There was quite a bit of uproar in the senate due to the words of the Councilor, and he waited for the various Species Representatives to vent their dissatisfaction with the high tax rate before continuing.
"However, as per the 'Fundamental Exchange Act', we are also compelled to provide equal benefit when setting taxes. As such, all spelunkers who explore the Armageddon realm will be provided one free Spatial Return Device and a single Phoenix Rebirth Solution."
Hearing this, the dissatisfaction died down rapidly until it cooled. The various Species Reps even nodded, accepting that this was a balanced exchange. However, the fact was that the IUAS still made a hefty profit off this regulation, just not as much as they would have previously.
Kiisuo Vritu assembled his documents and shuffled them neatly before continuing.
"Now, next on the agenda is the introduction of the three new species who joined us. They are - in order of discovery - the Rabbeum, the Hifers, and the Humans."
Damon was startled to notice that the 'car' he was in began moving on its own, along with two others who had been on his left and right. They elevated to float beside Kiisuo, coming under the scrutiny of all the various Species Representatives here.
He looked around the crowd and saw many different types of species gazing at him, and he gazed right back at them without changing his expression. He did feel a bit apprehensive and overwhelmed internally, but a basic political skill was the ability to control one's expression like a professional poker player.
The other two species beside him also seemed a bit nervous, and they were not as adept at hiding their expressions. After all, they were likely the strongest of their races among the first 100, but that didn't mean they were skilled in these things.
Humanity had just lucked out by coincidentally having their strongest person among the first 100 being a young politician, so his performance was better.
Kiisuo briefly looked at them and made no change of expression before switching documents.
"First, the Rabbeum are a species of bipedal Lagomorph archetype recorded in the Union's classification of species. They have an average gestation period of 5 months and their infancy periods lasts up to 2 years."
Damon was not surprised when Kiisuo used Earth's time scale to describe the facts surrounding the Rabbeum because he was currently hearing things translated in real-time by the system. In order to facilitate understanding, rather than adopt a centralized time scheme, it rather converted time schemes across races automatically.
Did it seem inefficient?
Maybe so. However, it was easier to convert time across species than to create a universal one since the universe was so large and that time itself was a subjective concept. The universe was ever-expanding, so creating an objective time scale was arduous as it would have to be updated and augmented every smallest unit of time in any species calendar was.
"The Rabbeum have a life cycle that indicates that childhood lasts 4 years, adolescence being 5 years and adulthood lasting 20 years. After that, they began to decay as is the universal order and have an aged cycle of 5 years at most before death."
"On the universal scale, their Power is ranked at F, their Mobility is Ranked at C, their Mentality is ranked at E and their Providence is ranked at F. Stats-wise, they are overall given an E rank."
"In terms of abilities, of the first 100 samples, 78 awoke the E class Speed Enhancement ability, 20 awoke the D class Mobility Enhancement ability and 3 awoke the C-class Agility Boost Ability. As such, they have been given the E Rank in terms of abilities."

The Senate erupted into small clapping as the Species Representative of the Rabbeum race was prompted to rise and bow to the crowd. Kiisuo allowed this token of congratulations to go on before continuing.
"The Hifers are a bipedal species of the Mustelidae archetype recorded in the Union's classification of species. They have an average gestation period of 10 months and their infancy periods lasts up to 6 months."
Kiisuo raised an eyebrow as he added in something new. "It should also be known that they are lethal even in their infancy, being able to kill anything twice their size at the tender age of 10 days onward, when they first open their eyes."
The Hifers sneered and raised their heads proudly, their ferocious expressions not matching how nice it looked like it would feel to rub their thick white fur. Basically, they were half-cute, half-terrifying.
"The Hifers have a life cycle that indicates childhood lasts 3 years, adolescence lasts 20 years and adulthood lasts 40. After that, they begin to decay very rapidly and only last about 6 months to a year before death."
"On the universal scale, their Power is ranked at D, their Mobility at D, their Mentality at F, and their Providence at E. They are given an overall E Rank."
"In terms of abilities, for the first hundred samples chosen randomly, 55 awoke the F class Damage Increment ability, 35 awoke the E class Bloodletting ability and 10 awoke the D-class slaughter ability. They have been given the E rank in terms of abilities."
Once again, a spell of applause sounded out as the Hifer Species Rep rose up and bowed with a wide grin, feeling ratified by his race's ability. After all, not every new race could even have an E rank evaluation, with the vast majority being either F ranked or unranked.
Kiisuo shuffled his documents and began once more.
"The human race are a species of bidepal homosapiens according to the Union's classification of species. They have an average gestation period of 9 months and their infancy periods lasts up to 2 years."
Kiisuo paused and glanced at Damon askance. "Surprisingly, they are now the 6th homo-related species found in the universe, with the only others being the Vampire race, The Angel race, the Demon race, the Devil race, and my own Elf race. Welcome to the family, then."
After this short personal interlude, Kiisuo continued.
"The Humans have a life cycle that indicates that childhood lasts up to 9 to 11 years, adolescence lasts up to 8 years and adulthood lasts up to 35 years. After that, they enter their aged period for 10 years or above before death."
"On the universal scale, their Power is ranked F, their Mobility is ranked F, their Mentality is ranked… SSS and their Providence is ranked… EX." Kiisuo paused with a slight look of surprise in his eyes.
Due to his pause, the entire senate erupted into chatter as they all stared at Damon with shock. A new species with such strong intelligence and universal providence (favor)! Was the IUAS about to witness the birth of a top-tier race? It had been a while since the last one.
Kiisuo moved on to the last document and his pupils dilated to a point. He was silent for a long time, then gazed at Damon very intently, before turning to the senate.
"…I'd advise you to take this next piece of information seriously, as it is likely to spark controversy." He warned seriously, prompting everyone into a tense silence.
Seeing that the senate was quiet, Kiisuo sucked in a breath before speaking slowly and heavily.
"In terms of abilities, for the first hundred samples chosen randomly of the human race, 39 awoke A grade abilities, 28 awoke S grade abilities, 17 awoke SS grade abilities, 13 awoke SSS grade abilities and 3 awoke EX grade abilities. They have been given the SSS rank in terms of abilities."
There was a deep and oppressive silence in the entire senate compared to the uproar from before. All the species here had been metaphorically blown away by what they had just heard, unable to comprehend how such a thing could be.
The human race certainly was an anomaly. And this anomaly was so fierce and domineering that many of the weaker races began to feel suppressed by the mere thought of such a race entering the universal playground.
Of course, there were others who felt the exact opposite. The Species Representatives for the top 50 races hardly ever physically came to the weekly senate meetings unless something significant was going to happen, and this meeting was not special enough.
As such, they left delegates to come in their place and report anything that occurred to them afterward. These delegates were horrified by what they had just heard and were frantically trying to contact their leaders and relay this information at the fastest possible time.
While the entire senate was in a silent chaos, Damon simply smiled and clapped his hands. This was nominally very ineffective in such a large chamber, but due to the pin-drop silence, it was as loud as thunder.
As Damon continued to clap, the various Species Representatives snapped out of their stupor and began to clap as well. Eventually, the whole senate erupted into applause that was filled with excitement, fear, and anxiety.
