If all 300 are used and we expand them to house also 40 million people you should be able to accommodate 12 billion people.

“Each city has a territory over which they can decide , if they want they can build small towns with lodgings” said El’Anor.

“That sounds better , not everybody wants to live in a city even if it’s virtual” said Helena .
