Much is unknown about his power, as there is none other similar to him. However, it is believed that he may not be fully connected to it. Whether that is from inability to reach it or by choice is unknown. It's predicted that Laeotel, when utilizing his full potential, would be able to conquer worlds and civilizations alone.

Laeotel's arrival to Earth is shrouded with mystery. He was apprehended wandering aimlessly through a desert in Nevada, where he was taken to (REDACTED). At (REDACTED), he would meet TOM3-E7, (evaluation in dossier). The two would form a bond and would escape, becoming private mercenaries. The situation surrounding his home world is unknown. Any attempts of contact have not been responded to. It's believed they may be extinct, with Laeotel as the last surviving individual of his kind.

THEORY: An extinction event wiped out Hjallarhelm, which Laeotel managed to escape from. A plague or a civil war seem the most likely scenarios.

In the following years, Laeotel and TOM3-E7 would become mercenaries of the highest echelon, completely contracts with worldwide implications, which only him and TOM3-E7 had the capability of completing. The two of them would become known internationally after completing a contract to rescue the U.S.S President Hardwell Regis. His current allegiance is unknown.

TOM3-E7, otherwise known as Tommy, is the creation of a revolutionary military project, constructed a few years before the Second Great War. His creation was a joint effort of the greatest minds of the entire Earth and is the pinnacle of human creation. With a classified alloy exterior, coupled with excellent agility, there isn't a weapon that exists on this planet that would be capable of destroying TOM3-E7. The exoskeleton of his arms and legs are equipped with the ability to morph into any weapon or tool that he desires. Coupled with internal ammunition printing, TOM3-E7 can fight against the scales of armies without need for resupply. His operating unit is the first ever sentient technological creation. Being designed specifically for combat, lacking morals would normally be preferred. However, it was believed having the thought processes and intuition of a human would allow him to make proper decisions in "grey area" operations. With this, he has taken to a comical, and exuberant personality, which he seems to have developed on his own.

After his creation, there was dispute over which country would be able to claim him, since nearly every nation had a hand in his development. He did not wish to be a pawn for any one country and would leave government custody with Laeotel (evaluation in dossier). In the following years, he would become renowned worldwide for his involvement in Operation Hardwell. His allegiance is unknown.

Laurel Morgan is a powerful mage who has mastered her craft and can conjure just about any spell or incantation she wishes when it is needed. There is no limit to her casting, no source to pull from, so she is uninhibited by resources, only by stamina. The caveat to her powers is the requirement of a conduit to deploy them, which are her hands. Conventionally, restricting her hands would nullify her ability to cast, but another means could be used, if she could find a way to pass energy through it, i.e. an object or another person.

At the age of 5, she started to exhibit an inclination for the arcane. Magic manipulation cannot be taught. An individual must be born with the ability to reach beyond the physical realm. According to theory, a child born with the ability to do this only happens once every 100 years, making them extraordinarily rare. Soon after Morgan began showing abilities, she was sought after by the previous generation's sorcerer, Anders Lovic. Morgan's parents gave her away to him, as they now saw her as dangerous and unnatural. She would go with him to Iceland where he would raise her and teach her how to use her powers. When she turned 18, she would set out to travel the world. Her whereabouts have been unknown since the start of the Second Great War.

Morgan became known amongst some when she allied with Laeotel and TOM3-E7 (evaluation in dossier) during Operation Hardwell, but declined to receive public recognition for her efforts, leaving the general population unaware of her. Her current allegiance is believed to be neutral.

THEORY: It's rumored that Morgan and Laeotel have developed a relationship after their time together in Operation Hardwell and following years. (Expand once more information is collected.)

Francis Tolomongo is a very conscientious individual, who is in touch with his inner peace and mental fortitude. He displays and adept ability of calmness and mental sharpness, that which could be compared with the oldest and wisest monks in history. Tolomongo has the ability to shapeshift, making him one of the most unique enhanced ever, with only two other confirmed shapeshifters ever existing. He can alter his gender, age, height, weight, skin, and voice. In addition to altering his human form, he can take on the characteristics of animals. However, this is seldom employed due to the fact that when morphed into an animal, his mind shrinks to that of the animals as well, greatly impairing his cognitive reasoning. Tolomongo's shapeshifting also allows him to change his skin to different types of materials, such as metals and rock. This allows him to have superb durability and strength in combat. Combined with the ability to expand his size, which has been observed to a maximum of 13 feet in height, Tolomongo can display unparalleled strength.

Tolomongo spent his younger years as an orphan in Oakland, California. He would use his abilities as a con-artist, but not for high scale theft, but rather for survival, often only taking food or small sums of money. Undercover intelligence would learn of his existence when he was a young adult, and offer him a position in military special operations, an alternative to get him off the street. He would decline, but would soon change his mind and accept this offer following the birth of his daughter, Sienna, as a more stable way to provide for her. Information about the mother is unknown, only that she is now deceased.

Tolomongo was a participant in the Second Great War for the U.S.S., up until the death of his daughter. Since then, Tolomongo hasn't been seen and his current allegiance is unknown.

Boone Carter, in the literal sense, is a human battery. His inclination for absorbing energy and redirecting it is unprecedented. He can draw power from all kinds of sources, such as the Sun, electricity, nuclear energy, and even from other humans and animals. When he absorbs energy, most of it becomes permanently stored, effectively increasing his power indefinitely. Only extreme and strenuous expulsions of energy will cause him to lose power. However, not exercising his power regularly can cause his energy to degrade.

Carter was born as the result of an experiment by his parents, who were theoretical scientists. They genetically modified his embryo to give him his abilities and intended to use him for financial success and fame. This is apparent by the social media accounts created about him by his parents, where they often made him show off his powers for video footage. However, while still at a young age, an accident would occur that lead to the paralyzing of his mother. This would lead the father to resent Carter and abuse him for the rest of his childhood and teenage years. The day he turned 18, Carter fled across the border to the U.S.S. and enlisted in the military.

THEORY: Carter has become addicted to energy. Consumption of energy often destroys what Carter is drawing from, meaning he must always be searching for new sources. Violent signs of his withdrawals has been observed in the final years of his service.

During the Second Great War, he fought for the U.S.S. He now spends his time currently tending to his terminally ill wife, Miriam Carter, who is dying of cancer onset from radiation poisoning. Her condition lends the assumption that he is no longer in allegiance with the U.S.S.

Rayshe Hall is the current Vice President of the United States Supreme. He is expected to run for President when current office holder Hardwell Regis finishes his second term. On a physical level, Hall is one of the most dangerous people on Earth. Each of his arms, starting at the elbow down, are blades about half a foot in height. His appearance of hands and forearms are merely an illusion. The illusion, however, is practical and has use of the hands. Hall can move at a speed of roughly Mach 1.1. Perhaps his most lethal ability, however, is the screaming voices inside of his head. He can project these voices into the minds of others, and when a regular, not enhanced individual is afflicted, they can completely lose control of their minds within seconds. However, this is also causing Hall to slowly lose his mind as well.

Hall's parents were both enhanced individuals, which is where he inherited his powers from. They were also both politicians, his father a senator and his mother a supreme court justice. He would have a wealthy and easy upbringing and was on track to be the next great politician of his family, with aspirations for presidency. However, at some point in his early 30's, an sudden and drastic shift in his behavior would occur. The reason for this is unknown, and since then, Hall would become brash, violent, and borderline unstable.

THEORY: Hall was desperate for more power, which lead him to a global search for lost and powerful artifacts and/or weapons. At some point during these expeditions, he would encounter something with malicious essence that would infect his psyche and cause the shift in behavior.

Based on his current psychiatric evaluation, in the event that he is elected president of the U.S.S., it is predicted that he will be aggressive and unforgiving in his diplomacy.
