And there was no exception. Not only Venice but also the Papal States had to send its' representative to Naples by the due date. And both Doge of Venice and Pope of Papal States followed suit, just like representatives from other cities - Milan, Genova, Naples, etc.

All patriciate of Italy obeyed to the authority of the New West Roman Empire, with some looking excited, others looking grave.

"All cities must select 6 representatives. I wouldn't care how you select the representatives. And I would establish the Roman Senate in Naples since putting it on Rome would infringe the Church rights."

In other words, I ordered them to set up a self-ruling Parliament to govern Italy, just like I did to Scotland, Ireland, Wales, Netherlands, Castile, Portugal, and Aragon.

As the 1st Imperator of the New West Roman Empire and Kaiser of the Holy Roman Empire, I've summoned the feudal lords of the Holy Roman Empire to Frankfurt.

But, unlike Italy, I didn't try to control them, like setting up self-ruling Parliament. If I were the Austrian Habsburg, I would have tried to restrict the power of Prince Electors and other Feudal lords, even if it cost another war. But since my main territory is the British Isles, Netherlands, and Iberia, I can't bite more than I can chew.

Also, the Kaiser has long been a figurehead, with the actual power of the Holy Roman Empire belonging to the Prince-electors and other small feudal lords. So, I only did the most necessary measures.

Just as I expected. The Catholic Prince-electors and feudal lords went bananas, criticizing that I've made a deal with the devil, while the Protestant Prince-electors and feudal lords cheered, celebrating the end of the possibility of another religious civil war.

'Yeah, whatever. The future historians will know which side was right.'
