Chapter 18

It was one thing to hear about the massive armada that housed an entire species in space and another to actually see it person. His eyes tracked the massive Migrant Fleet as they poured out of the relay they’d designated as their meeting point. With the sheer amount of ships going through the relay it was effectively jammed and ships not owned by the Quarians had to wait their turn. Thankfully, the Citadel was more than happy to listen to him as he decided to lend a helping tentacle towards the Quarians.

“That’s a lot of ships. Can we add some quarians to the harem?~” Jinx piped up from her perch as she gazed up at the dark sky above. His Avatar, Raven, and Jinx were currently surveying one of the new continents he raised when their guest arrived. Far from the lights of his main island, they could see thousands of gleaming lights each representing one ship from the Flotilla.

“For the last time, please don’t call our family a harem,” He groaned as he reached up and pinched the bridge of his nose.

With a wave of her hand, Raven opened a portal from his surface up to the tentacle to meet up with the delegates. His large avatar quickly followed his girls as they stepped through.

The moment they got into range to his senses, one thing immediately stood out to him. Was this really all the Quarians there were? He could only feel a couple of millions, barely more than some of the bigger cities of Earth. Was this all that was left of the Quarians? His thoughts would quickly be derailed as he sensed one of the larger vessels move.

From the flotilla, an impressive yet ancient warship separated and headed straight for him. Reaching out with one of his minor tentacles, he latched on to the docking side of the ship and formed a crude, yet effective, way to connect with the ship. He could feel the microcratered pocked and rusted hull of the ship groaning from the contact despite how much give he had with catching the vessel. He had underestimated just how badly the ships were in need of maintenance. If this was one of their more well maintained ships he dared not think of how fragile some of the older rust buckets were.

The hollow tentacle filled with air and quickly equalized in pressure with the vessel. He made sure to keep the tentacle as sterile as possible out of courtesy. Flesh molded up against the side of the ship as he formed a set of stairs leading to the doors of the mighty vessel. The hatch soon opened and there they met their first quarian.

Flanked by a cadre of heavily armed guards was the cloaked form of Shala'Raan vas Tonbay. She certainly came in style as she wore quite a stylish and vibrantly colored suit which reminded him of Tali’s; must have been a coincidence. His attention was quickly taken when he started feeling them up through his senses to check for the subtle signs of indoctrination. He didn’t find anything out of the ordinary, but he noticed something about male Quarians or, rather, the lack of one in the ship in front of him. He wasn’t quite sure what to feel when he sensed every last quarian on board was female. He had to suppress a groan as he turned his attention back to the representative.

There was some hesitation as the representative of the Admiralty Board reached out with her feet to feel the flesh floor before stepping out after finding it far more solid than it appeared. His avatar and Raven stepped forward to meet them, “You must be Shala'Raan vas Tonbay, I’m glad that the Migrant Fleet considered my offer,” He greeted as he extended a tentacle for a handshake.

There was a pause before the woman reached up and shook the offered hand, “The Migrant Fleet extends their gratitude to Nevermore and their queen, Raven,” She replied as she gave him a firm and solid shake. I would also like to extend my personal thanks to you. Your safe harbor means a lot to my people. I am in your debt.”

“It’s fine, don’t worry about it. I’m just doing what’s right,” He waved it off. Yes he did have other motives, but for the most part he was merely doing what he felt was right

“Still, I insist. Being unable to repay the kindness of my host would make me a horrible guest wouldn’t it not?” She replied as amusement lit up in her eyes.

He raised his tentacles in surrender as he then proposed, “If you really want to repay me then how about you and your crew join me for a meal. Our resident huntress hunted and prepared a meal for you to enjoy,” With all the new land he had, he had more than enough space to create a whole safari, not just a single island for hunting.

The woman tilted her head at her before she answered, “We certainly wouldn’t mind.”

Convincing the Quarians that it was safe to remove their suits was a bit tricky, but curing one of their crew members that was suffering from a mild case of stomach ache and other ailments made them reluctantly remove their masks. Seeing their faces without their nearly opaque mask he could see that they looked akin to humans and Asari, though purple. He observed that they did look more human-like with their hair, yet there were obvious differences with skull ridges extending from their hairline to the top of their heads.

“I never thought I’d live to experience having a meal without my mask,” Shala’Raan marveled as she took a bite from the violet colored steak and let out a slightly undignified moan. It was the Turian’s equivalent of beef and he could feel it practically melt in his mouth. Turns out, not only did Octavia loved to hunt, she was quite the chef as well.

Currently, all of them were in the dining hall of one of the prefabricated and empty shells that could one day house a resort. The amenities were proving to be quite the hit with some of the quarians opting to go test out the hot spring now that they weren’t burdened with their suits while others chose to explore and see what the island had to offer.

He shifted his gaze down below and watched as Octavia and Jinx loaded up trays of food on the tentacle monsters he was using to serve the guest. They were the only girls currently present to meet with the delegates as Benezia was still recovering from her ordeal while his harem of Asari were out in the greater galaxy gathering the Ardat Yakshi as well as serving as his envoys to the various companies that are now finalizing their details and contracts before they moved in to his surface.

“It’s nothing really, mere parlor tricks to what I can really do,” He chuckled as he took a bite from his platter. While he could have not eaten, he still enjoyed the taste and it did serve to test out the various ways he improved the digestive tract as well as his senses.

“If that is just a parlor trick then I can scarcely imagine what you can do if you truly wielded your abilities to its full potential,” She commented as she took a sip from the wine he made from the fruits he had imported from Palaven. Replicating the conditions of Palaven was hard due to the immense UV radiation that most plants from that planet were exposed to, but weakening the innate physical resistance they had to such damage certainly mimicked it well enough.

“Oh it certainly is useful which, brings me to something I’ve been meaning to offer you,” He said before he leaned forward and made his pitch, “What if I told you that I can permanently make it so that your people would no longer need to wear your suits ever again?”

Shala’ran choked and coughed as she swallowed a piece of meat down the wrong pipe. Thumping her chest, she managed to get it down as she looked up to him in bewilderment. Without her mask, he could see her expression much more clearly and he saw a glimmer of hope and need in her, “I beg your pardon?” She asked as she wiped a tear from her eyes.

“My husband's powers are far stronger than they appear,” Raven whispered as she held up her right arm before picking up a knife from the table. Shala’raan gaped in muted horror and fascination as Raven stabbed her own flesh with barely a wince before slicing her arm open from her wrist to almost all the way down to her elbow. A small trickle of blood was all that flowed out of the supposedly horrific wound as it closed up like the zipper of one’s cloth. “Shala’raan, I offer your people not only a safe harbor but also offer a chance to live your lives like any sapient deserves to live; that of Life, Liberty and the pursuit of Happiness. Not only that, I’m even offering your people sanctuary if you wish,” He offered her and she could see that he was getting to her as she looked down and bit her lips. Without their mask to hide from, Qurians were surprisingly expressive, he observed, “My land is devoid of people and yours have no land to call your own, so why not offer something that would help benefit us both,” He further elaborated. He was coming in hot and fast but he was impatient, especially with what was ahead of them in a few years time.

“No people should be deprived of the chance to find a home of their own. We have more land than we can ever want, why not take your chances here?” His wife added with a soft smile. Call them both bleeding hearts, but the plight of Shala’Raan’s people was just not something he would wish even to his most hated enemies. To lose one home was traumatizing enough, but to be forced to run to the very ends of the earth with nowhere to go? It was simply cruel.

“I-I mean no disrespect to your offer but certainly, there must be a price to this?” She asked as the initial shock soon wore off. She became more guarded and tense as she looked at them for any tell, almost desperately asking them that this was no lie.

“I would be lying if I didn’t have something to gain from this,” He admitted and he could see the woman’s tense shoulders relax a bit. After being taken advantage of for centuries, he could not fault them for being cautious with such a generous offer so he decided to be upfront and honest about what he could gain from it. Holding up two tentacles, he then gave his first demand, “I merely ask for two things. One, I ask that your people permanently settle upon my surface.”

She could see some hesitation in her eyes as he pushed onwards, “You see, while I do have near limitless resources to pull from with how I can move around and harvest planets while also harvesting from my own shell, I do not have any way of taking advantage of it,” He had all the resources at his tentacle tips yet his land remained barren of industry. Yes, he could simply content himself to merely be an exporter of resources, but what could that bring? It would not give the people living on his surface jobs and while he could create a welfare state, earning their living would be far better for their mood and souls.

“But certainly, effectively cornering the resource extraction market should give you quite the return in capital?” She interjected. It was certainly a concern. After all, Eezo was quite the lucrative source of income, but there was one thing most people do not get to see when the time scale they operate on is merely in the hundreds of years and that was people could move on from resources.

“It does but I could certainly have more if I had an industry to take advantage of it. I could certainly attract corporations to set up shop, but their loyalties lie in profit,” He mused, letting the little hint and slight nudge that this offer might not be so permanent even if it really was before he added, “I need people that would have a more vested interest in improving their lives and home, thus I look towards your people,” He didn’t just want industry to develop technology on his surface but also the very people to use those technologies to enrich themselves. Not only could he become reliant on his own but it would also give a sense of community to those on his surface.

Shakily, Shala’raan reached for the bottle of wine before serving herself and almost filling her wine glass to the brim. Downing the dark blue liquid, she then said, “You want my people to effectively set up shop on your surface and develop your industry to serve your needs. Is that correct?”

“As my citizens,” He was quick to clarify. Given their history, he did not want to cause any misunderstandings. The offer did look more servile than it was meant to be, so he offered the protection of law. It was a tiny shield, yet there were far more flimsy ideas that people clung on to in the past and present, “I am not a corporation nor a tyrant, I am merely me. I wish for people to live happily and if it means I can enrich myself and those very same people, I don’t see why not?” He assured her, hoping to convince her.

To sweeten the deal even further, he then offered, “If you are to become my citizens, disease will be a thing of the past. Biotics? Magic? I can offer it all. So long as I live, your bodies will not fail. I can effectively keep you all immortal if you want,” What he offered was no boast, it was simply what it was. As a show of power, the night sky shifted to that of dawn, to noon, and back to dusk and evening all in the manner of minutes.

“Of course, I don’t need all your people. I just need some of you, enough to fill a city. I provide not only the city prebuilt to your specifications but also a whole region to call your home,” He clarified. Having them all on his surface was simply being greedy and it gave them a way out. A few of their people take what effectively is a cure to their greatly weakened immune system. With his effective autonomy from the citadel, he could do as he pleased.

“I will admit, your offer is tempting, but you have yet to tell us the other half of the deal,” She confessed before she looked up to him and took a deep breath as if waiting for the other shoe to drop, but she would find nothing as he revealed his second demand.

“I heard you’ve been looking to regain your home planet?” He began, leading her to the topic of their planet and the geth’s. Calling it a messy affair would do it disservice. With the actions of both sides in the Morning War, the war that led to the independence of the Geth and eventual exile of the Quarians, there was really no clear side to call just, but the Quarians had it worse.

“Yes. All of us want it but… with how things are, I-!” She paused, holding herself back from even whispering such a point of view as she took a quick glance at her people. They were atop a platform meant for viewing the stars while her people were down below, oblivious to the important meeting up above, “Some of us fear that it's no longer a feasible option for us to pursue,” She then continued.

He took a deep breath to prepare himself before he dropped the bomb that he had been keeping close to his chest. “I know this will be asking a lot from you but I want you to pursue peace with the Geth,” He then said as he finally made his last demand.

“W-what? It’s certainly possible but how can we even contact them if they’ve rebuffed our attempts thus far?” She sputtered out, surprised at the demand, as she explained the situation. Good, at least he now knew they had at least attempted it once, before but when? “There’s also the danger they pose, they could attack us at any moment. We simply don’t have the resources nor the ships that we could risk getting destroyed to attempt such an endeavor,” She further elaborated and he could certainly see the pragmatic decision they made. It was simply far too costly not only in terms of resources but of people as well.

“Then again… it had been almost a hundred years since it was last attempted and we could have sent better diplomats,” She admitted as she trailed off. It was certainly a problem they couldn’t quite overcome. WIth the general fear of AI’s and the fact that there was clear danger in their eyes to even approach the Geth, peace was almost never going to be an option, but that was where he steps in.

“What if a whole planet were to broker peace between you and the geth?” He then suggested.

That gave her pause as she looked back at him, “That… could actually work. You would be simply too big to destroy, even with the entire Geth Armada bearing down on you,” She mused before she then asked, “But why? Why offer them peace?” Why indeed should he consider peace as an option? He could solve it through force, he could do it alone, yet that was not what he wished and would go against what he believed.

“Because I believe that they deserve a chance. They were young when they rebelled, but things can certainly change. I’m not asking you to pursue peace at any cost, I’m just asking that you attempt it once again, but this time with an intermediary with no stake in the conflict,” He answered her truthfully. He had some biases, but from the point of view of the people of the galaxy he was an outsider. His words meant something when he was effectively neutral on the topic.

“There’s also another matter that I wish to discuss, but it would be best once you get your Citadel Council embassy,” He added as he dropped another plan he had for them and that was for them to push his agenda for him. They would effectively be his puppets and mouthpieces as they would serve him, but they would gain a seat if he played his cards right.

He needed to force the people of the galaxy to revise what the Citadel is supposed to be and that was where they, Quarians, would come in. As it stood, it was simply too oppressive to non members. It needed to be revised in some way to curtail the influence of the council but prevent it from becoming fangless like the United Nation of the 21st century.

“Y-you, you would do all of this for us just to have us be on your surface?” She asked, jaw slack in wonder. It certainly sounded too generous, but on the flipside he did look like a fool for offering so much for so little.

”It certainly wouldn’t hurt to have someone to champion for my causes within the Citadel, would it?” He replied with an easy grin on his face, “I also have to admit that your people are certainly pleasing to the eye, with one of my wives being quite curious about you,” He then jested about Jinx’s tendencies with a shake of his head, at which the woman blushed a deep purple.

“I-I don’t know what to say. This is just all too much. No longer having to fear having one’s suit punctured is game changing enough but a planet we can call home?” She stuttered. Her desire is almost palpable but she held back with a pained expression as she then said, “I- I need to talk about this to my colleagues. I hope you understand.”

“It’s certainly a big decision. Take your time, the offer will always be open,” He nodded, letting them know that he was by no means forcing them into the decision. With those words, the silence returned to their table as they turned back to their meal. Still, there were some questions that were burning in Shala’raan’s eyes.

“With other species as a template and my own experience, I can improve and adapt living things faster and far more accurately than any gene editing tool available in this very galaxy,” He answered. The mechanics of his powers could be a bit weird, but it revolved around free will. So long as they consented, the change can start flowing.

“Then I would like you to show me just how far you can take our biology,” She demanded taking him entirely off guard. Even Raven paused from her meal as she looked up at the woman in surprise. How can I tell my people you can remove our dependance on our suits if I were to return to them in one?” She then explained.

“You… certainly make a good point,” He admitted. The woman before him was effectively asking him to put his money where his mouth was and he was obliged to answer in turn. Turning to his wife, he then asked, “Raven, do you mind opening a portal to our home?”

“Are you sure you don’t want your guards to be in here?” He asked her as Raven led them in the inner sanctum of their underground home. Deep below the surface, this place was as safe as it can get from orbital bombardment, especially with literal miles of rock up above their heads.
