“Ughhhhhhhhhh” Victor let out a desperate sigh. He had been racking his brain for hours. One must remember that Victor had 999 stat points in intelligence. This stat not only increases his mana pool but also increases his brain's processing speed.
It doesn’t make him more intelligent but just more efficient and faster when processing information and thoughts.
Victor’s brain could easily function at around ten times faster than a normal human and thanks to being an undead he couldn’t feel fatigued or headaches from overthinking.
Yet even with such processing speed and his undead mind, he could only exclaim out in frustration!
Even with godly powers making a city was no simple matter!
How would the residents get food? Who will provide the jobs? Will, there be a central government or will he run everything? Public transport? Security? Should he provide housing or let them build it themselves? Does he let noble families control the people or should he?
Eden was easy due to its low population and all the people having similar mindsets. But this new city would be different.
It would be not only the biggest city on this planet but it could also end up being bigger than any city on earth! Also, it will have inhabitants from all the continents in one place!
Language, culture, and mannerisms will all be completely different! Back on earth even if only two different religious groups tried to occupy a single piece of land there could be years of conflict. But here he was trying to bring together them all!
An impossible task.
It was just simply impossible to do it through normal means. Only absolute authority from a higher power such as himself could force such a diverse city to function. If Eden was a utopia then this city would be a dystopia!
The people will look to the sky for guidance through their pathetic low lives. The difference between Eden and all other cities is similar to the distance between heaven and earth!
Then a brilliant idea struck Victor. Why should he have to deal with such worldly matters? He’s a Deity! He should order these lower lifeforms around instead of racking his brains for them!

Alice at a request from Victor over telepathy had gathered the ex Duke from Eshnar, David, and the princess of the Frostlands, Luna.
They had confused expressions from suddenly being summoned by someone so important in Eden. Everyone knew Alice was the closest to their overlord Victor. Their confusion was heightened since only hours ago Eden had somehow ascended into the sky!
They were gathered in the merchants square and almost the entire population of Eden had also gathered here hoping for an explanation of the bizarre situation.
Suddenly Victor appeared in the center of the merchant’s square and stared down at all the small humans, scaring them half to death!
“Wow Victor you’re eyes are golden now so cool!” Alice said, relaxing the mood slightly.
“Oh really? That is kinda cool” Victor agreed, nodding his head in satisfaction. It seems his body underwent some changes since becoming an Ascended Netherborne.

“Anyways that’s not important right now, listen to me my dear citizens, you are all chosen ones and therefore deserve to be above all others! That is why I raised this city into the sky and surrounded it with a protection artifact. Soon I will construct a massive city below Eden but I need help!”
“Anyone who is a noble or trained in useful areas that wish to help please step forward!”
David proudly stepped forward. The noble that was accused and pushed out of Eshnar for being deemed a heretic. He previously wished to manage foreign affairs but since Eden hadn’t opened its gates he had nothing to do! He is an ex Duke who had been managing a city back in the Eshnar kingdom! He felt perfect for the task.
Luna Cloudhell the first princess of the Frostlands also stood forward. Victor gave her a complicated look “Aren’t you a princess, how can you join my countries politics?”
She gave me a sad look and replied “My little brother is the heir to the throne, I was simply going to be used as a chess piece in a political marriage.”
“To be more useful I have studied hard and often helped my father with managing the Frostlands so I’m sure I can help!”
“Ok very well, you may join. Anyone else?”
Alice then happily skipped forward, “I come from a merchant family I can help with that aspect!”
“Thanks a lot Alice, I really needed some help in that regard!”
Just as Victor was going to begin explaining the next part of his plan a young man stepped forward, his legs were shaking a little.
He had unkempt black hair, sharp blue eyes, and was wearing metal armor with a red lion’s head.
Despite his shaking legs, his eyes remained determined. People started whispering “Who is he?” “How did someone from the empire get here?”.
Everyone in Eden was mainly from the Frostlands except for David and his family who are from Eshnar. Therefore they were all curious where this man came from. Nobody here really has a major issue with someone from the empire it was just confusion and curiosity.
With a strong noble voice, the young man made his case, “Although I only arrived at Eden today, and it may be presumptuous for me to request to join, but I am hoping to lend my assistance." He then started pointing towards the other people that stepped forward.
"You currently have a Duke from Eshnar who will be good for politics and city management, a commoner merchant from Eshnar to manage commerce and give the perspective from a commoner point of view, and the princess from the Frostlands who knows about royalty!
Although I’m only a lowly baron I have a different perspective to provide from the upbringing in the Empire and I’m a knight so I can help train a military!”
He took a quick gasp of air from speaking so quickly. The pressure being emitted from Victor was no joke. Everyone around could only silently clap in awe at this man’s courage to say so much in front of such a godlike existence.
While Victor was pondering on the speech with his sinister meter-long claws rubbing his chin, an elderly man named George stepped forward. Everyone parted to make way for the man. He had quickly become one of the most respected Eden residents for running the ‘Wisdom Inn’ and being an upstanding citizen and a respectable gentleman.
“I personally talked with Mr. Leon Reed here for the last few hours over some drinks. He was incredibly fascinated by your work here and sincerely wished for him and his family to join no matter the cost. Although a little too motivated by power and fame I think in time he will become a valuable member of Eden.”
Victor also respected the man and only needed a slight push to accept the young man’s application. After all, if he turns out to be a useless person he can just kill him later.
“Very well Leon, I saw you fight against my golem earlier today and it was a very interesting battle. Your battle skills are indeed decent and you do raise good points as well. Having two men and two women with various backgrounds and expertise is very important!”
“I will allow you to join and use this period to test your loyalty and capabilities, do not fail me.”
The young noble bowed deeply “Yes my lord!”
“Excellent! From this moment forth you four shall be known as the Grand Council!”
“Alice will be head of commerce and the merchant’s activities.”
“Leon will manage the army and help me come up with security measures.”
“David and Luna will help me plan out the city.”
“Yes, Lord!” They said in unison and bowed
Victor then presented Leon and David with gold cards. Alice and Luna already owned ones so had no need.
"Residents of Eden do not fear if you didn't step up this time, in the future black cardholders can ask to join the council, and if all other council members agree to the decision then they will be welcomed with open arms!"
All the residents of Eden clapped for their new council members, not a glint of greed or jealously could be seen! All of these residents were good upstanding people who had let go of such worldly emotions. They lived in floating paradise-like gods! What more could they ask for?
