The official Head of Luria’s Bureau. Zaccheus has served Luria for over 30 years, and had witnessed the succession of Luria’s Leader twice. Zaccheus is a Divination Tool user, but the specifics surrounding his Tool have not yet been revealed.
Zaccheus was Michel’s first victim during the ‘ACM Case’ in 1884. He was struck with the Exorci Zealot of Mist that had been imbued with a weapon by one of Michel’s ‘Fleshes’. This caused him to have no recollection of the person who handed him the letter that revealed the location of the last two victims. This phenomenon resulted in Emon heading to the North-Eastern part of Ventoria and have his fate manipulated by both Michel and Caelum’s ‘Mother’.
Eighteen years later, Zaccheus encountered Michel alongside Emon, who was then revealed to still be alive as an associate of Michel. Zaccheus was acknowledged as a founding member of ‘The Syndicate’. He helped Helvega have a grip over her emotions after she encountered Emon and was filled with rage. He holds one of the highest positions within the Luria Assembly.

The newly appointed Leader of Luria, face of Terra Firma, and Head Master of the Gaian Temple’s 250th Inquisition. Eighteen years prior to becoming Luria’s Leader, Phineas was revealed to be a close associate of Michel, and a person who played an important role in the fabrication of the Rapid Decay Phenomenon that plagued Denevians many years ago. Phineas is also hinted to be an important figure within the Luminary Bureau, and is regarded as one of the most powerful figures within the entire world of Livayae in terms of power and influence.
Phineas is a Divination Tool user. Not much about his Tool is known except the name which is ‘The Law’. It allows its user to manipulate cause and effect at will.
