Portal Access and Aura Grading Regulations
Section 1. Purpose
The purpose of this regulation is to establish a fair and ethical system for grading an individual's aura attunement to limit access to dangerous dimensional portals under PSA's authority. This aura grading framework aims to promote safety and responsible portal exploration.
Section 2. Aura Grading System
The PSA shall develop and implement an aura grading system to assess an individual's mystical affinity and suitability to access portals of varying mystical energy levels. Higher aura grades confer access to more portal categories. Lower aura grades face progressive restrictions to limit risk exposure.

Section 3. Grading Criteria
Aura grades shall be assigned based on comprehensive evaluation of an individual's inherent metaphysical talents, awakened abilities, mental discipline, portal experience, specialized training, and personality/ethics profile.
Section 4. Grade Levels
The PSA shall define aura grade levels from F to A+ representing ascending levels of mystical prowess and portal access allowances. The PSA will maintain and periodically update specific grade level criteria and portal access rules.
Section 5. Appeals Process
Individuals shall have the right to appeal their aura grade assignment through a fair and impartial appeals board. Applicants may submit additional evidence on relevant grading criteria for re-evaluation.
Section 6. Grade Reassessment
The PSA shall reassess aura grades for personnel every 1-2 years. More frequent reassessment may occur if unsafe conduct, violations or concerning changes are noted.
Section 7. Aura Oversight Division
The PSA shall establish an Aura Oversight Division tasked with codifying grade criteria, conducting evaluations, issuing aura grades, and monitoring compliance. This division will have authority to restrict or revoke portal access from individuals as warranted to enforce regulations.
Section 8. Effective Date
This regulation shall take effect 180 days after final approval and publication. Aura grading and portal restrictions will be phased in over a 1-year transition period.
