These four people would be forming a small council that would help him govern the castle. They didn't look at him as a true King, but that would change very soon.
As Abdin sized them up, they were doing the same thing to him. Each was putting up the indifferent-face facade, but deep down every one was just scheming.
Sulat was the town head of Wuran. He didn't have the power to take over the castle now or anytime shortly, but he had his plans.
'Haha... I have already sent men to Biyakis to inform them of everything here.'
He glanced at Renga and couldn't help feeling excited.
'This idiot thinks I'll be depending on Commander. I will eventually let the great emperor take over this castle, that should earn me a great favor from the emperor. With my new cultivation, I can even take on a role in the emperor's council. You all think I'll give away my town for some stranger I didn't know a month ago?'
Despite having these thoughts, his face had nothing but smiles as he bowed his head obediently. He showed the most courtesy toward Abdin. "Your majesty, we are all here, what's your order?"
Abdin just looked at him. He didn't know what the man was thinking just now, but he knew that not many of them would have a clean heart toward the castle - it was inevitable. Most wouldn't be in the castle right now if not for the spirit ki and the plague.
"I shall appoint three seats in this council. A battle commander that would overlook all the cultivators in the castle. This position should be responsible for guarding the entrance gate, the walls, and the security in the castle. Which one of you thinks he can do this job well?" Abdin looked at them one by one.
Sulat immediately raised his hand. This seat would serve his purpose of betraying the castle just fine. Once he was overlooking the security at the entrance gate, he could secretly let people in and out of the castle. "I think I'll be able to serve Commander with this role. Your majesty, as the head of Wuran, I have been commanding my forces for several years now."
Renga sneered but didn't speak. He should listen to all three seats before speaking up, or else he could miss an important opportunity.
"How many men do you have in your army back then?" Abdin asked.
Sulat answered proudly, "650 men, your majesty."
Abdin narrowed his eyes as he thought of a problem. These 650 men were mostly living in the castle now. Renga also had his army. This would give them control over the castle. The first thing he ought to do was take away this control from them.
"There are thousands of ordinary people that need food every day. We need someone to manage our keep and resources, especially our farms."
Cemu raised his hand. "Your majesty, farming is my area of expertise. My small village specializes in rearing and farming. As per your orders, we have taken all the grains in our reserves and brought them here. It can last all the people in my village a complete year."
Abdin nodded slightly. Small villages provided food for the sects in exchange for protection. So it was only natural for them to excel in this area.

"We also need someone to head the education sector. We have all come from different backgrounds. Education is the only thing that can unite us. We will open at least two cultivation sects and educate our people. We will focus more energy on making our young ones cultivators. With the dense ki in the castle, everyone should have the right to cultivate."
Tairen smiled but stayed silent. This seat should belong to him. But he wanted to see who the Commander would appoint. At least that was the order given to him from the sect.
Abdin swept his gaze across the room before he sighed. Had Juwaira been around, he would have left her with this task so he could continue his cultivation.
"Renga, you shall be the battle commander. Let Sulat be your deputy. I want you to divide everyone orderly for the allocation of accommodations. We have too many people, so let it be two families per apartment. You will be guarding every inch of our walls and the gate for twenty-four hours a day. Let nobody get in or out without my explicit approval."
Renga bowed. This was his first time speaking in the council. "I will obey your instructions, your majesty."
Abdin didn't mind them calling him 'your majesty'. He'd been called all kinds of titles in the past. This was nothing to him.
Sulat frowned for a second before he quickly smiled. You wouldn't see it if you hadn't been looking. But Abdin had been observing everything with his spiritual sense. People like Sulat weren't grateful, no matter how you treated them they wouldn't appreciate you. Abdin had invited him into the castle for free and even appointed him as the deputy to the battle commander, but he was frowning just because he didn't get the leading position he requested.
He laughed wickedly in his mind. Soon he would fish such people out and deal with them.
"Tairen, you will be leading the education sector. In the meantime, you can use the system used in your sect to establish the academy. I need the number of teachers and classes you will need, you have three days to bring the list to me."
Tairen nodded. "Commander wants to build his kingdom. I don't have a problem with that since I have already agreed to work for ten years for you. But I have some advice."
Abdin gestured for him to continue.
"We are currently living on the land belonging to Duna, which is under the jurisdiction of our Will of San..."
Abdin glared at him.
"I know, I know we have already discussed this thing several times, but there's something I must say... You have taken people from Biyakis." He glanced at Renga and Sulat. "Don't you think Biyakis will show their discontent? Additionally, all the towns and most of the villages here belong to them. Although this is just the border, you won't know how they will react. I'm still just a disciple of Will of San. I just want to say that if Biyakis come for you, we won't be able to stop them. Will of San can't afford such a conflict with the largest army in the land."
Abdin glared at him impatiently. "Is that all?"
Tairen was startled for a while. He took a deep breath and nodded. "That is all."
Abdin turned to Cemu. "You'll look over our farming sector for now. I want the list of all the things we need for the next two weeks. Compare that list with everything we have in the castle right now. I want to see the difference. We may have to allow people to sell their extra food and water before our farms start functioning. I'll give you the coordinates that will be used for digging wells and farming. Two-thirds of the water from the wells should go to the people. The rest should be used for farming. Also, you should discuss with Renga to select people that would be going out to hunt for food."
Cemu stood from his seat and bowed deeply. "I will try my best, your majesty."
Sulat silently clenched his teeth. They had asked for positions together with Cemu, but he didn't get what he asked for. Among the people in the room, only he didn't get a leading position. It was only now that he felt his decision to send a message to Biyakis was right. He was segregated even from the beginning. Despite being the deputy of the battle commander, he would find a way to open the gates when the time came.
Abdin took a deep breath. This was only an introduction to his plan to build the greatest kingdom the world had ever seen. The castle was just in its infancy stage, it didn't expand even once. Both the dangers and the opportunities posed by the castle were now at the minimum.
He waved his hand and adjourned the council. Fortunately, this wasn't the first time he created a kingdom. Building cities was something he excelled at doing. So, despite his incessant frowns, he wasn't worried about building the castle. His frown came from the disappearance of the princess.
Sigh.
