A year has passed since the birth of the hero.
The Second Hero Countermeasures Conference was held in Graziest, a city in the Kingdom of Graze. Raniester was the chairman of this conference. To avoid information leaks, the secretary who had served in the Kingdom of Bilderna last time was once again in charge of writing.
The palace was a different design from that of Bilderna, but it was spacious and beautiful, perhaps due to the active diplomatic relations between the two countries. Kratos sighed as he felt the difference.
"Well, this time we would like to discuss new discoveries made over the past year, the current progress, and any remaining issues," Raniester coughed softly before continuing. "Firstly, the former hero's retirement home that I mentioned a year ago is unfortunately already abandoned, and the armor has not been found. We don't know where it was hidden, or it may have been stolen by thieves. There was a mention in past documents that the hero's descendants remained, so we went to ask around, but it seems they didn't even know that they were the hero's descendants, let alone the armor. We are currently searching for the whereabouts of the legendary armor."
The other six leaders groaned. Judging from Raniester's expression, they thought there was a good chance the legendary armor would not be found.
Raniester started the conversation.
"Emperor Claude Oruganov, have the giants been found?"
"We've formed a search party, but we haven't found any traces of the giants, let alone any footprints. I told you not to get your hopes up, as this is merely a rumor."
"I see... Then how is the status of monster breeding in each country? In my country, we have completed our breeding facility, and we are gradually getting ready to increase the monster population."
"My country is doing the same," Albeini of the Brannor Lawful Country stated simply.
The other leaders nodded, but only Fenbach of the Girard Union raised his hand slightly.
"Because my country is an allied nation, we are unable to make adjustments in terms of costs, and so we are somewhat behind schedule. Some countries are skeptical of the hero's story. But we are making arrangements with each country so that we can complete it by the end of the year."

"Thank you in advance," Raniester continued. "Also, when should we send the writer?"
Tania Fuji of the Ittsukuni Democratic Nation raised her hand, raising her black-rimmed glasses with a quick middle finger. "There are still 14 years to go. By then, the preparations will be complete, and the world situation will have changed. It won't take a year to travel the whole world. I think it's fine to write the scenario at the last minute."
"I agree," said Ronowa of the Republic of El Sant, raising his hand. The other leaders nodded.
"Then let's gather writers and write the scenario about two years before the hero awakens. Also, this is my suggestion, but can we make effective use of the caves that have been developed?"
Silence fell on the large conference hall. The leaders had been pondering for a while, but voices of support began to rise.
"It's certainly useful. It would naturally be easy to request the extermination of medium-level monsters."
"It would also be natural to hide items, weapons, and armor behind the monsters."
Young Fenback raised his hand and continued.
"Then let's make a treasure chest..."
"No, that's why I said it's unnatural," Raniester flatly denied. "Also, regarding this anti-hero conference, there have been some voices saying that we should hold it once every three years. What do you think? Those in favor, please raise your hands."
Six of the seven raised their hands. Fenbach, who remained, also raised his hand late.
"Then let's hold the next conference in three years. However, I would like to send a letter to King Kratos once a year to update him on the progress."
Kratos raised his hand and said.
"There are fourteen more years, but the Ittsukuni Democratic Republic, the El Sant Republic, and the Jiral Confederation may change their representatives, so I would like to see an anti-hero organization formed in secret during the current administration. We should proceed with the discussion with these members as much as possible."
The three leaders nodded.
"Anyone else have any opinions? If not, I would like to conclude the Second Anti-Hero Conference."
