Powers are the most commonly encountered greater angel. They look humanoid from the thighs up, with white wings, glowing eyes, and a noticeable halo. However their legs are pillars of fire, with eyes and holy verses glowing through the flickering flames. They always carry a large weapon, and they speak with booming commands. Powers are angels based around some form of protecting 'humanity' or 'civilization'. And they have one primary method of accomplishing this duty : merging with a 'worthy' human.
As such while Powers are rare, they are drawn to human settlements. While each power has a different way of determining 'worth,' ranging from deadly duels to simply swearing an oath to fight for humanity, they will head towards a city or fortress with laser focus and begin hunting for a candidate soon after forming. Upon finding a candidate they deem worthy, they'll offer their life.
Most cities have fixed rules about how to handle Powers. In general it's suggested to lead them to a specific part of the city or just outside the walls. Similarly holy orders that seek to bond with angels frequently set up monasteries and training grounds around dungeons where Powers commonly form, or in areas that the local city lead Powers to.
Still sometimes a Power has completely unreasonable expectations for a merge, or a very short temper. In those cases swift violence is required. Powers are have incredible strength, and use powerful blasts of fire and light to strike enemies at range. Overwhelming force from multiple delvers is suggested to eliminate a troublesome Power.

Powers take refusal of their gift poorly. If you don't want the merge, avoid them or refuse to take their test of worth.

Powers live up to their name, giving those Chosen souls who merge with them strength, speed, the ability to throw flames around like a mage, and a halo to top things off. As an added bonus they heal almost five times faster than other humans and can recover from serious damage that others might not be able to. Power merges are one of the strongest merges for pure combat, letting those Chosen tear through other monsters with ease. Even level four monsters can be at a disadvantage going toe to toe with a Chosen.
However that's all the merge offers. The strength and fire control only trigger in battle. If there's no urge to fight, they're just as strong as they were to start and they can't throw flame unless they want to destroy. No lighting campfires or torches with holy fire. It's one of the most limited merges outside of battle, and so those that become Chosen are almost driven to become delvers that seek battle until their death.
Another weakness is that power is linked to the Chosen's mental state. While they don't have to worry about the angel losing faith in their cause, if they lose faith in themselves their powers will weaken and fade. A moment of hesitation is even more deadly to a Chosen than to another fighter.

Unlike lesser angels, a Power is at most a vague feeling in the back of the mind, so it's possible to take their power by force for a merge. Some holy orders approve of this, some don't. It's a great way to start a religious war in your town. Still given how single minded the merge is, most people don't actively aim for it.
