It's the year 1577.
After I've conquered Scotland, with the claim of revengance of my dead relative Mary Stuart, I've punished the rebels who've stood up against her as their new and legitimate King.
But, of course, I didn't kill them all. I'm not Felipe II - who happens to be my father - who forced the Dutch to believe Catholic thus causing them to revolt against Spain. I've only sentenced 6 main culprits - all of them were Protestant nobles - to be burned to death, who didn't repent their sins till the last moment.
I've classified the rest into 3 categories. The first was the nobles who repented their sins of revolt and Protestant belief at the final moment, just seconds before they were burned to death. Since they were the egoists who revolted against Mary Stuart to gain some benefits by making her baby son James(If alive, he would have been James I) - who was also died during the rebellion - into a figurehead, they were imposed a heavy fine and was ordered to be house arrested for a few month just like the first category.
The second was the nobles who stood up against Mary Stewart, not because of religion or wealth, but out of anger toward her private issues with her husbands. If they have insulted her, they were beheaded, as a punishment for rebellion and insulting the House of Tudor. But if they didn't, they have also imposed a heavy fine and was ordered to be house arrested for a few month just like the first category.
The last were the merchants and the peasants, soldiers, etc. They were either imposed a small fine or found not guilty and released. Although I've pleased the Pope in the Rome and the other Catholic nations by crushing the Protestant rebellion in Scotland, if I even oppress those who didn't have any rights or duties unlike the nobles, it would be seen as religious persecution and would upset the Netherlands. (I've received Netherlands from Felipe II in 1574, who stick to the promise he and my mother - Queen Mary - made when they were married.)

There were 2 reasons for this benevolence. The first was to give the turncoats, who've forsaken their Protestant belief or their Scottish sense of belonging, a role of martyr. This way, they can give excuses to themselves or their political opponents that they've chosen this path for the better future or whatsoever.
The second was to save my efforts. It's the 16th Century, men! I don't have mobile phones or computers, Internet or TV! It'll take too much time and effort for me to establish a centralized government, and no Dutch, Scottish, Irish, Cymry will be fond of English government official pooping around their realms and telling them to do this or do that and so on.
It's much easier to acknowledge their autonomy as long as they pay me tax regularly and don't revolt against me. By doing that, I only need to crush them only when they put their toe out of the line, such as refusing to pay religious tax - In my realm, Protestants have to pay if they don't want to convert to Catholic - or revolting against my rule, siding up with foreign states and so on.
"As I've announced in Edinburgh, I plan to hold a coronation as a King of the United Kingdom of Great Britain at next year(1578)'s Easter. For that, I wish to do 3 things. First, I will upgrade the England Parliament into Great Britain Parliament. Second, I want to enact a Constitution as a rule that all the other autonomy parliaments of Scotland, Ireland, Wales, and the Netherlands must follow. Finally, I want to expand the election districts and will increase the number of congressmen in the House of Commons. Gentlemen, what do you think?"
"Forgive my ignorance, your majesty, but what exactly is a 'Constitution', may I ask?"
Of course, that Senator didn't question me that just because he didn't know what it is. In fact, he's wondering why that little boy king - me, Edward VII - wants to tie his own hands. The increase of the number of congressmen and regulating the people's rights and duties by the law were the things the parliament used to do when they were threatening the incompetent king like King John, not the things the king would suggest - normally.
But I'm not a normal boy king as they think.
