Somewhere in the capital was a black market and the rest of the underworld, behind them were people known as Tongs. Their inner workings were a mystery, there was rumored kin of Tongs, etc. But no one dared to ask and simple people did not care as long as they were left alone.

Tongs were very particular organization, they valued peace so they never tried to cross their hands with government and usually tried to stay on its good side. Which meant that their range of activities was border legal. The government too knew about them and how big they were, and they did not mind to have another dog who could deal with other organizations like cults of “evil gods”.

One of such cults happened to work together if one of the many gangs of the capital. Cultist provided them with drugs, elixirs, magic scrolls and the like while the gang provided them with fresh components and security. It was a perfect mutualism.

One night cultists were preparing to summon a servant of their god so they would get a boost in their magical power. As all people know, to prepare a proper cultist ritual you need to be sky-high. Which mean that at the day of the ritual every person inside the building was as high as a kite not only from drugs but also alcohol.
