How do the Skills and Job Classes work in RotOK?
I grew up in the 90’s so the biggest RPG games of my childhood were Final Fantasy Tactics and Diablo II along with two lesser known titles, Legend of Legaia and Xenogears. While the latter doesn’t quite figure into RotOK, the other three have heavily influenced the way that Classes, Skills and Spells work. FF Tactics’ Job Classes were the most fun I’ve ever had when it comes to character customization and Diablo II’s builds were the first example of endgame optimization I’d ever come across. Legaia’s “legacy” hasn’t factored in yet, but suffice it to say, it does.
I haven't put together a total skill/spell/ability list (although I am getting there) for every class. I do have them for the main characters because this also helps me set rules to what these characters are capable of even if I haven't stated those boundaries in the story. This way, even if I don't outline what every character is capable of (or isn't capable of), I can pull back when I reach their limits and give my readers a soft idea of what each character's limits are.
For example, here's Hana's Job Class Tree along with her Skill Tree. Note, she doesn't have all the skills listed here. These are all the skills available to her thanks to her job classes. She has none of the No Class skills nor does she have Warrior's Call or Rally Charge which is an aspect change of WC.

Each Job Class generally has three Skills split into one of three categories: active attack, active defensive, and passive.

Does everyone get the No CLASS SKILLS by default? Or do you have to use your points to get them?
Skills in this world are only unlocked by investing Skill points in them. Every Skill can be leveled up further by investing more Skill points into them.
Of course there are Aspects that change how Skills work. For example, [HARDENED SKIN] increases a person’s Endurance. But a later Skill, [MIRROR SKIN], further increases Endurance along with defense against magical attacks for another class in the Fighter tree.
(During the BLACK SHRINE story arc) why has it been 20 years for everyone else and only 3 years for Jinyoung?
The honest truth? It’s been 20 years for everyone including Jinyoung himself. But as far as anyone can tell, Jinyoung has only aged 3 years.
(During the Start Over story arc) A mid-boss that level tens are allowed to take on can shrug off the shield bash from a shield focused level 52???
The armored attribute reduces damage from physical attacks along with any related effects. This could be crush, break and knockback effects.
Under normal circumstances, Hana would be able to take on this monster by herself no problem. But this is a training exercise. Her goal isn’t to complete the quest or kill the monster, it’s to evaluate the cadets and give them a chance to engage in battle. That’s also why the cadets are the ones to land the killing strikes and not Hana or Jinyoung.
Remember, Hana is a level 52 shield knight. She’s definitely got more skills than just [shield bash]. She just chooses not to use them for the time being.
