Gark stood frozen watching Silve swing lightly in the wind. Another friend died due to conflicting interests from within. It took him a moment to notice the right side of David’s upper body seemed to have been leaking fire. Instinct told him if things did not calm down soon, more death would occur. And that is not what Unity needed.
As David began to take a step further, Gark grabbed his left shoulder to hold him in place.
“ I believe it is my turn.”
David turned to him and nods after a second, allowing Gark to take center stage. To his surprise, the crowd was not as riled up as he thought they were. Many were terrifyingly entertained by what happened. A good number were also confused and some were entertaining terrified by what just happened. Then there were the looks of some who seemed happy. Which worried the lycan the most.
“ People of Unity. I am Councilor Gark. I know many of you are full of various emotions right now. Later this week, once the first constructed district, or district 8B has been finished, we will begin holding elections for said district. There are three positions available. The first is the warehouse district counselor position. The second will be the Captain of the Guard for the district. The third and final position will be General Inspector.
The warehouse district councilor will join the council along with myself and Lord David as well as the next dwarven representative, once that individual is selected. And before any complaints about unfair favoritism, The dwarves are the backbone of our mining and crafting of our citadel. Which we expect to take over a hundred years. They also craft the majority of the arms and armor for the military and civil guard of this fledgling nation.
Now for those curious, the counselor position will be paid from future taxes, but they have no control over how much they earn. In addition, their power is limited and if found being abused at minimum banishment from Unity and all allied lands will be wrought.
As for the Captain of the Guard position, volunteers will be asked to run. Each member of the guard can only run twice for the position among the eight planned districts. And in the future, when the need arises new votes will be helpful for additional captains of the guard. Do note, all volunteers will be screened by the council before being allowed to run for Captain. And once all the districts are finished, a commander of the guard will be elected from the eight guard captains. Naturally, we will hold a new vote for their replacement as well.

Lastly, the Inspector General will be in charge of making sure no structures become in disrepair or no illegal modifications are made. Digging underground is outlawed, save for authorized laborers on authorized assignments. The reason for this is the carefully crafted and designed sewer systems. This system is designed to sanitize waste. One part of the Inspector's job is to make sure alchemists and other professionals dispose of their waste products. The Inspector will work directly under the council.”
Gark took a few deep breaths as he allowed his audience to talk about this. Then he turned to walk past the line of hanging dwarves. Smiling sadly as he passed Silve. Knowing the councilor idea was his. As soon as he got to the last of the caged prisoners, those that were only conspiring against the state. He then turned back to the audience.
“ Finally, we come to those that merely conspired against us. We of Unity are not unfair. The dwarves that hang were responsible for causing the deaths of so many or took responsibility for not stopping them.”
Gark paused and turned to look at Silve again. Resolve burned in his eyes as he turned back to the humans in the cage. With a deep sigh of regret, he turned away from them knowing he could not kill them.
“ These men and women made it clear that our, no your sacrifices were not enough for them. These men were not on the wall. Who did not stand their ground when death came for them. Not like the First Dreadnaught. Not like the Dragon Princess. Not like the Juggernaut or the Mastersmith of Armor or the Sage of War. I am ashamed my tribe could not have been there. The rules did not permit it. But we gave aid in medicines and the dwarves gave aid in arms and armor. And that fight left many scarred...”
Gark made a gesture toward David, who still had the burn scars on his face.
“ And left many more dead. And to these men who do not appreciate their sacrifice or the beastkin work to make homes for so many. Or the dwarves work in mining stone and ore while crafting the seat of our new nation. No, these people only wish to seize everything we have worked for, for themselves. To splinter us as a people and make us weak. [For only UNITED can Unity stand!]”
Gark nearly jumped as he began hearing cheers from the crowd. Not only from his people but from the lionkin and rabbitkin as well as dwarves and even the humans. He could not help but look at David, who was just as surprised as the lycan.
After another minute Gark raised his hands for quiet.
“ So we have decided, if they do not want to be here, then they shall be [Banished]!..”
