelling into the crowd of oblivious henchmen. He was knocking them aside with ease.
A huge vortex of fire had shot up where Gang Orca was located, and the civilians must have been safely secured as most available students joined in with fighting. It made the return trip both easier and harder as the henchmen were distracted but there was a lot more chaos and Quirks flying about the place.
I had to slow down slightly to make sure my rescuee wasn’t shaken about too much, and as I handed her off to one of the students that knew first aid I noticed Uraraka and Momo running over with most likely the last civillian.
“Ahem, Emm, we’re now announcing that since all of the stationed H.U.C’s have been evacuated out of the danger zone, do pardon us, but we shall be taking the liberty of ending the Provisional License Exam here.”
“It’s all over!!!”
“After the final tally, we shall present the Pass/Fail Results at this very site. Those who are hurt, go to the infirmary… everyone else, change your clothes and stand by.”

“Hello, everyone. Thank you for all your efforts, you are to be commended for holding out so long. Now, we shall be showing the results… but before that, a word.”
“Regarding the grading method… we at the Hero Public Safety Commission and all of the HUC’s combined forces observed you throughout two different perspectives, docking points where we deemed fit. In other words… we based our judgement on how well you were able to conduct yourselves without any mistakes in a time of crisis.”
“Those of you who passed will be listed in alphabetical order. Please check to make sure your name is on the list…”
I know I didn’t make any mistakes but… right there under Midoriya, Minakawa, and Mineta was Miwaku.
I’m officially a Hero!!
Looking over the list that was up, it seemed that Todoroki and Bakugo had failed the exam. But apart from them, not many other did.
“Ehem, yes, well, has everyone had a chance to check whether they’re up there? Now we’ll be distributing your individual printouts. They contain the details of your evaluations, so please peruse them.”
“We marked your performance on a declining scale, with 50 points as the borderline for passing. If you look at your sheets, the particulars on which of your actions received demerits are neatly listed.”
We were handed simple sheets with a score and pointer where we had lost marks, and it seemed quite Quirk and role specific as a quick look at Momo’s showed her getting marked for first aid and relief efforts, neither of which showed up on mine.
And at the top, listed as my score, was 81 points.
It seemed I lost some from the rescues reporting a ‘Cold Attitude’ to them, which was probably due to giving just a quick word or two before finding the next civilian to mark with the ribbons.
Also listed was about my handling of the last woman, but apart from that it was probably just a bunch of one or two point deductions from a lot of different rescuees.
At least I wasn’t marked down for safety with all those I moved out from unstable ground.
“To all of you who passed, you have just acceded to a position granting you all of the rights of a Professional Hero in case of an emergency. In other words, rescuing civilians from harm in Villain battle zones, and the like… you will be able to act in accordance with your best judgment without a Hero’s Direct command.”
“However, do realise that each and every one of your actions now carries a greater weight of societal responsibility.”
“As you’re all well aware, the Hero par excellence know as ‘All Might’ has used up all of his strength. His presence was so massive that it served to curtail the number of crimes. Now, people of bolstered arrogance will no doubt appear, their inhibitions gone by the wayside.”
“As the prior balance is lost, and the world continues to shift in a broad way, it is you boys and girls who will comprise society’s core.”
“As Heroes, all of you must become the next models after All Might, able to contain crime through your very existence.”
“But remember that for the time being, you’ve been given a license to act as a Hero on a Provisional basis. It’d please us if you gave it all a trifling little thought or two, and poured yet more devotion into each of your schools!”
He went on to mention how anyone who failed could still get one through extra make up sessions, but by the time we all stepped out of the arena, all those who passed were holding a small card that marked us as Heroes.
