Police HQ Meeting Room

Naomosa watched with anticipation as the chief, Tsuragame stood in front of Every important figure in the Japanese police force, A room full of old men, most of whom were balding or bald. Tsuragame “First I must ask that nothing stated here leaves this room”

A chorus of affirmations echoed throughout the room. “Good, Now it has come to our attention that the League of Villains haven’t been working alone.”

The Senior Commissioner of Hosu stood up. “If this is another meeting about the trafficking ring, then I should just take my leave now, I can’t waste my time with this whilst My precinct has to hunt for stain, alongside your investigation into this ‘league of villains’ I mean they haven’t shown their face once after the attack of UA”

Tsuragame looked at the man with a calm demeanor “No, this is actually about a new development. One of my officers had been staking out a potential link to the LOV when they discovered a warehouse full of Detnerat tech, including ones that utilized trigger”

The precinct leader of the Tokyo Center rubbed his temples “You mean the Support Company? Whilst I admit their tech has been found stolen more than the other companies, they’ve done a lot of good for the heroes in my area. Are we sure this illegal equipment is theirs?”

Tsuragame motioned for Naomosa to stand. “How about I let the detective who found this equipment speak for himself.”

Naomosa cleared his throat, turning to face the group. “Detnerat Tech is 30% of the equipment found in raids, whilst this may not sound like much, keep in mind that 54% of all tech found on villains are so destroyed as to not be recognizable. Meaning that Detnerat accounts for the vast majority of the remaining 46%. It was also found that the illegal tech matched their standards for production. One has to at least question Detnerat’s security for how easily criminals seem to get their hands on them.” the Senior Commissioner of the Aichi prefecture stood up. “Detnerat has been very cooperative with Aichi police, they have managed to drop the numbers of stolen tech tenfold since we began working with them, I fail to see how they could be involved in villainous activities.” Naomosa studied the man, a headache growing. “ That coincides with the number of tech being destroyed upon capture doubling in number. But Detnerat isn’t the only company we want to talk about today. The other one is Curik, who’s crates we also found in this warehouse. From what we could recover they contained the quirk statuses on children from the age of 3-7. Alongside quirk suppressant cuffs.”

The Hosu Senior Commissioner slammed his fist on the table “You mean to tell me that the villains have access to quirk suppressants? How could they? Whenever those things are moved there has to be a hero escorting them.”

Naomosa nodded his head “And any theft or missing cuff has to be reported straight to the HPSC and the chief of police, But Curilk hadn’t reported it missing, when it was found, nor have they come forward since.”

Whispers filled the chamber “This is why we are planning a complete raid on Curik, and are in the stages of investigating Drtnerat, But in order for us to get everything we can from Curik we will need each precinct to cooperate in this, We will hit every Curik facility simultaneously. We need everyone to prepare their departments for this, get everyone up to speed, we will try to hit them as soon as possible.”

The Hosu precinct leader stood up “We currently have our hands full with the hero killer and an uptake in vigilante activity there. we don’t have enough men for a raid.”

Naomosa calmly responded, “Then we will supply you with the necessary men, Alongside whatever

heroes the HPSC can spare. Will that work for you Senior Commissioner Fuhai Hana”

The Senior Commissioner stared daggers at Naomosa

“If the HPSC agrees to it, and only if they agree to it, will the Hosu branch participate in this” Naomosa bowed, taking a seat.

Chief “Now we can go over the specifics of the operation, if everyone would open the files on their desk”

Naomosa Zoned out having gone over these files a thousand times already. He stared down at the table, Feeling sick. He still could feel the space left behind from his quirk, Everytime his body expected his quirk to fire off, and it didn’t. He got a massive headache. He had to take a bit of time off, the chief told the station that he had finally taken his vacation, but he had spent the entire time in the hospital. They tested the substance he got shot with, it was a match for the mysterious blue liquid he had found. They had done weeks of tests to figure out what it did to his quirk gene, but they couldn’t find it, like the gene had never existed. They had kept that quiet, if word got out that someone's quirk gene could be destroyed, there would be panic. What was more worrying is that they found the substance to contain human DNA, someone who wasn’t on the quirk registry. Meaning it was either a ghost, someone who evaded the registry, or someone that had recently developed their quirk, a child. Both options were worrying. Naomosa took another sip of his coffee, the more they investigated this League of Villains, the more worried Naomosa got, he hoped his hunch wasn’t right, but he couldn’t be sure”

Meanwhile at UA

Izuku was standing in the locker room staring at his new hero costume, Hatsume had demanded to have the final say on the designs of his and Shinsou’s costumes, threatening the support studio when the first iterations came in until they built it to her liking.

He had chosen a gray material with dark green highlights. He had a black belt that held two sheaves and pouches for his pellets. Hatsume had forced him to add bullet proof armor under his costume, they had compromised on a more lightweight design, allowing him to still be mobile. His shoes were jet black, He put one on. They felt comfortable, not crushing his toes, and he could feel the ground beneath his shoes, feeling the imperfections of the ground. good this means I won’t have to wear his bright red shoes for the internship, that’d make stealth much harder. He studied the bottom, touching the sole of the shoe, it was sticky to the touch, and the surface was just about flat. Perfect. The gloves were the same shade of green as his hair, he could see that they were made for gripping surfaces, helpful for climbing.

He met Shinsou at the door. He had a black jumpsuit on, A Kevlar vest over it, protecting his midsection. We wore dark black boots, alongside a mask over his mouth. He eventually wanted one to be able to disguise his voice, But the support studio had been having problems making one that didn’t synthesize his voice. Apparently his quirk was transferred through the original wavelengths of his speech, and wouldn’t work with synthesized voices.

They stood side by side in the forming line in the gym, Eraserhead eying them critically before looking to the now complete line. “Less than 4 minutes, good you are all improving, I expect you all to get it to under a minute by the end of your tenure here, So don’t get complacent.”

The class “Yes Sensei!”

Eraserhead nodded “Now you will all be participating in a joint exercise with 1B today, You Might be partnered with them during internships and as heroes, so It’s only logical for you all to at least train once together before the internships start. This training will be under Snipe, whose class is already at their internships.

Snipe enters the room, the lights glinting off of the metal plate on his cowboy hat, nearly blinding the students, followed by Class 1B, Aizawa gives a halfhearted wave to snipe as he exits the gym.

Snipe “Alright! Today we will be doing a team exercise. It'll be Y'all's job to hunt down the Villain within 20 minutes and take them down.”

“Yaoyorozu raised her hand “But who would be the Villain”

The cowboy pulled a gun out of his pocket, twirling it before pointing it at the class “That’d be me, now before Y’all jump outta your boots, this is loaded with paint rounds, once you are hit, well we will consider you out. Any questions?”

The classes all looked around unsure

Kirishima and Tetsutetsu raised their hands.

Snipe “Metal hair, you first”

Testsutestu grinned “But sir, my quirk can deflect bullets” the boy turned his fist into metal, Pounding his fist as an example.

Snipe looked over at Kirishima “ You in the same saddle Red?”

Kirishima nodded with a big grin to my face “Right, It’d be totally unmanly to not bring it up”

Snipe “So then, I’d just have to hit you both in the joint’s right? I assume you aren’t hardened there, it’d make moving around quite difficult. Or I could always hit you whilst you aren’t paying attention, it wouldn't be too hard." The boy in question looked horrified as the teacher Pulled a pen out of his pocket, chucking it long before pulling out his pistol, aiming for less than a second before firing. All the students could see was an explosion of paint from where the pen had been flying through the sky.

“Any more questions?” He said, looking between the 40 students

“Good, it’s showtime partner”

The students felt the ground rumble beneath them as concrete shot up from areas all around the area, making a mimic of a city block out of the gym, Including open structures and multi story buildings. Even adding a Tokyo tower replica They watched as the concrete formed cars, traffic lights, concrete tree’s and a lake formed a little park around them, as the rest of the gym became a sprawling cityscape. They looked forward again as the scenery finished, only to not see their teacher anymore, seeming to have disappeared in the Chaos.

Cementoss spoke over the intercom “Your time starts now, good luck”

Everyone took stock of their surroundings, Looking for their teachers in the maze of buildings.

Izuku took stock, if he were snipe he would set up on a roof, preferably one that looked the most area. He looked at the clock tower in the distance, surrounded by an open courtyard. The building seemed like a good location for a sniper. As he stared he thought he saw a slight shine from the top of the tower, Izuku’s eyes widened “Get to cover now!” Izuku ran for the faux storefront to his left as he heard paint splatter behind him. The park erupted into chaos, the sound of paint impacts and the sounds of pain filled the park as everyone ran for the nearest cover, Izuku made it safely to cover as he saw 12 shocked students still standing in the park, covered in paint. They looked around, some seeming dejected over how swiftly they got taken out, before Izuku saw the ground under them open, swallowing the students up.

Cementoss came over the speakers “Fukidashi, Bondo, Sato, Aoyama, Yanagi. Rin, Tsunotori, Koda, Iida, Jiro, Komori, Sero and Awase are all eliminated.”

Izuku looked around his surroundings, being careful to avoid the windows . He was inside a department store with a boy who had yellow hair, a black lightning bolt streaking through it, Kaminari quirk electrification, can overload his quirk and go ‘dumb’ for a while.

And he recognized the other blonde boy, he had been the one to harass 1A. He was currently in a black tuxedo, two long tails reaching almost to his ankles. Three stopwatches attached to a white belt with a golden buckle he was currently glaring out the window, murmuring to himself.

There was a second back entrance, as well as a staircase up to the second floor.

Kaminari fidgeted with his headset. “this is insane, How do they expect us to beat a pro.. We are only in our first year..”

The other blonde turned around a large smirk on his face “Oh is the great 1A scared? I thought you all fought real villains before, this shouldn’t be anything for you. Oh wait, you’re the one who short circuits himself, you probably were out of commission the second one of them spooked you. ”

Kaminari’s fidgeting seemed to double in speed as he looked down “you weren’t there. You didn’t see it..”

Monoma didn’t look back, still staring out into the field. Izuku heard 6 more shots fill the air.

Cementoss "4 more students are eliminated"

Monoma looked at one of his pocket watches, pushing the button.

Kaminari stared ahead in shock "we are so screwed"

He is not holding back, this is a pro at work.

He couldn’t see any more students besides them, so Izuku began to think of his options when Six more shots rang out.

Cementoss “That is 2 more students eliminated”

The boy looked back “a little under 2 seconds”

He had been timing the reload speed.. Smart

Izuku nodded, pulling the electric teen up to the door

“I have a smokescreen, should buy us some extra time”

They heard six more shots ring out.

Cementoss “5 more students have been eliminated”

Kaminari shook his head “No way, we can’t”

The boy snapped, grabbing Kaminari’s shoulders. “We can’t win at range, we need to close the distance.”

Izuku nodded, loading the smoke pellets, taking aim “We won’t get much more chances.”

Kaminari looked between the two boys before they heard 6 more shots

Cementoss “3 students eliminated, Snipe really isn’t holding back”

Izuku shot 3 smoke pellets before they all rushed outside, diving into the alley as he heard the splatter of paint around them 4 shots. He hugged the wall for dear life as he looked for any splashes of paint. He couldn’t help but sag in relief as he felt saw no paint on him. He looked around to only see the angry boy left beside him.

Cementoss “One student has been eliminated”

The blonde cursed looking at his one stopwatch, quickly putting it back into place “If we head this way we should be in his blindspot” He said pointing to what appeared to be a recreation of a back alley market, fitted with concrete food and drinks. The boy then ran ahead not allowing Izuku to get a word in, Izuku hesitated for only a moment before following suit.

Shinsou stumbled into the alley, he had been standing next to tape for arms when he got hit, Shinsou had been caught in the rush to escape the park ,ending up in an alley all alone. Shinsou began tentatively exploring the back alley, seeing it connect to several others in a maze-like pattern. He couldn't see the clock tower from here. He turned the corner to see what appeared to be a set of tents all made of cement, with several cement bottles and blankets littering the place. Their teacher had even made concrete sewer grates. What's the point of that? Not like it can rain here. He gave it an experimental tug, only for the grate not to budge, I didn’t know what I expected. Shinsou walked through, keeping his head. He heard movement from behind one of the tents, he readied himself for a fight, rounding the corner to see the tail boy from before, who was readying for a jump before Shinsou grabbed him. “Are you crazy, he will easily spot you up there”

The tail boy shoved Shinsou back, responding with a glare. Shinsou recognized that look, It was the look of someone looking at a Villain.

Shinsou did not have the energy or the patience for this right now. “Let me guess, you won’t accept a villain's help right?” The boy didn’t respond with anything but a look of contempt. Shinsou huffed, walking away as the boy finally tried to speak, but Shinsou tuned the boy out, used to ignoring people’s jeers. Now wasn’t the time to lose his temper, he wasn’t going to act like the villain they thought he was.

After another agonizing minute of exploration, where he spotted the tail boy trailing him multiple times, attempting to lose him before he heard 4 more shots ring out as the wall beside him crumbled causing Shinsou to jump back as a boy made of metal plowed through. Paint following him through splattering against the wall.

He stood up “Damn he is the real deal, can’t even get close!” The boy seemed to get more excited as a shark-like grin overcame him.

“Oh you're the brainwashing boy right, that’s so manly. We could team up, if I can get you close enough you could totally take him out.” Shinsou was momentarily stunned by the boy’s positivity, shielding his eyes from the bright glare that shone off of the boy’s metallic body.

“Oh sorry I’m Tetsutetsu, it’s rude to not introduce yourself to a teammate”

Shinsou paused, trying to think of any reason to not trust the boy that just radiated positivity, not finding anything he decided to respond in kind “Shinsou”

“I can protect you from the bullets as we get close.” Shisnou shook his head “What if he hits your joints’ we can’t risk it, not to mention he could just hit be from behind you”

The metallic boy frowned “I don’t see how else we can close the distance, the clocktower is in the middle of an field An idea came to Shinsou as he stared at the destroyed wall “Maybe we don’t need to approach from the ground”

Snipe stared out at the cityscape. It seemed the remaining students weren’t approaching from the open. He would have been proud if it hadn’t taken two third of them being taken out for them to smart up. I knew they weren’t ready for the hero exam, they’d be eaten alive. He still couldn’t believe Nezu wanted to enlist the first years into the hero exam’s, they barely knew their heads from their rears, much less how to tango with actual villains. He knew the HPSC was hounding him, and he knew his boss didn’t like being hogtied. He hadn’t seen his boss so stressed in years. Snipe silently steeled his resolve, he owed Nezu his life, without him Snipe would be six feet under with no shovel, or he would be just like his sister. He pushed that thought to the side, now wasn’t the time to think about her. If Nezu could take a chance on someone like him, then he’d just have to trust him.

Izuku had been following the teen for 3 minutes now, who was becoming more irritated, constantly looking at his stopwatch. They were almost at the clocktower, only two more buildings between them and it. Izuku needed the blonde on his side if he wanted to stand a chance. “Look, we will need to work together otherwise we will just lose this exercise.

The boy glared back “Look wonderboy, I’m trying to think of a plan right now, and you aren’t helping.. Why did I have to get stuck with you, I would’ve taken the explosion boy over this.”

Izuku chose to ignore the obvious bait. “Your quirk is Copy, right? You can copy anyone's quirk. I assume that there is some sort of time limit, which is why you keep looking at your watch. So you have Kaminari’s quirk right, if so we could…”

“Look no offense wonderboy, but I don’t have the time.” he dove for the next building, before getting pelted with paint. He watched as the boy got absorbed into the floor, leaving Izuku there. He didn’t know why he expected the boy to listen to him, why he expected to be taken seriously just because he got to the hero course. He’d have to do it alone. He readied his capture foam, and shot it into the mouth of the alley, watching as it expanded to cover the exit, he crawled behind his makeshift barricade, hearing paint splatter against it. He sneaked his way to the next exit, only to see an open field leading to the clocktower.

Scaled the building, climbing into the second floor of what appeared to be a diner. He slid behind the counter peeking around to see snipe staring right in his direction, he also saw a sewer grate being lifted up on the other street, seeing the metal boy pull Shinsou out of the sewers. He had to duck behind the counter as paint showered the diner. I have to keep his attention somehow. He loaded 2 more smoke pellets, firing them into the diner, he waited for the diner to mostly fill with smoke, reloading capture foam as he advanced to the window before firing two shot of it to where he had last seen Snipe, diving down the stairs as paint splattered the spot he had just been. He readied more smoke. I just need to buy more time, this would be easier with… The thought sparked an idea in him.

Snipe had taken out 35 students, after that last assault attempt. He had to admit it had been a smart move to try and get him from the air, but this wasn’t his first rodeo. He was taking aim at one student that decided to hide in the replica of Cementoss's favorite diner. Why the man loved that place so much he doesn’t know. He just had to wait for a disturbance in the smoke. He saw pink and jumped back as foam covered the railing next to him expanding around it. He shot back to where he saw the shots come from. He waited for the student to poke his head out again, or even deploy more smoke. Then he saw a body run out of the door to the diner, he shot 4 bullets at it before reloading, only to now see that the boy was shirtless, carrying a shield of the very same foam he had shot at him. Smoke began to fill the field as the boy continued to run towards the tower, snipe took careful aim before firing at the boy’s legs. He watched as the boy get shoved before he smiled up at the gun hero in a manic grin as he got swallowed into the ground. What has Nezu been teaching that kid, he should’ve known that wouldn;t havc.. Snipe felt like he had got hit by a steam train, he got grappled to the floor. “Did you not expect anyone to sneak up on you? Did you underestimate us that much?”

“Our fight isn’t.” Snipe felt his body relax, he had lost all control of his faculties. Shit, should've read their quirk files, must be a mental quirk. The boys seemed to be talking, although Snipe couldn’t make out the words, the entire world seemed to fade out, before he heard. “Put your hands out” he felt his body comply without hesitation, him unable to resist no matter how hard he tried.

He heard what sounded like Cementoss before he suddenly felt his body come back to him, he almost fell over from the sudden lucidity, all the colors and sounds assaulting his senses. He shook off the feeling looking at the two boys who captured him. A small sense of pride filled him. “Bold of you to use one of your own as a decoy. In the field that would've ended with a dead hero. But I'll let it slide this time."

Both boys look at one another "what decoy?"

Izuku plopped down into a room full of monitors that seemed to show the training field. Inside were most of 1A and 1B. He got up as Cementoss announced the end of the exercise. He got approached by the boy from before. "Monomo Neito. Sorry for doubting you wonderboy "

Izuku eyed the boy's hand first, noting that he didn't seem to be holding anything. He shook his hand tentatively as if expecting something. "Izuku Midoriya." They began talking about the exercise. Izuku hounded the boy for more details on his quirk. "Oh and your quirk just needs contact right? Try using the hair of those you trust. Those usually hold the quirk factor. So it should work."

Monomo stared at him slack Jawed. "I'll look into that. Just know this doesn't mean I owe you anything, wonderboy."

Izuku smiled "What kind of hero would I be if I only helped people whilst expecting something in return"

Meanwhile in Hosu

Stain walked into the warehouse holding a stack of newspapers. He flipped through them as he lifted a secret tile with his foot slipping down into a secret entrance. He had his current target in mind, but it never hurt to get more research done. He read through the titles.

Number One hero scandal exposed. An online article called “Hero analysis by an amateur” so far, neither the Hero Public Safety Commission nor Endeavor have given an official statement on the manner, but several people are coming out with stories of Endeavors wrongdoing. This fake dared to take the title only All Might deserved. I will savor the day my blade pierces his flesh.

Vigilante exposes another trafficking ring, saving 12 kids vigilante referred to as Luruni by the villains who have seen them, their quirk is currently unknown, they use a bat and knives. They are known for being able to swiftly identify weaknesses and are very skilled with their weapons. They haven’t attacked heroes or police at all, seemingly having a vendetta against quirk trafficking rings. Another vigilante, they seem to have promise. He thought back to his days as a vigilante, back when he thought he could be a hero. He would have to keep an eye on this Luruni. He opened the door to his small hideout. It wasn’t much but he had a t.v, a couch and a small kitchen..Alongside a working bathroom. The place wasn’t the cleanest, wrappers from t.v dinners and other easy meals littered the floor, but it was home for him. He had lived here ever since he had become too easily recognized to get an actual apartment. He sat down on the couch, putting on the news as he continued to read through articles. It seemed in order to find this league of villains he would need to find an underground contact. Stain shuddered at the idea. Every one of them were slimy villains that deserved nothing but his blade. But he was running out of options. If the police knew anything about the league of Villains they were being tight lipped about it. And Stain couldn’t just wait until they decided to hurt more real heroes, those who knew what it meant to fight for others' sake and not their own. He sighed laying back, feeling his body relax as exhaustion overtook him. It was times like this he needed to stain his hands, so that people can sleep safe knowing only true heroes stand there, ready to protect them.

Izuku slipped back into his apartment, climbing into his window in the dead of night like he had so many times before. Taking off his vigilante costume he hid it away in the compartment he had made in his closet long ago to hide extra medical supplies from his mom. To think he now used it for this. He sighed plopping down onto his bed. He still hadn’t found any signs of Saika. No matter where he went she never seemed to pop up. He pulled out his notebook, crossing out the Senkai ring. I will get you home safe Saika, just hold out until then please. He put the notebook away wincing as his leg burned. He lifted up his pant leg to see a giant burn. Must’ve gotten that from the flame villain. He pulled out his med kit, applying burn cream before bandaging the wound, working with the swiftness of someone with plenty of practice. They had such a cool quirk too, being able to make fire fly out from any surface they touched within a 30 foot range. Izuku idly went through all the ways it could’ve been used for heroics. He went to sleep still thinking of more places to look, even though he wouldn’t be able to sneak out during his internships, he could still think of places to look afterwards. What kind of hero would he be if he didn’t give it his all to save them after all.
