Elias is a deep-cover operative for the human planetary government of Dangorod, embedded within the pirate outpost of Binary Bloom for years. His primary role in the story is to reveal the true significance of the crew's recent actions to them. He serves as a bridge between the crew and the larger political landscape, offering them a glimpse into the potential consequences of their success.

Goal

Elias' ultimate goal is to disrupt the power structure of the pirate underworld and ultimately weaken their hold on the fringes of human space. He sees the crew of the Rusty Bolt as a potential catalyst for change, offering a chance to deliver a significant blow to a specific pirate organization.

The goal his government has in mind for him, however, is different. For the foreseeable time they need the pirates as humans are too weak to officially engage with most of the alien races in conflict. Dealing any blows to them via piracy means plausible deniability.
