Rush time traffic hours had ended a few hours ago; that being the case, the streets aren’t as crowded right now.
Still, that doesn’t mean that the streets are completely devoid of traffic.
(Using a car to chase after a bike—if this was out on the open roads it would work, but within city streets, it’s completely impractical, since there will always be other vehicles present.)
