RE: Pixie Chix, a.k.a Claire Fischer and Her Connection with Lord Octavian
Introduction
This is the third report on those closest to Lord Octavian. Unlike Carlos Vega and Elizabeth Carlyle, however, Claire Fischer has very little connection with the other members of Octavian's inner circle before System Integration. Claire Fischer was a student at the University of North Carolina before our arrival, yes, but she never met Carlos Vega or Elizabeth Carlyle before then. It is my opinion that, during the turmoil immediately following System Integration, Claire Fischer made contact with Lord Octavian and fell under his influence. This suspicion is supported by the video provided by Hellman upon his return to Genesis.

Brief Biography
Claire Fischer was born in Mecklenburg, North Carolina in 2004 to a middle-class family. She received two citations for speeding in 2022, and her medical records suggest that she is psychologically unstable. As we frequently see among those who fall under the influence of the Conquering Horde, Claire Fischer has a pathological need to resist authority. In 2020, she plead guilty to misdemeanor shoplifting. This charge was officially removed from her record, but we had little trouble digging it up.
Suggestion
Now that we have a baseline understanding of Lord Octavian's inner circle, I have a guess as to his identity. When Hellman landed in Chapel Hill, his chest camera managed to record Carlos Vega, Elizabeth Carlyle, and Claire Fischer. There were two other men present in that room: Vincent Blackwell and Simon Torricelli. It is my belief that one of those men is Lord Octavian. We have no lead on Simon Torricelli's present location, but we have plenty of information regarding Vincent Blackwell a.k.a. Vinzadir. It is my suggestion as [Warden of the Fifth Town] to launch an investigation into Vincent Blackwell and, if we find any evidence tying him to Lord Octavian, have him quietly assassinated while he stays in the [Fifth Town].
