The third layer would unseal his full cultivation, but in order to not show it, Lin completely sealed this layer and he would need at least 5 minutes to undo the seal... it must be understood that during a fight 5 minutes seem an endless amount of time, but what could he do? Lin was sure that his cultivation would be many times faster than anyone in the whole plane and if it was exposed it would lead to a wild hunt with him as the prey.

Then what about Tier 0 techniques? They're techniques that everyone (even non-cultivators) can learn given some time, but they have 0 attack power and are deemed useless all accross the planes... some of them can even be found in mortals libraries.

It must be said that some Tier 0 techniques were really useless, but why in the first place Tier 0 skills would appear? Was it possible that the expert that made them were simply bored or had too much time on hand?
Obiviously not, back in the old days (trilions of years ago) Tier 0 skills were called Utility techniques. They did not increase one's own fighting power directly, they did it indirectly by helping the user in building more powerful foundation of giving a bonus in a certain field.
And Lin had quite a few of them that he deemed essentials to learn before starting his cultivation, and they were:
1) The art of breathing; this was a skill needed to cleanse the air he breathed from any impurities. For now his body was eliminating every impurity in it on his own, but that would not happen after he started to cultivate and with each breath a small amount of them would enter in his body ruining his foundations.
What's more, the skill would also strengthen his lungs, help him with every kind of poisonus substances in the air and enhance his cultivation speed.
2) The art of eating; this skill served the same purposes of the Art of breathing, but the more he ate, the more energy would it grant him to boost his recovery speed.
3) The art of walking; this technique is a way to walk that would use the muscles of the whole body for every step. It would set the basis for his future footwork and his future body refining technique, it would also would help him to strengthen his whole body by a small margin (though what Lin considered small margin is rather big for others).
4) The art of watching; this technique not only give the user the ability to see farther, the night vision and the Qi vision, it's a skill that gives the user a new way of seeing the world. Every part of the body and every sense would merge and give the user a clear understanding of the situation even with closed eyes.

5) The art of transformation; this skill was developed by the Dark sovereign. It is a mix of cold reading, knowledge of the human body and a bit of improvisation. It gave the user a way to change one's own body up to a certain extent, understanding on how to best appeal to others and various ways to get out of dangers.
The dark sovereign created this skill because he always found strange how a simple smile or some well spoken words or the way a person behave could change the flow of a battle or help him in a difficult situation.
