Chapter 13-Education, Year 5 Census, Election Results and Rosian Envoys

Unlike the United States, which holds its elections around winter, Kylia had to start the elections early this year, stemming from a lack of proper infrastructure to properly count all of those ballots.

During the winter Kylia allocated some funds to build a couple of schools, these schools would then start the training of the Kingdom of Kylia’s first high end talents.

When she was waiting for the ballots to be counted up, the Year 5 census had come out.

The population of Kylia had officially surpassed 10,000 people, growing by 5% from last year. The economy is expanding at a breathtaking pace, a full 10% bigger than last year, steel production is nearing 30 tonnes and National Strength grew by 10%.

It can be said that the Kingdom of Kylia is shifting into a gear of high speed growth, factories are springing up, civilian shipbuilding is expanding, roads are being built, three story housing is appearing, a big sector of land is dedicated to the new central government and rigorous zoning of the city is being planned, to avoid overcrowding in the future..

Then the Kylian election results came out for the Kylian Parliament.

MKP stands for Member of Kylian Parliament. To get a MKP, you need at least 2% of votes in the voting population. In total there can only be 50 MKP’s at a time. Only these four parties got those MKP’s, with the Royalist Party, led by former lord Fermer, in the lead. About a third of these MKP's are female.

You may have noticed that compared to earth, there is a much greater sense of gender equality in this world. This is because of the absolute shortage of sentient beings on this planet, not even numbering one million. As a result this leads to women joining the workforce to make up for this shortage of manpower

Back to the elections, as most of the Kingdom of Kylia is still fanatical about their newfound queen, it makes winning for the Royalist Party easy. In the last five years, nationalism had taken a hold of the public, turning many into fanatical Royalist supporters.

The moment the Royalist Government came to power, both a proper constitution and a bill of rights was quickly written down to ensure the liberties of the people. It's pretty much a mixing of the values that the free world back on earth had figured out.

A month after the inauguration, as the sunlight broke over the horizon, casting a golden hue across the growing City of Kylia, a Rosian vessel docked at one of the newly constructed ports that was built during the civilian ship building expansion.

Two Rosian envoys were guided toward the grand gates, their eyes wide in astonishment. The taller envoy with a bushy beard, looked down the cement road, "By the Valords! I've never seen a continuous piece of stone! Not a single piece of trash or filth on it either. And I thought Rosa City was good."

His companion to the right, adjusted her gray cloak, her gaze fixed on the bustling market below. "Indeed, the weird streets are teeming with merchants and untouchables alike. It seems that the local Valord was a lot more capable than we thought," she replied, a hint of envy creeping into her voice.

As they made their way through the bustling city, they marveled at the Kylian flags that adorned every building. “You know,” the taller envoy said, scratching his beard thoughtfully, “I half expected the capital to be drab and grim, a mere reflection of our own. Yet, it is very clear that these people are fanatical to their leader, even more than we are.”

His companion couldn’t help but smile. "This means that the Kylians are far stronger than we ever thought they were. We need to declare war on them as fast as possible. Imagine how much more dangerous they will be in 10 years time."

The escorting soldier, overhearing their conversation, chimed in with a hearty laugh, "Aye, my lady! You underestimate us too much and have no clue what you're dealing with. Our Blue Army can easily solo one of yours ten to one!"

Both envoys ignored this claim as they followed the guard deeper into the heart of Kylia City. Eventually both envoys arrived at what looked to be the construction of a huge outline of a building.

In front of the construction site, a skinny, yet confident Rohati man welcomed the envoys to sit down on some chairs that were hastily set up when they arrived.

Shaking out his hand, President Zoloti, Roshi’s twin brother, with a charismatic smile, greeted the envoys. “Welcome, esteemed ambassadors! My name is Zoloti, elected President of the Kylian Commision, a branch of democracy of the Kingdom of Kylia, it is nice seeing some new faces around here!”

"Untouchable," the taller envoy began, with a slight bow, "first, you're just a western state that is part of an alliance of Valor States to guarantee influence against Hyrule, not a Kingdom. Second, we come from a time when kings and lords governed with unwavering authority. This... democracy you speak of, where untouchables have a say in decisions? It's hersey!"

President Zoloti smiled patiently. "Well, Sir, democracy allows every citizen a voice in how they are ruled. It ensures that power isn't concentrated in the hands of a few."

the male envoy's wise yet skeptical companion, furrowed her brow, interjecting, "But with so many opinions, how do you make decisions? Surely, chaos must ensue with such disorder!"

"Ah, but it's through debate and compromise that we find our way forward," Zoloti explained, gesturing calmly with his hands. "It's not chaos; it’s a system built on dialogue and understanding. In fact, with the amount of proposals our government gets per day, it's a lot faster than the previous method and it nurtures the responsibility of the people."

The male envoy crossed his arms defiantly. "Untouchables with such... power seems perilous! In our State, the will of the Valor is law. Are your untouchables never tempted to abandon this fairytale of equality in favor of decisive rule?"

"Well, the beauty of democracy," the president replied a bit more aggressively, "is that it protects our hard fought freedoms and dreams. When leaders fail to try to oppress the people, the system lets the people choose new leaders. It’s not perfect, but it's a path we choose to walk together, ensuring that everyone has a seat at the table."

The envoys exchanged glances, their expressions a mixture of confusion and anger. President Zoloti could see the wheels turning in their minds, probably wondering what sort of drugs Kylia had to take to bring this kind of nonsense into her Kingdom.

The taller envoy, still recovering from the shock of an “elected untouchable” , stepped forward and fumbled with his words. “Thank you, untou-Mr. President. We... um, we’ve really come to discuss trade agreements,” he stammered, his brow furrowing over his mistake.

President Zoloti, clearly noticing the envoy’s apprehension, leaned in with a warm chuckle. “Ah, trade! A topic dear to my heart, but just as dear to the hearts of our peoples. We value our relationships and look forward to discussing matters of mutual concern, wouldn’t you agree?”

The envoy’s companion, attempting to make a point, interjected, ““Mr. President,” she began hesitantly, “we’ve noticed an alarming trend of goods being dumped into our markets. It’s dealt some serious damage to our local economy.” The male envoy nodded in agreement, eyes slightly dimmed with worry.

“Indeed,” then chimed in the male envoy, a hint of frustration in his tone. “We’re struggling to compete when Kylian goods saturate our markets at prices we simply cannot match. So we want to end the steel embargo in exchange for some trade restrictions.” President Zoloti leaned forward, his brow furrowing as he listened intently.

“So why won’t you enact tariffs?” President Zoloti then asked the two aggrieved envoys. Tariffs are a great way to limit the import of cheap goods, shielding your economy.

“Untouchable, we have tried!” the male envoy said angrily. “Every time we raise the price on the import of your goods, the untouchables in our state complain about high prices, they have been hooked on low cost prices and won’t change back unless the rise of prices is external to our control.”

Coldly, Zoloti responded. “If so, then what benefits will Kylia get?”

Gritting her teeth, the male envoy’s companion replied. “We will declare an unconditional peace treaty for 15 years, recognize the Kingdom of Kylia as a true nation, not a state, pay for what little goods we buy from you with the Kylian Kon and help you Kylians sell your goods to the international community free of charge, without paying the channel tax to leave the Rosa river.”

“Great!” Zoloti passed out a document to the envoys, “we are more than happy to pass this agreement, just sign here on this piece of paper once we're done figuring out the small details, let's call this the treaty of Kylia everybody.”

After some talk back and forth between the two parties, both had finally came to agreement that-

The State of Rosa will recognize the Kingdom of Kylia

The State of Rosa will purchase goods from Kylia using only the Kylian Kon

The State of Rosa will open the Rosa river channel for all Kylians free of charge

The Kingdom of Kylia will dramatically increase the prices of goods exported to Rosa

No war will be declared between each party for 15 years

Sadly Zoloti could not gain any more benefits from the State of Rosa as there are just not many benefits to be gained from such a poor State. However both parties did achieve the goals they wanted to achieve. Rosa has time to buy to rearm its military and Kylia can access a huge international market of 300,000 and slowly infiltrate the Rosa economy.

What's also nice is that Kylia gained international recognition right off the bat, which can increase prestige among the international community, preventing Kylia from becoming Isolated.

With this, the rise of Kylia can be said to be almost guaranteed.
