Whenever the Twin Moons carried out robberies, assassinations, mass killings, or terrorist attacks, the sergeant and some of his underlings (and superiors) protected them. They ensured that the guards' collective response was just slow enough that the group could easily escape arrest, trial and their inevitable execution.
Still, none of the Twin Moon's members would believe that their friend, the undercover sergeant, has ties to the city guards of all people. The most they speculate is that he's a member of a crime syndicate or the servant of a wealthy human commoner that doesn't want to name themselves to the group, but does want to support their cause.
Well, after the sergeant passed their trials while undercover, he became one of their brothers. Who even knows if they’d really care that he came to them while being a city guard.
Today's operation is simple, requiring not too many of their members. All they have to do is cause a distraction that will get the attention of the crowd at Maz square. The sergeant decided that if they were to riot around this block of apartment buildings near the square, it would be a simple way to pull people away from Maz, thinning out the crowds there.
The sergeant stares up at the buildings where the action would happen. They look fine, they’re old, but their construction is quite good. However, because this area is so close to some abandoned buildings near the city walls, rents are cheaper here; most of the building's residents are demihumans.
Harassing the demihumans who enter and exit these buildings would be a good excuse to pull some away from the square. Unlike the protesters at the square who are mostly hardened and somewhat fearless, the demihumans just walking around here are easy targets.
The protesters from the square, being people who protect their own, would try to come out here to help protect those ‘easy targets’. The march sympathizers would tag along just to see what’s going on. This isn’t the first time the guards have used such methods; for a few hundred years, this protocol was something of an open secret among the guards.
It’s quite an ingenious method because it’s almost impossible to trace it back to the city guards. Even if anyone finds out they were involved, the city guards never face more scrutiny than they can deal with. Even if the extremist groups they use go too far, just so long as they don’t succeed at killing a noble family, it’s all swept under the rug.
Some news organizations even use the poor guard response to argue for the guards force receiving more weapons and equipment to use. So the cycle continues indefinitely.
The sergeant smiles just a little thinking about the scared expressions he'll see once the Twin Moons lock onto their targets around here. He might just need to watch from a distance, because he doesn’t like missing what his friends get up to. On another day, he might just join them in his plain clothes.
The sergeant considers the play the Captain had informed him of.
With fewer people hanging around Maz square, there would be less risk of people, both human or demihuman, getting in their way when they start arresting members of the crowd, principally that draconid man. An old guy like him came to the march on a mission and would not leave the square for just any reason.

The sergeant wonders what's taking the Twin Moons so long to get here…
As soon as he has the thought, he sees a group of about thirty men and women walking nearby. Each of them has two silver rings on their left hands, on the index and pinkies. One would assume the rings should be red because Omicron's moon itself is red, but the "Twin Moons" name is not a reference to Omicron’s moons.
It is a reference to the silver twin moons of heaven, an obscure, pseudo heretical concept of heaven, not yet fully denounced by the church.
According to that doctrine, humans are allowed to go to one of the two moons that they choose. One moon is a paradise of earthly pleasures, a hedonistic land filled with beautiful women and lots of comfort and luxury.
The other moon is a place where one would sleep and dream of reuniting with their deceased loved ones for all eternity and of forming lasting bonds between new people who share their interests and passions.
However, both moons are mirages and those who pick either of them upon the day of their deaths would instead find themselves in a kind of purgatory.
The true afterlife as espoused by the Twin Moons organization is only gained through suffering and bloodshed. Either through the endless wars of domination against humanity's imperfect and unruly servants, the demihumans, or the endless wars of extermination to achieve the destruction of the Empire, the crawlers hives, the wyvern kings, the sea races, etc.
Their name is actually an inside joke that’s explained only to those who are initiated. The sergeant feels annoyed thinking about the name of their organization.
Even though they're a group of terrorists and killers, why do I get the feeling that they're just as weird and dweeby as a bunch of middle school kids who want to look cool…
In order to bring the members out here, the sergeant sent a message over a magical communication device similar to a pager. It would be capable of sending short encrypted messages and only works one way so his contact in that organization with the receiver would not be able to send anything back (to refuse the assignment for example).
The sergeant had only sent the location of a dead drop point where the Twin Moon members would receive instructions about what they were tasked with. The message he sent ended with "calling in a favor." Since the guards force provided their group with a lot of funding and weapons over the years, they were due a few large favors, one they would call in today.
The sergeant moves off to a hidden location, making sure the Twin Moon members walk towards the dead drop location. It is in an alleyway between two apartment buildings, where, near a wall and between two empty garbage cans, there is a full set of instructions that the sergeant had drafted and placed.
The instructions tell the Twin Moon members to cause a distraction by harassing people, rioting and making some noise around these two apartment buildings on either side of the dead drop alleyway.
He also details the current unrest around Maz square and how they needed to pull demihuman members away from the square. Once the instructions are opened, read, closed and then placed on the ground (as is their agreed upon protocol), they "self-destruct" through the effect of a magic engraving on each page of paper.
The sergeant waits for the noise of self-destruction… he hears a small pop and sees a little bit of quite well shredded paper flying out the alleyway, carried along by a small gust of wind.
There it is… alright, I'll leave it to them, they'll know what I'm looking for. Let's go tell the Captain that the preparations are underway.
