Chapter 11-Establishing a Civilian Government.

“I can’t take it anymore!” Getting up from her desk, Kylia began pacing back and forth in front of the open window. Birds were chirping, weird insects were flying around and two tiger sized whitish Blue Wolves were lying around in the grass, relaxing in the summer sun.

During the winter Kylia found these two Blue Wolves all starving right outside one night when she was practicing her sword technique. Taking them in, she named them “Dlya” and “Nadiya” , which translates to “For” and “Hope” in Ukrainian. She liked both of them so much that she even went as far as making the Kylian Blue Wolf the national animal of the State of Kylia.

Kylia has been getting very stressed out over the recent explosion of paperwork in the last five years. Before it only took three people to really manage the State effectively without hassle as most people just farm and do nothing that requires much of the Valord’s attention.

Of course this still changed in time as now the State of Kylia had changed to operating off a weird feudal, capitalist, socialist, partial civilian government where all serfs under Kylia’s rule are now partial free citizens, where they can buy property and work in government all under the premise that Kylia “owns them” .

This resulted in a shortage of high up civilian politicians with real power, not like some tax collectors or living calculators that just do Kylia’s bidding.

But now the State of Kylia receives dozens of important decisions and reviews per day from progress on certain industries to disputes between arguing civilians. Kylia has to manually tune in many important, yet small details that could be handled by any other elected civilian politician or official.

The current government is just too inadequate to deal with the massive growth in government and civilian affairs. If Kylia wants to keep her sanity then she must create a new government before things get out of hand.

There are many different choices for Kylia to pick from, multiple types of Democracy, Communism, Authoritarianism, Totalitarianism, and many more. However, the system of government that stood out the most to Kylia was the famous British Constitutional Monarchy.

There are many benefits to gain from a Constitutional Monarchy, it provides continuity and stability, a unifying non-partisan representative of the state, and reinforces government legitimacy. With a higher source of power, the elected government cannot get too complacent with their policies nor treasonist to the State or they may get sacked by the ruling monarchy.

The best example of the successfulness of a Constitutional Monarchy is Queen Victoria of the British Isles. Before Victoria came to power, at best, the British Empire was the strongest empire in Europe, the strongest but not by a lot. After Victoria manhandled the British government with her high prestige, the British Empire became the empire which the sun never sets, stretching from Canada to British India.

Britain, which it’s geography can only be said as “good” in the world, became a superpower under Constitutional Monarchy, replacing traditional empires with traditional governments, such as the Qing Dynasty and the Ottoman Empire as number 1# empire in the world.

Of course, there are some problems with Monarchies, such as passing down the throne to a new heir that is capable of ruling. However with Kylia’s life span, she would not need to think of that for at least the next 6000 years.

Also Constitutional Monarchy only works if the “Constitutional” part works, not just the Monarchy. After the reign of Queen Victoria came to an end, the following monarchs that followed were good in quality, however British parliament and the British economic system was too inadequate, leaving a gap open for the US to catch up.

Instead of British Parliamentary Democracy, which can only be described as “good enough” , Kylia shifted her focus to EU Representative Democracy, which seemed much more attractive.

Nobody gives the EU the credit it deserves. While many say that the Nordic, Chinese, Korean or Japanese styles of government are the best, the EU far outcompetes them in government management.

The EU is made out of 27 different member countries that mostly are mostly different in language, culture and government, many who wished to commit genocide on each other just a century ago are now packaged into a neatly partial federalized organization called the European Union.

This is the equivalent of taking the US, China, Russia, Pakistan, India, North and South Korea, forcing them to cooperate economically and become “nice buddies” . Not only would they not be able to do this, they would nuke the person who came up with such an Idea.

The EU does this all while raising the economies of member states and building new infrastructure. While many think of China and Japan as countries with a level of Infrastructure that is much better than the US’s, not many know that they have built all of that infrastructure blindly, leading to high maintenance costs and consequently, experiencing stagnating economies with roads that lead to nowhere.

The EU also has a level of infrastructure that is much better than the US’s, however, such infrastructure is only built in places that are needed, or that are ideal for the location. As a result the EU did not make the same mistakes that the Japanese or Chinese made.

If it weren't for the lack of oil and a strong central government, the EU may have been on par with the confused US already.

Aiming for an EU style of government will become one of Kylia’s main priorities for the State of Kylia, as nobody wants to be a Soviet Union, or a lame duck US, Kylia would become a state of poverty, or become radically divided if that ever happened.

Kylia, who was committed, quickly started to write a guideline for the new Kylian Government. The State of Kylia, unlike the EU, should not Federalize as there is only one member state, which is Kylia. Instead a Unitary state would be propped up with representatives based on population, not member states.

The Government will have three branches in total, each controlling either Executive, Legislative, and Judicial powers to balance each other.

For Executiv-

The Kylian Council, which will group the state’s top political leaders, consists of a representative of every unit of population. It will set the state’s broad direction and settle urgent high-level questions. Its members elect a president, who can serve up to two five-year terms.

The Kylian Commission, which will be the state’s primary executive body, wields the most day-to-day authority. It will propose laws, manage the budget, implement decisions, issue regulations, and represent the state in international affairs. The members of the commission are appointed by the Kylian Council and approved by the Kylian Parliament.

For Legislative-

The Kylian Parliament will be the only directly elected government branch, with representatives apportioned by the general population. Just like the EU, it won’t be able to propose legislation, and laws can’t pass without its approval. It also will negotiate and approve the Kylian budget and oversee the Kylian commission.

For Judicial-

The Court of Justice of Kylia will be the state’s highest judicial authority, interpreting Kylian law and settling disputes.

Plus, there will be Financial and the Monarchist-

The Kylian National Bank will manage a new currency for the state and implement the state’s monetary policy. It will also help regulate the future Kylian banking system.

Kylia will have the power to fire those from any of these branches of government. She will also possess all Executive, Legislative and Judicial powers to enact nationwide policies if needed.

In this sense, she is also your classical dictator except subtler, (GOD BLESS QUEEN ELIZABETH!) only using her powers and prestige to intervene in a state of an emergency, like war.
