The school system was created in order to nurture the talents of the future first and foremost. As such most schools are centered on focusing in one field and nurturing them as best as possible. They invite retired [Heroes] and [Villains] to teach, and sometimes they even invite active ones.
There is an understanding that no fight will be brought into the schools. As such you can find some schools having old [Rivals] as coworkers, most try to prevent this as much as possible.
And some schools like to present themselves as a [Hero] or [Villain] program. Of course, the [Villain] ones tend to be more hidden than the [Hero] ones. There is however a few public [Hero] schools that invite civilians to see their festivals to get the students used to being in the spotlight.
While some others prefer to be totally hidden from outside influence, usually those tend to be the more [Villainous] ones.
There are four famous [Hero] schools and seven [Villain].
* Valor Institute
* Guardian Academy
* Justice Academy
* Titan Academy
These four focus on nurturing young Heroes and give good advice on the matter, Valor Academy even has an active internship program that allows them to have easier access to [Sidekick] work. While Titan Academy focuses on following the example of [The American Crusader] of no compromise against what the [Hero] deems as injustice. They don't allow the students to work as [Sidekicks] so they have a harder time growing as [Heroes], but those that manage tend to be a powerhouse.

On the other side...

The Villains have more on the popular side to choose from, among them only one outright accepts the [Tainted] in their group, and there are rumors that they invite quite often members of [The Hydra's Fang] to give counseling, that is also the only academy that outright admits that they will help the student to try and get a job as [Hero] if they wish so.
There are very few schools that accept mixed students from both sides of the power (Powered and Mages), among them only one is actively being sponsored by current [Heroes] and [Mages]. And that is The Mystic Powers Institute
Leadership:
The Leadership of the schools usually is in the hands of a former [Hero] or [Villain] of above A-Tier rank. In the case of being a school centered on the magic side, they don't accept the power marking and instead use their own system. This means that while the director tends to be a [Archmage] this doesn't translate into him being the more powerful.
There are plenty of examples of a weak archmage leading A-Tier Mages, but there aren't records of a B-Tier Archmage losing to an A-Tier Mage, as such most mages don't mind this setting. And the [Council of Magical Girls] ensures that anyone that wishes to find a problem with this isn't able to work as one of them.
The Mystic Powers Institute, once again is an exception to this rule, as Hendrik Hamilton doesn't exhibit any type of especial powers, neither from the powered nor the magic side. He is, however, far from a normal human if the reports are to be trusted.
Social Prowess:
Since most schools (Both [Villain] and [Heroic]) have graduates in positions of powers, most schools enjoy plenty of social power that allows them to ignore most law enforcement as needed and permits their students to flex their powers in public settings getting away without having to wield any identification for their type of power.
This allows them to walk away from what one would get in prison time most of the time and allows them to not be marked as [Villains] or [Vigilantes] while working as [Sidekicks] or [Heroes/Magical Girls].
Once again the Mystic Powers Institute is an exemption since they don't provide that cover to their students, forcing them to register and use the local way to recognize metahumans. Most of the time they provide said methods in the form of the [Bracelet] the Saintsworths Conglomerate creates..
