Many lifeforms were called Outers universally, It was discriminatory to address another lifeform as an alien if sounded degrading to be called an alien but ‘Outers’ was the term that was universally accepted term. Many Outers of various forms and shapes could be seen coming out of various vessels, one could come alone or bring a maximum of three people together to the gathering.

There was a race of slimes bouncing towards the entrance, a race of gel moving sluggishly toward the entrance, and even a race that seemed to be the living embodiment of fire and moved towards the entrance. It was a very odd sight-seeing all these races come together as there were over thirty thousand you could count at first glance. But even with all the diversity, there was one thing you could tell coming off each of the members here: unseen levels of strength as each of them had unbound confidence as they moved as if none of them was weaker than the other. And with a gathering as large as this there is one thing that’s a given and that is conflict, this could be seen as an outer would had the lower half of its body and legs of a spider and the top half of a beautiful female with a beautiful white top that seemed to be made of a very quality material that was impregnable, as one would find out to be her webs, this outer stood in direct confrontation with a Rocky outer, whose whole outer appearance was made of Rocks as he stepped on the floor a little dent could be seen. The whole structure was made of the highest alloy known to any outer as it could receive attacks from any of them here and remain undamaged.

“I see the Arachnids still decide to show themselves here” the Rocky outer spoke.

“Hmph, do we look like we should be afraid” the female said as she moved closer,

“Now you are here I wonder who would defend your puny planet” You underestimate the strength of the Arachnids; you stone for brain Kronians” the female bit back. One would observe that although both spoke in their native tongues, the necklace they wore would light up each time they spoke and translated their tongue to the listener. This was how it worked when races needed to communicate.

As the conversation became heated and wanted to escalate, the outers around them had begun to give them room as they moved to avoid getting dragged into their conflict, as these two races were well known for their animosity towards each other, a guard with a humanoid structure and with antennas and black eyes and hair flowing back suddenly materialized in front of them out of nowhere with an aura far more imposing than theirs ceasing their bickering as they quickly looked at her with respect:

“I would assume that the both of you know the rules,” she said as she folded her arms

“Yes, guard we do,” they said with a slight bow

“All your conflicts would remain outside from the duration of the meeting as any form of violence within this halls or universe would lead to immediate eradication of both and your planets, Wasn’t something as easy as that stick” she said with laxity, but to them it was anything other than laxity as the felt their backs soak with sweat with their heads bowed.

“Now please if you understand you may leave, but remember there won’t be a second warning during this particular gathering,” she said as he left at speeds incomprehensible to them as they went in very opposite directions to avoid coming in contact with each other.

The council was a gathering of the leaders of all the surrendered planets conquered by Guru as the strongest were utilized as the security keepers. They were really strong, enough to be able to lead their planet but unfortunately, it was against Guru. The council was divided into three regions based on the level of a planet and the influence it has over the others, if a planet is discovered it is graded from Tier One to Tier Six with the undiscovered Tier Zero. A planet is graded based on a couple of factors, technological advancement, the strength of the dominant species, and the involvement of third parties all these would grade just how difficult it would be to take over such a planet, as a tier six planet was considered the weakest as it would most likely be destroyed for being useless by the Supreme one, Guru as he converts it to strength enhancing pills for himself. And a Tier one Planet that is the most impossible to overthrow without the personal involvement of the Supreme commander, and the Undiscovered Tier Zero, a planet that can never be taken over. Such a planet has never been found.

The different universes are split and shared among the members in proper ratio to govern as the lowest regions won’t get any. The third region is made up of tier 4 planets and lower while the second region is made up of tier 2 planets and tier 3 and the first region is only for the tier 1 planetary leaders who are taken and enhanced further to form the guards and even further to form the shadow force.

A reason it was done this way was because of the universal law of balance that states that, unless a planet has evolved to have a species strong enough to resist some levels of strength, beings of a certain level of strength can’t bypass the restriction placed to enter unless they want to incur severe irreparable damages to themselves as it would forcibly be brought down to the level of the planet, and for beings that have lived millions of years as they built the accumulated their strengths, this was a no go area, so if a planet was discovered it would be assigned to a planet in a region that has acceptable levels of strength as each region has their chair head.

Everyone was sitting as there was chatter everywhere as each outer had a box with a screen himself to view the platform better. For the third region that was it, as the service you would receive would improve based on the region of your planet the first region had its own viewing channels as large and decorated as a five-star suite as they would utilize their spaces till the end of the meeting, as some can be as short as a minute while others as long as a month.

“ALL ARISE, THE SUPREME COMMANDER IS HERE” a guard stood on the podium as his voice resounded through the vicinity.

There was a hush as soon after whispering followed soon after:

“Did he just say the Supreme Commander” But he hasn’t attended any of these for who knows how many decades now”

“Who knows perhaps the gravity of the situation was one that needed his attention”

Different whispers were flying as all about the place as the announcement was made as he doesn’t usually make himself known unless it is of utmost importance.

“YOU MAY BE SEATED; THE COUNCIL WOULD START IMMEDIATELY” The guard announced as he left the stage leaving the people speechless. Most of them had never laid eyes on him as they hoped to do so today but apparently, he had already somehow gotten to his contact box, which was more or less a palace.

Coming on stage was a humanoid outer, with four arms and a longer-than-normal head that contained two pairs of eyes, as he walked onto the stage with a wireless microphone that could transmit sound waves across a structure as large as a planet. As he came onto the stage and appeared on the screens a name was shown, Regrem, as he looked at the audience with a smile.

“There would be no need to introduce myself as you already know who I am, perhaps you have a me as your advisor already so I would jump straight to today’s agenda,” he said as he waved his hands causing the whole place to go dark as on the screen, different images began to pop up and videos played as they showed different creatures using various powers and performing incomprehensible feats, this brought several gasps to the audience as why wouldn’t recognize them, when they were the third party that hurt the council the most, the third party who has threatened to bring about a tier zero planet before, it was the Host, a name that struck fear in all their hearts.

“You should be familiar with these by now as some here have barely escaped with their lives in previous conflicts, so I would just go straight to the point and say that, the Aurora’s has just been located,” he said as gasps could be heard all around the auditorium.
