Emperor Wei Jian is considered the supreme leader and the highest authority of the Chinese Empire. The Chinese Empire in the reign of Emperor Wei Jian consisted of five kingdoms: the Crown Kingdom, the Pearl Kingdom, the Ruby Kingdom, the Star Kingdom and the Cloud Kingdom. The Crown Kingdom is ruled by King Lei Keung who is married to Queen Shui Lim; the Pearl Kingdom is ruled by King Qiang Sheng who is married to Queen Ya Peng; the Ruby Kingdom is ruled by King Tai Wang who is married to Queen Shuang Yan; the Star Kingdom is ruled by King Bai Chin who is married to Queen Mu Jie; the Cloud Kingdom is ruled by King Dong Hai who is married to Queen Lan He.
The Chinese government consists of the Imperial Government which is the central government of China along with five monarchical governments, one for each kingdom. The Imperial Government maintains the Imperial Constitution and sets the rules, the regulations and the policies for the entire Chinese nation. Each of the five kingdoms has its own monarchical government that is independent from other kingdoms. A monarchical government must abide by the Imperial Constitution, the rules, the regulations and the policies of the Imperial Government. In addition, a monarchical government can set its own customized rules, regulations and policies that fit its vision, interests and priorities. At all events, a monarchical government can never legislate things that conflict with or contradict things legislated by the Imperial Government. In a nutshell, the Imperial Government is the glue that unifies and hold the five kingdoms together.
To better understand how a monarchical government operates in relationship with the Imperial Government, let us consider these two examples. One article of the Imperial Constitution is that the golden tael is the official currency of the Chinese Empire. No monarchical government can legislate to use another currency in its kingdom. All the five kingdoms must only use the golden tael as their sole currency. The Chinese currency is unified across all the five kingdoms in the Chinese Empire. The Imperial Constitution does not state how much a tariff is so each kingdom must charge a tariff on imported goods. However, each kingdom is free to specify the tariff as a percentage of the value of imported goods. To illustrate, the Crown Kingdom charges 5% tariffs on imported goods, the Pearl Kingdom charges 4% tariffs, the Ruby Kingdom charges 3% tariffs, the Star Kingdom charges 3% tariffs while the Cloud Kingdom charges 2% tariffs.
Under each monarchical government, there are a number of ministries such as the Ministry of the Interior, the Ministry of the Foreign Affairs, the Ministry of Defense, the Ministry of Intelligence. the Ministry of Finance, the Ministry of Agriculture, the Ministry of Industry, etc. Each monarchical ministry obeys and follows a central imperial ministry. Wei Jian is the 11th emperor of the Jian Imperial Family that has reigned China since 300 years. Are you ready?” Yueliang and Taiyang said: “Yes, we are ready for the task, our dear mother.” The emperor said: “I want you to memorize the Imperial Constitution of the Chinese Empire, one of the greatest heirlooms of our Imperial Family.” Taiyang said: “Who wrote this Imperial Constitution, my dear father?” The emperor said: “Your 10th grandfather, Emperor Bao Jian, wrote the initial version of this Constitution when he was enthroned. Subsequent emperors from Emperor Bao's lineage changed the Constitution with some amendments and I added my own amendments as well. The Constitution is now in its latest and greatest form.” Yueliang said: “That is great. Fang Huan, can you give us an example?” The empress said: “Suppose that the government decided to establish a new road in the city to serve people better. This road needs to pass through the existing house of one citizen. Therefore, his/her house must be destroyed so that the road passes over his/her house's location as planned. However, the owner of this houses rejects the decision of the government about the destruction of his/her house and he/she wants to keep his/her house as it is. In that case, the government must give preference to the interest of the people over the interest of that individual and destroy the house of the citizen to let the road be established. The road serves the society while the house serves the individual and his/her family. Now, the person has to face two evils: either he loses his money and saves his soul by handing them his money readily without resistance or he might lose both his money and soul if he chooses to resist the bandits in the case he is defeated. So based on the principle of the lesser of two evils, he chooses the option with a lesser negative effect which is losing his money to save his soul. In many real life scenarios, a government is faced with many cases where it has to choose between two evil or bad options and logic suggests that it chooses the option with milder evil.” Taiyang said: “Thank you, dear parents. The emperor said: “Running in the fog is dangerous. To explain, one option is that the criminal might have stolen the item and dropped it intentionally in the crime scene to implicate or frame his enemy (the innocent person). This is a camouflage tactic that some criminal employ to distract the police and let them walk in the wrong direction. The Ministry of Intelligence represents one of the greatest ministries in the Chinese Empire. It employs advanced tactics, strategies and plans to monitor people, collect information and communicate effectively in order to protect the interests of the Chinese Empire. The identities of the employees of this ministry are not exposed to the public and are kept confidential as much as possible. The Minister of Intelligence of the Imperial Ministry of Intelligence is Junjie Song who is thirty years old. He is very smart, wise and quick-witted. He has perfect loyalty to the emperor and the Chinese Empire. He is the supreme leader of intelligence and the five ministers of intelligence in the five kingdoms work under his supervision. The Deputy Imperial Minister of Intelligence is Yingjie Zhuang who is the great assistant of Junjie Song.
One day, Yueliang and Taiyang were spending the night with their parents and exchanging interesting stories. Yueliang asked his father: “My dear father, which government official do you love the most?” The emperor said: “Junjie Song, the Imperial Minister of Intelligence.” Taiyang said: “Why, my beloved father? What makes him the best in your eyes and superior to all others?” The emperor said: “Junjie Song loves me the most and has the greatest loyalty and allegiance to me and to the Chinese Empire. Furthermore, he has done so many meritorious services to our nation and his achievements are plentiful.” Yueliang said: “Could you please tell us more about him and his achievements? I am interested in knowing more about the supreme man in my father's heart.” The emperor then elaborated on some stories that highlight the milestones and achievements in the life of Junjie Song as follows:
Junjie Song belongs to a poor family and he used to work and study at the same time. He used to study politics to prepare himself for a noble rank in the government. He also worked hard to support himself, his parents and his sisters. Junjie Song is a truly self-made hero. He managed to juggle multiple balls in the air and proved to be an ambitious, successful and reliable man. He competently climbed the ladder of promotion until he has become the Imperial Minister of Intelligence. I will share with you some stories that elucidate his personality and achievements:
Story 1
One time, an evil phenomenon appeared in some Chinese cities where children are abducted and no trace for them is found afterwards. Parents were bereaved by the disappearance of their children and mourning spread in a myriad of Chinese homes. There was an organized gang behind the abduction of children. The gang hides children and forces them to do arduous labor. Junjie Song conjectured that children are abducted by an organized gang for illegal exploitation. He devised a plan which was a snare to capture the criminals. His plan was to spread children masquerading as beggars in the cities where children are abducted. Those children work for the Ministry of Intelligence and are monitored thoroughly and vigilantly by the Ministry of Intelligence. The gangsters approached some of these beggars thinking that they are an easy spoil. They convinced some of these beggars to accompany them to their houses to give them some food. The beggars agreed to go with the gangsters to their houses and once they reached there, they disappeared. The Ministry of Intelligence tracked those houses and people residing in them and they started to unravel the mystery behind child abduction. At the end, they attacked the criminals and freed the children. They also captured the head of the gang and all the assistant criminals. The happiness of parents was indescribable when their children returned safely to them after a long period of disappearance. Junjie Song was greatly rewarded for his extraordinary achievement. Moreover, his love in the hearts of the Chinese people increased tremendously. Also, the children employed by the Ministry of Intelligence were greatly rewarded for helping to thwart the gang with their acting skills.
Story 2
This story is similar to the previous story in some aspects. One time, many women were kidnapped and they disappeared. There was an increase in the number of cases reported to the police about kidnapped women. Junjie Song conjectured that there was an organized gang behind the kidnapping of women and that the purpose of this evil phenomenon is to exploit kidnapped women in forced prostitution. So he sent a troop of women who work for the Ministry of Intelligence to areas close to the previous crime scenes. These women had extraordinary Kung Fu skills but they disguised themselves as poor helpless women in order to trap the gang. Moreover, these women were completely monitored by the Ministry of Intelligence. Some of these women were indeed kidnapped by the gang and were taken to prostitution dens. With their excellent Kung Fu skills they were able to defend themselves in the right time and by the aid of the Ministry of Intelligence, they were saved by a troop of excellent soldiers. The gang was captured and demolished. Junjie Song was immensely rewarded for his marvelous achievement and received multiple badges of honor.
Story 3
In the past, there were multiple people competing for some high positions in the government. In order to filter the applicants based on their competency, the government held a knowledge and experience contest in which each applicant must complete a written examination. One of the applicants was a childhood friend of Junjie Song and Junjie Song remembered that his childhood friend was extremely smart so he expected his friend to succeed in the written examination and be appointed in the position he applied for. After some time, Junjie Song realized that his friend did not pass the written examination and was excluded as a result. This sparked doubt in the heart of Junjie Song about the contest and how the examinations were marked. So he sent some spies to the government department where exams are graded and stored. The spies found that the results of the friend of Junjie Song were perfect. They also found that the results of some successful applicants were not as good as Junjie Song's friend. After opening a thorough investigation, Junjie Song found that some markers of the examination were bribed by influential government officials to let some of their relatives pass the examination at the expense of some other applicants even if their relatives are less competent. Junjie Song discovered this cheating and bribery with his wit and wisdom. The corrupt government officials were punished justly and the examination was conducted again to ensure the fair selection of applicants for the positions. Junjie Song was rewarded significantly for his achievement and received a valuable promotion afterwards.
Story 4
In one occasion, one notable general of the army was assassinated under vague circumstances. The police investigation reached no conclusive results about the assassination. Junjie Song suspected that the new general who took over the assassinated general's position was involved in the assassination. After a long and careful investigation, the conjecture of Junjie Song was proved to be correct and that the new general was the chief culprit in the crime of the assassination. Junjie Song spent so much time and effort on demystifying this case and he was rewarded generously after completing this investigation.
Story 5
When the Chinese Empire had a war with a neighboring country and one of the Chinese cities was under siege, Junjie Song suggested a plan to defeat the enemy's army. He proposed to send spies to the military camps of the enemies in an attempt to assassinate the supreme general of the army. The spies managed to join the hostile army and they poisoned the supreme general. After the death of this general, the morale of the enemy's army became very low and they collapsed. They were defeated by the Chinese army and the war ended. This is one of the greatest accomplishments of Junjie Song that the Chinese nation will never forget. Junjie Song was promoted highly after this feat.
After Yueliang and Taiyang heard these stories about Minister Junjie Song, they admired him greatly and realized why their father prefers him to others. The emperor said: “Every person has a rank in our hearts and this rank depends on many factors such as the beauty of his/her personality or character, the beauty of his/her manners and the beauty of his/her achievements. The more achievements a person has, the greater our love and admiration for him/her will be. We do not love people for no reason but we love them for what they have done for us.”
Then, the empress asked two maids to bring her two empty booklets. When the booklets arrived, the empress wrote: “Yueliang's Achievements” on the front cover of the first booklet and “Taiyang's Achievements” on the front cover of the second booklet and she handed the booklets to Yueliang and Taiyang respectively. The empress said: “Whenever you have an achievement, jot it down in your booklet. The purpose of this booklet is twofold: to boost your morale when you feel down and to ignite your motivation to achieve more.”
Yueliang and Taiyang thanked their mother for her idea and for the booklets.
Yueliang thought about writing what he remembers of his achievements in the booklet so he wrote:

The Imperial Family prepared to go for dinner which includes a diverse collection of food such as Yeung Chow Fried Rice, Chili Beef, Chicken with Mixed Vegetables, to name a few.
