Prompt: you probably never heard of world's strongest human because 1: they rarely use their powers and 2: they aren't superheroes.

Ever since you were a young boy you were fascinated by the mysterious powers that "supers" had.

there were so many questions in that world compared to your mundane everyday life. whos the strongest? Why does Anybody who seems to break the rules against mass human casualties or human rights, no matter how powerful or capable, just seems to vanish?

There were many theories and arguments here and there but none of them ever definitive.

Pursuit of these mysterious things is what led you to get a job with the bureau in the first place, although after 15 years most of the novelty and glamor has worn off, they still pay you pretty damn well.

The bureau's Rogue Department did many things, but your job was very simple. You comb through tax papers looking for Oddities, oftentimes unregistered supers have extra income that they don't have an excuse for.

but recently you found something extra strange. A man had been paying taxes on his farm under the same name for almost 140 years.

However, what was even stranger was the fact that after looking into him for a couple of hours all of your passwords stopped working.

and then upon going to talk to the IT department you were stopped by a high ranking man you would never seen before.

this is how you found yourself in front of the desk of the chairman of the Bureau.

"Mr. Anderson, you've always been good at your job." Said the chairman.

"maybe a little too good" he added after a sigh.

with some shuffling his assistant came up and placed a stack of papers on the desk before excusing herself from the room.

"you've been with us for 15 years, and we would hate to lose you, so you get a chance, and I recommend you take it"

you nervously glanced down at the papers.

"classified security clearance briefing" is written in big bold letters.

And with a signature you finally find the answer to a few more questions.

Who's the strongest?

a young looking man who runs a mundane farm, unkillable in any known way, who with just a thought can eat someone's remaining lifespan, erasing them and adding the years to his own.

the Bureau does its best to prevent anyone from bothering him, nobody wants an angry man who can kill anyone anywhere. And trying to control him would be stupid. Thus the bureau finds and reports the people who violate the rules he agreed to punish for.
